A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF
SCHERTZ, TEXAS AUTHORIZING A GRANT APPLICATION TO
FEMA FOR THE FIRE PREVENTION AND SAFETY GRANT
WHEREAS, the City staff of the City of Schertz (the "City") has recommended that the
City Council authorize the filing of a grant application with FEMA relating to fire prevention
and safety; and
WHEREAS, the City Council has determined that it is in the best interest of the City to
apply to FEMA for a grant to fund fire education equipment for the purpose of fire prevention
and as detailed in Exhibit A.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS
THAT:
Section 1. The City Council hereby authorizes the City Manager to execute and
deliver a grant application with FEMA for the equipment described in Exhibit A, provided,
acceptance of the grant (if awarded to the City) and funding of the City's share of the cost of the
equipment shall not require further approval by the City Council.
Section 2. The recitals contained in the preamble hereof are hereby found to be true,
and such recitals are hereby made a part of this Resolution for all pwposes and are adopted as a
part of the judgment and findings of the City Council.
Section 3. All resolutions, or parts thereof, which are in conflict or inconsistent with
any provision of this Resolution are hereby repealed to the extent of such conflict, and the
provisions of this Resolution shall be and remain controlling as to the matters resolved herein.
Section 4. This Resolution shall be construed and enforced in accordance with the
laws of the State of Texas and the United States of America.
Section 5. If any provision of this Resolution or the application thereof to any person
or circumstance shall be held to be invalid, the remainder of this Resolution and the application
of such provision to other persons and circumstances shall nevertheless be valid, and the City
Council hereby declares that this Resolution would have been enacted without such invalid
provision.
Section 6. It is officially found, determined, and declared that the meeting at which
this Resolution is adopted was open to the public and public notice of the time, place, and subject
matter of the public business to be considered at such meeting, including this Resolution, was
given, all as required by Chapter 551, Texas Government Code, as amended.
Section 7. This Resolution shall be in force and effect from and after its final
passage, and it is so resolved.

Position An individual having the legal authority and responsibility to engage in fire suppression;
being employed by a fire department of a municipality, county, or fire district; being
engaged in the prevention, control, and extinguishing of fires; and/or responding to
' emergency situations in which life, property, or the environment is at risk. This individual
must be trained in fire suppression, but may also be trained in emergency medical care,
hazardous materials awareness, rescue techniques, and any other related duties
provided by the fire department.

SAFER intends to improve or restore local fire departments' staffing and deployment capabilities so they may
more effectively respond to emergencies. With the enhanced or restored staffing, a SAFER grantee's response
time will be reduced sufficiently and an appropriate number of trained personnel will be assembled at the incident
scene. The following questions are designed to help us understand the changes that will occur in departments
receiving grants.

Narrative Statement for Hiring or Rehiring of FireFighters
* Element #1 -Project Description (30%): This statement should describe why the applicant needs the grant
funds, i.e., how the requested firefighters will be used within the department and a description of the specific
benefit these firefighters will provide for the fire department and community. If the applicant is requesting funding
under the rehiring of firefighters activity, the narrative should provide details as to when and why the vacancies
occurred and how the vacancies have affected the service to the community. Applications must also discuss how
the grant would enhance the department's ability to protect critical infrastructure.
Goal. Four person minimum staffing per apparatus.
The City of Schertz is a suburban city of 31,500 people. Schertz Fire is an all hazards first responder operating
out of 2 stations covering 41 square miles. The Department is active in automatic and mutual aid, both given and
received, and responds under those agreements throughout a 3 county area. We receive automatic aid for
structure fires.
*Need For Grant Funds
Analysis indicates an optimal staffing of 29 persons per shift operating out of five stations to meet response times
and staffing levels. Current staffing is 9 per shift. The analysis identified a need for five engines, 1 ladder, 1 heavy
rescue (each with a crew of 4), and 1 command vehicle. The Department has requested additional firefighters in
its budget request each year since 2007. Sadly this was at the time that the economy started to show weakness
and any hiring was frozen. The City has been unable to fund staffing needs, and began using reserves, money
required by charter, to maintain its ebsting level of service. This has directly impacted the Department's ability to
secure needed programs, including staffing.
*Use of Requested Firefighters Within the Department
Six new hire firefighters will be added one per engine crew resulting in two additional per shift providing a four
person minimum per crew. Proper managing of scheduled leave (vacation, comp time, training) will minimize the
number of shifts when crews exceed 4 persons. At those times, riding assignments in seated, belted positions
would be four per apparatus and two on the command vehicle. If at 11 firefighters on a shift, we will staff the
ladder with two firefighters to respond simultaneously with the engine on structure fires, maintaining crew integrity
and adding a ventilation or search and rescue component to our initial response.
*Specific Benefit Provided for the Department and Community
The primary benefit is the safety to the firefighters. Adding two additional persons at a structure fire seems small
but it completes a crew and allows immediate entry to IDLH environments. Our city's geographical layout, and that
of our primary response area means that our second arriving unit, even with automatic aid, may be as much as
eight minutes behind the first arriving apparatus. The ability to make immediate entry is important. Studies show
that four person staffing also benefits the department and community through reduction in injuries, greater
efficiency, and lower property losses.
It can't be ignored that adding personnel can impact a city's Public Protection Classification (PPC) with the
Insurance Services Organization (ISO). The City is an ISO Class 3, since 2005. The Department has not kept up
with the City's growing population and geographical area. A 2009 review stated that the City would fall to an ISO
classification of 4. It is projected that adding six firefighters will allow the Department to maintain its ISO 3 rating.
According to the report (Pietsch, 2009) "if the ISO PPC for the City regressed to a 4, commercial property would
pay an additional 9% for property insurance, and residential property would pay an additional 3% on homeowners
insurance."
*Ability to Protect Critical Infrastructure
The City owns and maintains an area wide water supply system. There are 3 high volume natural gas transmission
lines, 2 large gasoline lines, and 3 rail lines with freight and passenger service. Interstate highways 135 and 110
within the City are prime routes for NAFTA traffic carrying materials from and to Mexico. Two major
telecommunications switches are located within the city.
Increasing efficiency when responding to these critical infrastructures is paramount. The Department has a
technical rescue team as well as hazmat personnel. Increasing the pool of firefighters increases the capability to
train additional personnel in technical rescue and hazardous materials, thereby strengthening the teams.
*Element #2 -Impact on Daily Operations (30%): This statement should explain how the community and current

firefighters are at risk without the requested firefighters, and to what extent that risk will be reduced if the
applicant is awarded. What impact will the newly funded positions have on NFPA and/or OSHA compliance?
*Community and Current Firefighters at Risk and Level of Risk Reduction with Award.
Per OSHA 1910.134(g)(4)(iii) Note 2 to paragraph (g): "Nothing in this section is meant to preclude firefighters
from performing emergency rescue activities before an entire team has assembled" and Texas 37TAC, RULE
§435.17, (b) "The fire department shall comply with the 2-iN2-out rule as described in this section except in an
imminent life-threatening situation when immediate action could prevent the loss of life or serious injury before the
team of four fire protection personnel are assembled." Adding one additional person at a structure fire may seem
small but it completes a crew and allows immediate entry to IDLH environments. While exceptions east for rescue
situations, it does not make such entry any less dangerous when attempted with less than 4 persons. By ensuring
that there will always be four person minimum staffing on the first arriving engine, it takes the onus off of the initial
command officer in deciding the rescue strategy. Our city's geographical layout means that the second in unit
often is more than 8 minutes behind the first arriving unit. An officer may err on the side of rescue while placing his
or her crew at risk when operating with three.
A Seattle study showed that firefighter injuries decreased by 35% when staffing was increased from 3 to 4
persons (Cushman, 1981). A Dallas study found staffing below a crew size of 4 persons can overtax the operating
force and lead to higher losses (McManis, 1984). The National Institute of Standards and Technology (NIST)
reported that a 4 person crew was 25% faster than a 3 person crew in critical fireground tasks. Firefighters are at
a greater risk to injury and faulty operations when working with in a crew of three. The community is at risk when
the 3 person first arriving crew at a structure fire cannot engage in interior fire attack. Some officers may choose
to use the OSHA "exception" in this case but this is a grave ethical decision that should not be placed on the crew
leader. Adding an additional firefighter reduces risk to a level that can be effectively managed in most cases
through training, guidelines, and practice decision making, whereas a three person response lends itself to a hasty
decision many times based on emotion.
*Impact on NFPA and/or OSHA Compliance
This grant will provide minimum four person staffing on each apparatus ensuring compliance with OSHA
Respiratory Protection 29 CFR 1910.134 that requires "at least two employees enter the IDLH atmosphere and
remain in visual or voice contact with one another at all times..." and "at least two employees are located outside
the IDLH atmosphere. It will allow us to be compliant with NFPA 1710.5.2.3.1.1 Standard for the Organization and
Deployment of Fire Suppression Operations, Emergency Medical Operations, and Special Operations to the
Public by Career Fire Departments that states that fire companies designated as engine companies will be staffed
with four persons. Also NFPA 1710 calculates that no less than 14 firefighters arrive at the scene of a structure
fire within eight minutes of response. Our usual structural response including automatic aid nets an average of 14
firefighters onscene nearly 90% of the time. However, within the first eight minutes the typical number of
firefighters would be approximately nine. Adding these grant funded firefighters will not bring us totally into
compliance with this section, but will get us closer to meeting it by bringing two additional firefighters (one per
engine) to the scene quicker than can be provided by our automatic aid partners. Furthermore, adding these grant
funded positions will allow us to comply with the Texas statute that adopts and expands upon the OSHA 2 in 2 out
rule.
*Element #3 -Financial Need (30%): This statement should explain the applicant's organizational budget and its
inability to address the need without federal assistance, including other actions the applicant has taken to meet
their staffing needs.
*Specifics of Department's Organizational Budget
The Department employs 31 full time career-only firefighters of which 27 are assigned to operations on 24/48 hour
tours of duty, 9 per shift. There are 2 stations with 4 persons per station, and one shift commander. Minimum
staffing on each crew is three firefighters. The Department maintains an unstaffed ladder which is used in lieu of
an engine when needed. There are inadequate personnel to deploy the engine and ladder from the station on the
same call. Our staffing level has remained constant since 2005. An analysis of the current staffing and leave
accrual finds that firefighters have up to 20 days of vacation per year, comp time for holidays worked, and 120
hours of sick leave. With this leave, a single position equates to 0 .76 Full Time Equivalent (FTE). A crew of 4
assigned personnel equals 3.04 FTEs. It is calculated that it will take 5 assigned persons per crew if the
Department is to achieve minimum 4 person staffing.
The Department's budget is $2,879,767 of which 87% is personnel costs. Awarding this grant will raise that ratio

to 88%. The weighted salary used in this grant calculation includes a 3% merit/cost of living increase in year two.
This is historically typical for the City.
The population is estimated to grow to 35,000 in the neM fiscal year. Our average response time is 5.9 minutes
with 34% of our calls under a five minute response time. The professionalism of our firefighters is unquestioned,
but continued denial of staffing additions is taking its toll on our younger firefighters. We lose approximately 10%
of our firefighters per year to larger departments.
The Department has requested additional manpower in its budget each year. This is the first year that city
management has authorized the Department to apply for a SAFER grant, primarily due to fear of the retention
required in the past. With the economy faltering the City refused to commit unknown future revenues to public
safety. While the future economy cannot be guaranteed, new city management understands that our need is now
critical.
*Other Actions the Department to Meet Staffing needs
The Department has explored other alternatives to meet not only minimum staffing but also response times. The
Department investigated part time employees. As late as 2005, the Department had a small cache of part time
firefighters who were available on an as-needed basis. This pool dwindled as these par time firefighters were
usually full time firefighters elsewhere. Many times the firefighters were not available when needed as they were
also working an assigned part time schedule elsewhere in addition to their full time firefighter position. The
competition for certified part time firefighters became high. So to keep qualified part time firefighters the
Department had to basically guarantee a larger amount of hours to each firefighter. If we were to use part time to
meet our four person staffing over hiring additional full time personnel, the only savings would be in benefits. The
Texas Fire Workforce Commission has rules on allowable hours for part time employees before it is required that
they be paid all benefits. Therefore, part time hours have to be closely monitored so that this threshold is not
exceeded. The hiring, scheduling, reliability, and availability issues associated with part time employees
outweighed the apparent savings in personnel costs.
The Department explored reverting back to a career/volunteer organization. A review of the rationale why the
Department moved away from this model in 2000 revealed several concerns. Volunteers were obviously employed
in other jobs during the days for the most part. The demographics of the population of Schertz did not seem to
encourage volunteers with a high number of able bodied residents being in the military or working out of town in
mostly white collar jobs. The pool of volunteers was not adequate.
*Element #4 - Cost/Benefit (10%): This statement should explain, as clearly as possible, what benefits your
department and/or your community will realize if the project described is funded (i. e. anticipated savings and/or
efficiencies).
*Benefits Expected to be Realized by Department and/or Community with Funding
As outlined previously in this narrative, the benefits to.the Department and the community are numerous.
Firefighters benefit from increased safety and efficiency, while the community benefits through conceivably lower
property losses and the maintenance of a stable ISO classification. It is projected that the City would realize a
small amount of overtime reduction due to the greater pool of firefighters and with the Department adhering to a
more efficient leave schedule. This reduction will offset some of the initial cost of personal protective equipment
and uniforms required for any new hires, but is not projected to be a substantial amount.
Several intangible benefits are plausible as well. At the present time, the Department conducts pre fire incident
plans for every business in the city. This is a time consuming endeavor as each pre plan is surveyed, drawn
electronically, and entered into a program that can be accessed in the command vehicle. The Department is
geo-locating these businesses on GIS software. Eventually we will insert actual pictures of the A-B-C-D sides of
the structure and include those as well. Adding a firefighter per crew helps in the tedious process.
The additional personnel would help on wildland responses where the crew splits between a brush truck and the
engine. Currently, when we respond to a wildland fire with our brush truck, the engine will follow to the general
area since it would leave only one person on the crew. While there are some advantages to this, adding a
firefighter allows the engine to move to a squad type rig and continue to respond to medical emergencies, which
account for nearly 80% of our call volume. The crew could continue to go as a support or water supply to a

wildland fire, but responding with two is safer than responding with one.
The Department has its own Safety House for public education. It is the only one in our area and we allow it go to
other cities when we have the manpower to run it. This is done on an overtime basis, but still there are times that
we cannot properly staff the Safety House and must decline the invitation to participate in these events. A larger
pool of firefighters would help in this area.
*Element #5 -Performance (Additional Consideration): Applicants should explain whether they have a proven
track record for timely project completion and satisfactory performance in other AFG, FP&S, and SAFER awards.
'Previous performance on AFG, FP&S and SAFER awards
Schertz Fire Department has received grant funds from these sources only once, in 2005. At that time the
Department successfully purchased SCBAs and public education materials and stayed within the proposed budget
amount as well as within the grant performance time period.
Schertz Fire Department has always been a progressive department and an eager neighbor to help when called
upon. In an average year the Department responds to mutual aid outside our primary response area 66 times, or
almost double the number of times that we receive aid. The Department is part of the Alamo Area Wildland Strike
Team and has deployed across Texas five times this past year during the severe drought to fight wildland fires.
The Fire Chief is the State's regional coordinator for intrastate mutual aid. Department members are part of Texas
Task Force 1, STRAC water rescue team, and have been deployed to water rescues as well as hurricane
responses many times. We are convinced that adding firefighters to an organization such as this benefits not only
the citizens within the response area served, but also people across the State of Texas, and beyond as was the
case in Katrina. The Department promises to train all persons hired under this grant to a high level of expertise.
These firefighters will engage in community involvement, public education, pre fire planning, and intrastate
assistance. Hiring six firefighters using SAFER grant funds is a sound business move for the City of Schertz, the
State of Texas, and the federal government.

3. Drug-Free Workplace (Grantees other than individuals)
As required by the Drug-Free Workplace Act of 1988, and implemented at 44 CFR Part 17, Subpart F, for
grantees, as defined at 44 CFR part 17, Sections 17.615 and 17.620:
(A) The applicant certifies that it will continue to provide adrug-free workplace by:
(a) Publishing a statement notifying employees that the unlawful manufacture,
distribution, dispensing, possession, or use of a controlled substance is prohibited in
the grantee's workplace and specifying the actions that will be taken against
employees for violation of such prohibition;
(b) Establishing an on-going drug free awareness program to inform employees about:
(1) The dangers of drug abuse in the workplace;
(2) The grantee's policy of maintaining adrug-free workplace;
(3) Any available drug counseling, rehabilitation and employee

(4) The penalties that may be imposed upon employees for drug abuse
violations occurring in the workplace;
(c) Making it a requirement that each employee to be engaged in the performance of
the grant to be given a copy of the statement required by paragraph (a);

(1) Abide by the terms of the statement; and

project. If you are applying for a grant in the Fire Prevention and Safety Activity, your Narrative Statement must
address the evaluation elements as outlined in the FY2011 Program Guidance. ().
Keep in mind that the evaluation of your application will also be based on a clear understanding of your proposal,
your ability to meet the objectives of the program, and your probability of successfully delivering your project to
the population targeted. You need to fully explain how the funds will be used to accomplish the goats of your
project. To that end, be sure to include descriptions/justification for all budgeted items -items not justified may be
disallowed.
Your narrative is broken out into 6 separate sections. Each section will address each of the criteria which your
application will be evaluated and scored. Due to the built in "time-out" feature, we recommend you create the

attachments, and special characters of formatting (i.e.: quote marks, bold print, bullet points, symbols, etc.) are

'8a. Vulnerability Statement :What is the vulnerability in your community that you have identified? What
statistics correspond with and support your project and target audience? Please describe the steps
which were taken to determine the vulnerability and target audience and describe the methodology for
determining all of the above.
Schertz as a community has continued to grow in population, both with residents and business populations. At this
time our school district is reporting growing numbers each day with new influxes of residents as the neighborhoods
our continually built out. We have recently added two large businesses to our town. These include a 648,000
square foot office complex and warehouse for a national food supplier and a large equipment manufacturer that
will have a building that will be approbmately 940,000 square feet when finished with all phases. With the new
influx of business residential occupancies are growing exponentially, adding to target age groups as families move
in. This adds to the estimated 2800 children under the age of 14 years old, who we already visit on an annual
basis. Our intent is to expand our contact with these children to more than once per year. Annually we provide
classroom instruction on fire safety to our local high schools' culinary classes. We also visit nearly 500 children
under the age of 6 at day cares.
The City has four existing low income senior living villages/apartments. The City has just completed its senior
community center that has dedicated programs for area seniors on a daily basis. This senior center is hugely
popular and well attended attesting to the fact that we have a large senior population already in place in these
apartments and in existing single family dwellings. In addition, we have a dedicated senior living apartment
complex that will be completed this month, bringing an estimated 385 new seniors to our community. We estimate
4,128 citizens in the over 60 age group in our city alone, and an estimated another 4000 in that age group
region-wide.
In addition to the young and older target audiences, we feel that we can be effective in fire safety education to
homeowners and local business employees. We already give training to a number of businesses at no charge, in
fire extinguisher use, but it is a static demonstration only with no fire or simulated fire. Also during our fire safety
education demonstrations at various events we have found a trend of adults asking questions and being fairly
uneducated in general home fire safety. Upon reviewing these events we determined that the age group most
affected is those age 60 and above, but we hope to include all adult groups through homeowners associations and
chamber activities.
As part of our smoke detector installation program, we estimate that we install only about 20 per year. This
number is far below what we estimate the potential need to be. It is our plan to expand this program through
concurrent education and presentations of the previously mentioned target audiences.

project's goals and objectives. What are the methods and specific steps that will be used to achieve the
goals and objectives? If applicable, what examples can you provide of marketing efforts to promote the
project? Who will deliver the project and what partnerships may be involved? How will the materials or
deliverables be distributed?

to largest number of people over the longest period of time.
The trailer to be purchased with grant funds will be adaptable as needs change or newer technology is introduced.
Judging by our experience with our e>asting safety trailer over the past nine years, we estimate that this trailer will
serve the citizens of the cities in cur region for at least 15 years. If we were to reach even half of our target
audience in the first year, and then each year thereafter, we would have reached 150,000 people. Last year, we
recorded public contact with 10,045 people. However, only 3,672 persons had contact with the safety trailer. With
the new trailer we reasonably expect to reach the total contacts with the safety trailer, making the cost benefit
work out to little over $1 per person.
*6e. Sustainability: Is it your organizations intent to deliver this program after the grant pertormance
period? If so, how will the overall activity be sustained and what are the long-term benefits? Examples of
sustainable projects can be illustrated through the long-term benefits derived from the delivery of the
project, the presence of non-federal partners likely to continue the effort, or the demonstrated long-term
commitment of the applicant.
Our program has been evolving from the start and will continue to do so. We have shown the ability to be a leader
in our area for fire prevention education and safety. With the continued influx of new residents to our city and area
the need for fire prevention and education will never cease and we will continue to reach out to the public at every
opportunity we have. We are committed to a long term, perpetual fire education program that continues to evolve
as technology allows and as we identify changing needs. This grant allows us to improve our e>asting commitment
to the cammuniiy.
