TRANSPORT A TION SAFETY ADVISORY COMMISSION
MINUTES
THURSDAY, FEBRUARY 2, 2012 5:30 P.M.
The Transportation Safety Advisory Commission (TSAC) convened on February 2, 2012 at 5:30 p.m. in
the Council Chamber Conference Room, Building #4, 1400 Schertz Padcway, Schertz, Texas 78154.
Call to order at 5:30 p.m. by Stephen Bish chairperson.
Members present:

INTRODUCTION OF NEW TSAC ALTERNATE: MARK DAVIS - Mark David was unable to
attend the meeting introduction at the next meeting.
HEARING OF RESIDENTS:
Robe11 Brockman, 1000 Elbel Road Apt #411 - Agenda Item #4 - With both lanes going straight I
have to wait before I can make a right hand turn on a red light.
1. Minutes - Consideration and/or take action regarding the approval of the minutes for February 2,
2012. Motion to accept February 2, 2012 minutes by John Ostrowski and second by Bill Bowers-
All Ayes- Motion passed
2. Westchester Drive - Consideration and/or action regarding Residence request for no parking the
full length east on Westchester: This item has come before TSAC before and staff stated that there
is enough room for parking on one side and two way traffic. Emergency vehicle have enough
room to get through the street. Cars parked the wrong way are subject to ticketing. Motion
to close item made by William Rumfelt and second by John Ostrowski. All Ayes-
Motion passed.
3 Driving with out lights at dusk - Consideration and/or action regarding Installing signs on FM 78;
1103,3009 and Schertz Pkwy requesting to turn lights on and slow down during inclement weather.
Mike Harris, Assistant Police Chief commented that there is a state law for using headlight during
dusk to dawn and in inclement weather. Motion to close item made by Gordon Rae and second
by William Rumfelt. All Ayes- Motion passed.
4. Ethel Rd and Schertz Pkwy - Consideration and/or action regarding two straight lanes on Elbel
Road crossing Schertz Pkwy onto Aero concern there is not enough room for two lanes of traffic.
Doug Letbetter, Public Works Superintendent of Fleet/Streets stated a sign will be installed on Aero

100 feet from Schertz Parkway indicating the narrowing of the street and a 45-degree arrow will be
painted on the right lane ofAero. Motion to close item made by William Rumfelt and second by
Gordon Rae. All Ayes- Motion passed.
5 City Engineer Report: (City Engineer/Public Works) reviewing bond money left over before
proceeding with any new projects. Northcliffe construction has finished up. Ware Seguin Road will
be going out for bids as soon as the City has received the final plans from Don McCrary and
Associates.
6. Items fOf Next Agenda: Consideration and or action on questions and possible items to be placed
on the next agenda (Commission Members): Nothing
7. Staff Comments: Mike Harris said that he had speeding stats pulled for the last year on Clover Leaf
and there had been 74 citations written.
8. Adjoufnment: Motion to adjourn by Bill Bowers second by Gordon Rae - All Ayes - Motion
passed. Time: 5 :48 P.M.
