The Sehertz Planning and Zoning Commission convened on May 9, 2012 at 6:00 p.m. at the Municipal
Complex, Council Chambers, 1400 Sehertz Parkway Building #4, Sehertz, Texas.

A• PC2012-O1~ Misty Woods Srrbdivison - Prelinnilnary Plat
Consider and act upon a request of a preliminary plat of the Misty Woods Subdivision,
consisting of approximately 12.15 acres of land in the T. Herrera Survey No. 153, City of
Sehertz, Guadalupe Caunty, Texas and is generally located on Sehertz Parkway approximately
770' north of Live Oak Road. This property is currently zoned Single-P'ainily Residential
District-7 (R-7).
Ms. Nichols presented the request per the staff report and explained that this item considers a preliminary
plat for Misty Woods Subdivision, consisting of approximately 12.1 S acres of land creating 39 residential
lots. In 2006 this property was zoned R-7 which established a minimurr- lot size of 6,600 square feet. The
smallest lot being proposed is 7,800 square feet, 1,200 square feet more than the minimu-n.
This property is adjacent to a principal arterial street {Sehertz Parkway) and as such must comply with
additional design requirements of the UDC, Section 21.14.3 which include a 20-foot landscaping buffer,
an 8-foot tall masonry wall and a 50-foot building setback line adjacent to Sehertz Parkway. There is no
parkland that was dedicated for this subdivision. Parkland fees in the amount of $1,000 per lot will be

paid prior to recording the final plat. For Tree Preservation, they will pay $2,950 for the removal of 59
inches of protected trees, A minimum of 25% of the trees must be preserved; for the development the
owner is saving 50%.
This plat is adjacent to Maske Loop and the developer is proposing to plat a portion into residential lots;
two small sections will remain right-of--way and become part of Misty Cove and Oak Valley. The portion
of Maske Loop that is remaining will becoirte a hike and bike trail.
The City Council considered the proposed abandonment of Maske Laop Road, Ordinance 12-M-11, on
May 8, 2012. Council approved the request for approximately 0.24 acres of the right-of--way to be platted
into residential Lots 10 through 14 of Block 3 and common Lot 1 S, Block 3 with the remaining portions
of Maske Loop becoming a future hike and bike trail and incorporated into a portion of Misty Cove and
Oalc Valley.
The Parks Master Plan states the intent is to locate hike and bike trails adjacent to easements and this
proposed trail is located adjacent to a drainage easement on Lot 9, Lat 7 and Lot l5. An agreement
between the City and the owner will be established regarding the design and construction of the hike and
bike trail system before the final plat is filed.
The intersection of Maske Loop at Schertz Parkway has been barricaded and has not been in use for
several years. Before this subdivision is approved for final plat the developing engineer will conduct a
sight distance study of the elevation at Schertz Parkway and the proposed Misty Cove intersection.
Mr. Richmond recognized the following to speak:
® Don McCrary, Don McCrary & Associates, commented that the proposed project start date is
September 1 for construction of infrastructure and they are in the process of designing a hardened
drainage channel.
Mr. Crawford asked about the drainage easements on Lots 7, 9 and 15. Mr. McCrary responded that the
concrete structure will pick up water from Woodlands Oaks and drain through subdivision easements and
through Cottonwood Subdivision to Dietz Creek.
Mr. Braud asked who decides on whether drainage is covered or open. Mr. McCrary responded that it is
up to the City Engineer and that they would work together.
Mr. Richmond stated that no permits for homes would be issued until drainage and improvements are
complete. Mr. McCrary confirmed that no homes would be built until infrastructure is complete or
bonded.
Discussion followed between the Staff, Commission and Applicant related to the site.
Mr. Greenwald moved to approve this item. Mr. Crawford seconded the motion. Vote was unanimous.
Motion carried.

Mr. Richmond asked about UDC updates. Ms. Sanchez stated that changes nay be presented to the
