The Schertz Advisory Committee convened In Special Session on Thursday October
26, 2000, at 6:00 p.m. In the Municipal Comp/ex Bob Andrews Conference Room, 1400
Schertz Parkway, Schertz, Texas. Those present Were as follows:

#2 CONSIDER AND MAKE ReCOMMENDllON: Request from John
Bierschwale, Public Works Director, for Waterlwastewater Review Capital Recovery
Fee Program (C.R.P.).
Johnny Bierschwale, director of Public Works City of Schertz stated that the Cny of
Schertz is in the process of reVIsing and uPdaling the Capital Recovery Impact Fees for
water/wastewaler. The last revision haVing been compleled in 1996, and under the rules
the plan needs to be rev/sed every three years, however, the department elected 10

Re: Appointments to Capital Recovery Advisory
In accordance with Chapter 395, Local Government Code, the City of Schertz must
complete a review of the Impact Fees (Capital Recov~ry Fund). In establishing members
to the Advisory Committee, City Council did appoint the Planning and Zoning
Commission as the Committee in 1988.
However, the representatives for the E.T.J (James Anderson) and (Lee Boswell) for Real
Estate Development are no longer able to participate as advisory committee members.
The Advisory Committee and StaEfwish to seek your approval to appoint Mr. William
W oechner as the E. T .1. representative and Mr. Tim Fetter to represent the Real Estate
Development.
Mr. William WoecI-iller is the President ofGuadco MUD #1 and has a great deal of
knowledge concerning Water/Wastewater Systems Operation. Mr. Tim Fetter is an welI-
experienced Realtor; his intel,"est for the community and his experience. in real estate
development will provide the guidance of marketable Impact Fees.
