SPECIAL SESSION MINUTES
November 28, 2000
The Schertz Advisory Committee convened in Special Session on Tuesday November
28, 2000, at 6:00 p.m. in the Municipal Complex Bob Andrews Conference Room, 1400
Schertz Parkway, Schertz, Texas. Those present were as follows:

David Richmond called the November 28, 2000 special session to order at 6:00pm.
#2 Approval of Minutes: Minutes of October 26, 2000.
David Richmond asked if there were any additions or corrections to the minutes of
October 26, 2000.
With none voiced, William Sommers moved to approve the minutes of October 26, 2000
as written. Tony Moreno seconded the motion. With a vote being called, the vote was as
follows:

Abstention: David Richmond (absent at said meeting).

3 1] CONSIDER AND MAKE RECOMMENDTION: Request from John
Bierschwale, Public Works Director, for Review Water /wastewater Capital Recovery
Fee Program (C.R.P.).
Johnny Bierschwale, public works director informed the committee that Ed Ford, city
engineer would report on the programs basic plan this evening. Mr. Ford will be
explaining the technical details, However, Johnny commented that if anyone had any
questions or did not understand this is the time to ask your questions, he doesn't want
anyone confused. This advisory committee will be making recommendation to hold a
public hearing on this matter. Johnny added that City Council at their next meeting
(tomorrow evening) would be making recommendation on the appointment of "Realtor"
and "ETJ" representative. Mr. Tim Fetter would be representing the realtors, and Mr_
William Woechner (financial advisor), from GUADO MUD I, would be representing the
city's ETJ.
At this time, Mr. Ford explained that the study of the year 2000 of the impact fees was
done according to Chapter 395 Local Government Code, which establishes impact fee
update. The impact fee study has very strict guidelines such as purpose, use, etc. Mr.
Ford explained that the impact fees affect new development within the City of Schertz
and sets revisions for the city. It also accommodates new development by having that
development pay their fair share in development (subdivisions, subdividing, etc.) as it
comes into the community. Mr. Ford commented that Schertz impact fees have been
the lead to the surrounding communities such as New Braunfels, San Marcos, Cibolo
and the city of Seguin, etc.
Mr. Ford explained that the program has been set to work with growth of the community,
which is basically impacted by homebuilding and development. Also part of the master

plan is used as a guideline for projected growth, which is updated every five years. The
counts are projected from current meter (residential, commercial), which are collated
and provide a residential equivalent living unit. Sewer count connections are provided
from CCMA. These calculations are fed into a computer, which will project growth of
over a 20 -year period.
Mr. Ford reported that based on a study of projected growth, the engineering report has
taken the serviced population, and guidelines set up by the TRCC (establishing the
number of gallons per minute per water well). These guidelines establish the required
amount based on the number of connections in the community. The study establishes
the capacity based upon the number of connects of today, projected connections to the
year 2010, less shortages. This gathered data is computed to find the cost of the capital
recovery for projected improvements within the next 10 year period for the;
supply /pumping, ground storage; elevated storage facilities, transmission facilities,
capital improvement and study cost. The data computes for both water, and sanitary
sewer.
Mr. Ford continued to explained that the engineering report has taken the population,
number of current connections, evaluated current standards, the deficiencies and have
project a growth over twenty year period. Mr. Ford explained that the report provided
explains in detail how the study establishes the dollar figure that basically determines
the single living unit price per gallon of water. Mr. Ford explained that as example Table
6 -3 shows that the impact fee for water would be $1,255.66, the projected wastelwater
impact fee $809.34 for a total of $2,000.
Mr. Ford continued to further explain that the report covers everything in detail,
providing tables, map of the service area, location of pump stations, water well, storage
facilities, improvements (booster pump system), and existing booster pump locations.
Mr. Ford further explained that water lines would be upgraded to accept water flow and
explained how the booster pump would fill the water wells, which would provide water
throughout the city.

Johnny Brieschwale added that the City of Schertz has a superior water system, and
has one of the highest ratings in terms of a city. Johnny also added that the City of
Schertz will have to prepare for the Schertz/Seguin Local Government Corporation
coming on line. The City of Schertz will have to build the pumping system, etc., the
money is available to build, purchase property in order to get the system on line.
However, it will take a shock out of the system because of the rate increase coming up.
The city is looking at expanding rate increases over a 3 -year period. Capital Recovery
can supplement some of the rate increase, because of the improvements that benefit
the citizens. Johnny added that the rates are going up, however not because of new
growth, but to maintain the new water supply, so not to depend on the Edwards water
supply. Johnny explained that approximately 10 million dollars of improvement over the
next 10 years are needed. Five million dollars of improvement are needed quickly in
order to be excepted. This is where Capital Recovery Impact fee comes in to offset the
cost. At this time, the project has 2 million dollars available, however the City Council
has approved bonds, etc. Johnny commented that a rate increase is coming, he will try
to do it in 3 phases to off set the shock. Johnny stated that the City of Schertz is in the
lead along with Seguin to completely get off the Edwards water supply.
At this time, Johnny Bierschwale stated that the public will be educated to help get
everyone prepared, because rates are going to increase.
Mr. Ford asked that everyone review the study provided because it explains in detail,
the improvements, cost, etc.
With no further discussion, the meeting adjourned.
