TRANSPORTATION SAFETY ADVISORY COMMISSION
MINUTES
THURSDAY, JULY 5,20125:30 P.M.
The Transportation Safety Advisory Commission (TSAC) convened on July 5, 2012 at 5:30 p.m. in the
Council Chamber Conference Room, Building #4, 1400 Schertz Parkway, Schertz, Texas 78154.

Hearing of Residents:
. Brian Judkins, 986 Oak Ridge - concerns of the speeding in Mesa Oaks subdivision after the
opening of Oak Valley into Woodlands Oaks subdivision. Neighborhood has alot of children
playing in front yards concern is for their safety. Would like to see speed humps installed 011
street would also like to have another traffic study done as the time frame study was done was
over the 4th holiday traffic was low due to people out oftown.
. Jeff Bradley, 971 Oak Ridge - stated that residences from Woodland Oaks are coming down
the street at 40 mph.

. Craig Seeber, 2225 Oak Valley - New subdivision going in those houses will not face Oak
Valley so they will not contend with the traffic like neighbors that are all ready living in Mesa
Oaks.
. Tammy Teague, 1308 Circle Oak Dr ~ would like to see a speed hump installed on Circle Oak
to slow the traffic coming down the street to FM 3009. Traffic study shows that there is a
problem.
. Chris Teague, 1308 Circle Oak Dr. - said that when the police traffic counter was set out
people went slower dOWll the street and he thinks the reason is that the device sets off detectors
in cars so the motorist will slow down.
Consent Agenda:
1. Minutes - Consideration and/or action regarding the approval ofthe minutes for July 5,2012.
Motion to accept, July 5, 2012 minutes by: Gary Preston second by Max Hernandez - All Ayes- Motion
passed.
2. FM 78 and FM 3009 Dual Turning Light: Commissioner Gordon Rae would like more
information on the hours during the day for the dual tuming lane and length of time in which to tum.
Discussion only TXDot issue (Public WorkslEngineering) Minutes fi'om 3-20-2012 City Council
meeting were included in TSAC packet giving the operational hours the dual lane traffic lights.
. Max Hemandez concems with the changing of times. for the turning lane during the day and
thought it was confusing.
. Chief Harris addressed the time in which the dual turning lights are in operation is to relieve
some of the stacking of cars on FM 78. TXDOT only want tumings lanes in use certain hours of
the day.
. Doug Ledbetter said staff has contacted TXDOT for more signage staff is waiting to hear back
from TXDOT.
Motion to close item by Gary Preston and second by John Ostrowski. All Ayes - Motion passed.
3.Fire Hydrant areas painted for No Parking: Paint the areas in front of fire hydrant for no parking.
Commissioner Max Hernandez requested item be placed on agenda. Discussion only. State Law in place
(Public Works/Engineering)
. Max Hernandez said that in order to stop people from parking in front or too close to hydrants is
to paint the area in front of fire hydrants.
. Chief HatTis said that there is a state law that there is no parking "within 15 feet of a fire
hydrant" .
. Staff commented since there is a state law in place a city ordinance is not needed.
. Gary Preston asked if fire hydrants are painted red. Staff replied fire hydrants are painted red.
Motioll to close item by Mark Davis and second by John Ostrowski. All Ayes - Motion passed.
4. Request for Speed Humps Oak Valley (entry to Mesa Oaks Subdivision) to Dimrock
Consideration and/or action for speed humps on Oak Valley. Mr. Charles Zedek representing the
residences in Mesa Oaks Subdivision has submitted a completed Speed Hump application.(Public
WorkslEngineering)
. Commissioners and staff agreed that another traffic study be conducted on both Oak Valley and
Oak Run. Table this item until the next TSAC Meeting.
Motion to table item until next TSAC meeting made by Mark Davis and second by Gary Preston. All
Ayes - Motion passed.

5. Request for Speed Humps Circle Oak Drive (Lazy Oak Subdivision): Consideration and/or
action for speed humps 011 Circle Oak Drive. Ms. Tammy Teague representing the residences in Lazy
Oaks Subdivision has submitted a completed Speed Hump application.(Public Works/Engineering)
. Police traffic study and Public Works traffic study are close in numbers and watTallts speed
humps be installed on Circle Oak Drive.
. Commissioners and staff agreed installation of speed humps on Circle Oak Drive.
Motion by John Ostrowski to recommend to City Council the installation of speed humps on Circle Oak
Drive was second by Mark Davis. All Ayes - Motion passed.
6. Request for Speed Increase on Boenig Drive from Ware Seguin Rd to Scenic Lake Dr. increase
speed limit from 20 MPH to 30 MPH. Consideration and/or action increasing the speed limit. Request
fi'om Schertz PD Officer Tumlinson.
. Chief Hanis said that line of sight on this particular road is good and has no problem with the
increase of speed limit from 20 mph to 30 mph.
. Staff recommended increasing the speed limit from 20 mph to 30 mph as well.
. Commissioners agree with the recommendation of police department and city staff.
Motion by John Ostrowski to recommend to City Council to increase speed limit from 20 mph to 30
mph on Boenig Drive from Ware Seguin Rd to Scenic Lake Dr was second by Mark Davis. All Ayes-
Motion passed.

7. Request for Speed Increase on Gray town Rd from Boenig Drive to IH 10 increase speed limit
from 30 MPH to 40 MPH. Consideration and/or action increasing the speed limit. Request from
Schel1z PD Officer Tumlinson.
. Chief Harris said that line of sight on this particular road is good and has no problem with the
increase of speed limit from 30 mph to 40 mph.
. Staff recommended increasing the speed limit from 30 mph to 40 mph as well.
. Commissioners agree with the recommendation of police department and city staff.
Motion by John Ostrowski to recommend to City Council to increase speed limit from 30 mph to 40
mph on Graytown Rd from Boenig Drive to IH 10 was second by Mark Davis. All Ayes ~ Motion
passed.
8. Parking on Westchester Drive: Consideration and/or action on parking issues Westchester Drive
(Public WorkslEngineering)
. Staff proposed no parking for 60' from the corner of Westchester Drive and Elbel Road and
proposed double yellow line fi'om Elbel Road to drainage channel.
. Commissioners agreed with staff s request.
Motion by John Ostrowski to recommend to City Council to moving requirements back 60' from the
corner of Westchester Drive and Elbel Road and proposed double yellow line from Elbel Road to
drainage channel was second by Mark Davis. All Ayes - Motion passed.
9. Bike Lane on Country Club Dr.: Consideration and/or action ofIllstalling bike lanes on Country
Club Dr (Public Works/Engineering)
. Staffwould like to present the two options to the HOA presidents in the other three subdivisions
in the area and find out which one they like.
. After a lengthy discussion on the two options city staff has presented commissioners were not in
agreement mixing traffic with pedestrians and bicycles.
. Commissioners agreed to table this item until the next TSAC meeting when staff has met with
HOA presidents.

10. Islands in Roadways: Consideration and/or action for review and make recommendations for
multiple islands in Crossvine Subdivision, Module 1, Unit 1. (Public WorkslEngineering)
. Staff commented that the street right-of-way has been engineered to accommodate all emergency
and utility vehicles and according to the City UDC TSAC Commissioners are to review and
make recommendations on multiple islands.
. Commissioners had no problems with the subdivision construction plans (sheet 67 of 81)
depicting the islands and agreed to forward their recommendation for approval onto Planning &
Zoning.
Motion by Mark David to recommend to Planning & Zoning approval of multiple islands shown on the
final plat for Crossvine subdivision was second by Gary Preston. All Ayes - Motion passed.
11. City Engineer Report (City Engineer/Public Works):
. Updated commissioners on the Corridor Loop parking issue. Twenty-one (21) parking spaces
will be available along Corridor Loop most of the parking will be along side Chili's and at
entrances on to Corridor Loop. Public works will be installing signs next week.
. Introduced Mr. James, Executive Director of Development Service
12. Items for Next Agenda: Consideration and or action on questions and possible items placed on the
next agenda (Commission Members):
. Mesa Oaks subdivision - conducting traffic study and bring the results back to the next TSAC
meeting.
. Country Club Drive bike lane - present the two options that city staff has to the three HOA
presidents getting consensus of which one they would like to see implemented. Bring results
back to the next TSAC meeting.
13. Staff Comments:
. Debbie Perrone handed out information from TXDOT for the planned construction on IH 35
from Loop 1604 to FM 3009 to make rap improvements to better aid in the flow of traffic and
enhance safety this fall.
. Mike Harris asked if anyone sights a violation to please call the police department at that time
and report it to the dispatcher will dispatch a unit to investigate the violation. Do not wait for
days after the violation has occmred.
