12-R-94 Preferred route for LCRARESOLUTION NO. 12-R-94 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS, RECOMMENDING A PREFERRED ROUTE FOR THE LOWER COLORADO RIVER AUTHORITY'S TRANSMISSION LINE PROJECT IN THE CITY OF SCHERTZ, TEXAS, AND OTHER MATTERS IN CONNECTION THEREWITH WHEREAS, the Lower Colorado River Authority Transmission Services Corporation (LCRA TSC) has filed an application with the Texas Public Utility Commission (PUC) for a proposed transmission line connecting the proposed New Braunfels Utilities' E.C. Mornhinweg Station to LCRA TSC's existing Parkway Station, PUC Docket #40684; and WHEREAS, the City of Schertz (the "City") is currently undergoing a land repositioning study to strengthen land and economic development opportunities along properties north and west of Interstate 35; and WHEREAS, many of the LCRA TSC's proposed route segments would intersect the land area currently being considered for significant land and economic development opportunities; and WHEREAS, the City believes the placement of new transmission lines in the study area would limit the land and economic development opportunities and recommends a route that utilizes existing Right-of--Way in order to accommodate the proposed transmission line. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ,TEXA5: SECTION I. The City's preferred and recommended route is Route 10 (A-Q1-C-M-N- S-C1-O1-Nl-LI) as indicated in the LCRA's proposed alternative route segments. SECTION II. The existing right of way should accommodate poles that will allow for additional future capacity. This resolution shall be effective October 9, 2012. APPROVED this 9th day of October, 2012. Box 220; MS DSC-D204 Austin, TX 78767-0220 Dear Mr. Powell: The City of Schertz is in receipt of LCRA's application packet to the Public Utility Commission for the proposed E. C. Mornhinweg to Parkway 138-kV Transmission Line Project in Corral and Guadalupe Counties (Docket #40684). The City has modified our preferred route to Route 10 (A-Ql-C-M-N-S-Cl-O1-Nl-Ll) which is very similar to our original October 12, 2010 recommendation. The reasons for this recommendation are as follows: • Schertz is in the process of master planning North Schertz into a mixed use development for the 14,000 acres. The LCRA Transmission Line study area and a majority of the potential routes are contained within the City's North Schertz draft master plan and-depending on the route chosen-can make future development more difficult. Our sister City, Cibolo, is looking to develop an area adjacent to our North Schertz study area (along I-35 and between FM 3009 and Wiederstein Rd.) and objects to proposed route J as it bisects their future development of the area. This route would substantially impact the North Schertz area and future master plan. • LCRA's proposed Route 10 follows an existing Transmission Line Right of Way for a majority of this route of which 81% exists.in already-existing Right of Way. We are including several maps all indicating the City's preferred route and how it relates t0 Future Land Use, Major/Minor Thoroughfares, and Current Zoning. These plans may be adjusted in the near future as a result of our North Schertz master planning activities. Thank you for your consideration of our comments on this project.
