The Transportation Safety Advisory Commission (TSAC) convened on October 4, 2012 at 5:30 p.m. in
the Council Chamber Conference Room, Building #4, 1400 Schertz Parkway, Schertz, Texas 78154.

1. Minutes: Consideration ancIJor action regarding the approval of the minutes for August 8, 2012.
Motion to accept, August 8, 2012 minutes by: John Ostrowski second by Michael Goos - All Ayes-
Motion passed
2. Request fOl' Speed Humps on Laura Heights (Laura Heights Subdivision): Consideration
and/or action for a speed humps on Laura Heights residences in Laura Heights Subdivision have submitted
Speed Hump application. Staff completed a traffic study on Laura Heights. (Public WorkslEngineering)
. William Rumfelt asked if the residences are able to install speed humps. Staff answered
residence cannot install speed humps on city streets.
. Staff comments: Staff completed a traffic study from August 31, 2012 through September 6,
2012 and reviewed the criteria for qualifications for the installation of a speed hump. Traffic
counts did not meet the required 500 vehicles per day and did not show 85% of the traffic
exceeded the 25 mph speed limit. Therefore, this roadway does not meet the speed hump
requirements as outlined .by the City of Schertz Chapter 86, Article IX - Speed Humps

. Staff recommends TSAC deny the speed hump application based on not meeting the
requirements for traffic volume or speed on this roadway.
. Mr. James suggested that staff visit with Mr. Spike to review the situation and reach a
solution. Funds are limited for installing speed humps and speed humps would only slow the
speeder down to get over the speed hump making up the time for breaking to go over the
speed hump.
. Motion to table item until staff can wQrk with residents to understand their concerns by Mark
Davis and second by William Rumfelt. All Ayes ~ Motion passed
3. Requests by Commissioners to place items on a future TSAC Agenda.
. Entrance to Greenshire off FM 3009 traffic is running the stop sign posted on the other side
of the creek. Identify ways to allow motorists to view sign at a sufficient distance to react.
. Traffic at the corner of Schertz Parkway and Savannah Drive turning lanes are causing
congestion during school hours
4. Requests by Commissioners to staff for information: Nothing

6. Staff Comments: None
. Staffwill add to the TSAC packet "StaffCornrnents" for agenda items.
