On this, the 15th day of October, 1974, at 7:00 P.M.
the City Council of the City of Schertz, Texas, convened at
a regular meeting at the regular meeting place in the Municipal
Building of said City in the City of Schertz, Texas, which meet-
ing was at all times open to the public, and at which meeting
the following members were present, to-wit:

There being a quorum present, the meeting was called
to order by the Mayor, and, among other proceedings had were
the following:
The Mayor introduced the following captioned ordinance

AN ORDINANCE
AMENDING ORDINANCE NO. 74-H-7 OF THE CITY
COUNCIL OF THE CITY OF SCHERTZ, TEXAS SO AS
TO ADD ARTICLE II, SECTION 10 - PROHIBITING
DOGS AND CATS FROM RUNNING AT LARGE; PRO-
VIDING FOR PUBLICATION OF SAID ORDINANCE;
AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ,
TEXAS:

Ordinance 74-H-7 heretofore passed, adopted and
approved by the City Council of the City of Schertz, Texas
on the 19th day of February, 1974 regulating the keeping of
livestock, fowl, cats and dogs within the limits of said
City is hereby amended by adding Article II, Section 10
thereto as follows:
ARTICLE II, SECTION 10 - RUNNING AT LARGE. That it shall be
unlawful for any person keeping any dog or cat in the City
limits of the City of Schertz, Texas to permit or allow the
same to run at large or be at large within the limits of the
City of Schertz, Texas. The term "running at large" shall mean
the same as defined in Article I, Section 8 (c) of this ordin-
ance except that a dog or cat not under complete control of
the owner by leash, cord, chain or otherwise but in the
presence of and under the immediate verbal control of the
owner, shall not be deemed "running at large".

The City Secretary is hereby directed to give notice
of the passage of this ordinance by causing said ordinance
to be published in one (I) issue of the official newspaper
of the City.

The public importance of this measure and the need
to insure proper maintenance and control of animals within
the City and prevention of health hazards constitute and
create an urgent public necessity requiring that this
ordinance be passed and take effect as an amergency measure,
and this ordinance is accordingly passed as an emergency
measure and shall take effect and be in force immediately
upon and after its passage.
PASSED, APPROVED AND ADOPTED this the 15th day of
October, 1974.
