We, the undersigned Mayor and City Secretary of the City
of Schertz, Texas, DO HEREBY CERTIFY as follows:
1. On this, the 6th day of August, 1974, at 7:00 o'clock
P.M., the City Council of the City of Schertz, Texas, convened for
a regular meeting at the regular meeting place in the Municipal
Building of said City, which meeting was at all times open to the
pUblic, and at which meeting the following members were present,
to-wit:

There being a quorum present, the meeting was called to
order by the Mayor, and, among other proceedings had were the fol-
lowing:
The Mayor introduced the following captioned ordinance
which was read in full by the City Secretary. Councilmember
~UAlA( moved that said ordinance by considered by
the Council as an emergency measure, which motion was seconded by
Councilmember Kt'JG II . Whereupon said motion
was fully discussed and considered. The Mayor put the motion to
consider said ordinance as an emergency measure to the members of
the City Council and said motion was approved and adopted by the
following vote:
AYES: All members of said City Council
shown present ,above voted "AYE"
NOES: None.
The Mayor then introduced the hereinafter set forth
ordinance as an emergency measure. Thereupon it was moved by
Councilmember Ft.JNK. and seconded by
Councilmember K'Oc.H that said ordinance
be finally passed and adopted. The Mayor put the motion to a
vote of the members of the City Council and the ordinance was
finally passed and adopted by the following vote:
AYES: All members of said City Council
shown present above voted "AYE"
NOES: None.
2. That a true, full and correct copy of the aforesaid
ordinance adopted at the meeting described in the above and fore-
going paragraph is attached to and follows this certificate; that
said ordinance has been duly recorded in said Council's minutes
of said meeting; that the above and foregoing paragraph is a true,
full and correct excerpt from said Council's minutes of said
meeting pertaining to the adoption of said ordinance; that the
persons named in the above and foregoing paragraph are the duly

chosen, qualified and acting officers and members of said City
Council as indicated therein; that each of the officers and members
of said City Council was duly and sufficiently notified, official-
ly and p~rsonally, in advance, of the time, place and purpose of
said meeting and that said ordinance would be considered for
adoption at said meeting; that each of said officers and members
consented, in advance, to the holding of said meeting for such
purpose; that said meeting was open to the public as required by
law; and that public notice of the time, place and purpose of
said meeting was given as required by law.

BY THE CITY COUNCIL OF THE CITY OF SCHERTZ,
TEXAS, CANVASSING THE RETURNS AND DECLARING
THE RESULTS OF A BOND ELECTION HELD IN SAID
CITY ON THE 27TH DAY OF JULY, 1974.

WHEREAS, there came on to be considered the returns of
a bond election duly and legally held in the City of Schertz,
Texas, on July 27, 1974; at which election there were submitted
to all resident qualified electors of the City of Schertz, Texas,
who own taxable property in said City and who have duly rendered
the same for taxation, and to all other resident qualified electors
of said City, voting separately, for their action thereupon, the
following Propositions, to-wit:

WHEREAS, this City Council has diligently inquired into
the poll lists and the official election returns which were duly
and lawfully made to this City Council by the Judges and Clerks
holding and conducting said election, and this City Council hereby
affirmatively finds that separate ballot boxes, stub boxes, poll
lists, tally lists and returns were kept for voters who were resident
qualified electors of said City who owned taxable property in said
City and who had duly rendered the same for taxation, and that
separate ballot boxes, stub boxes, poll lists, tally lists and
returns were kept for voters who were otherwise resident qua1ified
electors of said City but who did not own taxable property which
had been duly rendered for taxation; and
WHEREAS, from said returns, this City Council hereby
affirmatively finds that the following votes "FOR" and "AGAINST"
said propositions were cast in said election by those voters who
were resident qualified electors of said City who owned taxable
property in said city and who had du1y rendered the same for taxation:
FOR: The issuance of bonds and pledge of revenues,
as submitted in Proposition No. 1 246 votes
AGAINST: The issuance of bonds and pledge of revenues
as submitted in Proposition No. 1 71 votes
FOR: The issuance of bonds and pledge of revenue
as submitted in proposition No. 2 222 votes
AGAINST: The issuance of bonds and pledge of revenues
as submitted in Proposition No. 2 90 votes
FOR: The issuance of bonds and levy of taxes
as submitted in proposition No. 3 16B votes
AGAINST: The issuance of bonds and levy of taxes
as submitted in Proposition No. 3 148 votes
FOR: The issuance of bonds and levy of taxes
as submitted in Proposition No. 4 145 votes
AGAINST: The issuance of bonds and levy of taxes

WHEREAS, from said returns, this City Council hereby
affirmatively finds that the following votes "FOR" and "AGAINST"
said Propositions were cast in said election by those voters who
were otherwise resident qualified electors of said City but who
did not meet the requirement of owning taxable property in said
City which had been duly rendered for taxation:
FOR: The issuance of bonds and pledge of revenues
as submitted in Proposition No. 1 17 votes
AGAINST: The issuance of bonds and pledge of revenues
as submitted in Proposition No. 1 3 votes
FOR: The issu.ance of bonds and pledge of rev,enues
as submitted in Proposition No. 2 17 votes
AGAINST: The issuance of bonds and pledge of revenues
as submitted in proposition No. 2 3 votes
FOR: The issuance of bonds and levy of taxes
as submitted in Proposition No. 3 16 votes

NOW, THEREFORE,
IT IS, ACCORDINGLY, FOUND AND DECLARED AND BE IT ORDAINED
BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS:
I
That a majority of the resident qualified electors of the
City of Schertz, Texas, who owned taxable property in said City
and who had duly rendered the same for taxation, voting in said
election, having voted "FOR" the authorization and issuance of
$750,000 of revenue bonds of said City to be secured by a lien
on and pledge of reve~ues, as submitted in Proposition No.1, and
that a majority of all qualified electors voting in said election,
that is, in the aggregate, both those persons who were resident
qualified electors of said City who owned taxable property in said
City and who ha~ duly rendered the same for taxation, and those
persons who were otherwise resident qualified electors of said
~ .
City, voting in said election, having voted "FOR" the authorization
and issuance of said $750,000 of revenue bonds and the pledge of
the revenues in payment thereof, as submitted in Proposition No.
1, the City Council hereby determines that said Proposition No.
I carried and that it is accordingly authorized to issue and sell
said bonds in accordance with the authority granted in said Proposition
No. 1 and with law.
II
That a majority of the resident qualified electors of
the City of Schertz, Texas, who owned taxable property in said
City and who had duly rendered the same for taxation, voting in
said election, having voted "FORI' the authorization and issuance
of $50,000 of revenue bonds of said City to be secured by a lien
on and pledge of revenues, as submitted in proposition No.2, and
that a majority of all qualified electors voting' in said election,
that is, in the aggregate, both those persons who were resident
qualified electors of said City who owned taxable property in said
City and who had duly rendered the same for taxation, and those
persons who were otherwise resident qualified electors of said
City, voting in said election, having voted "FOR" the authorization
and issuance of said $50,000 of revenue bonds and the pledge of
the revenues in payment thereof as submitted in Proposition No.
2, the City Council hereby determines that said Proposition No.
2 carried and that it is accordingly authorized to issue and sell
said bonds in accordance with the authority granted in said Proposition
No. 2 and with law.
III
That a majority of the resident qualified electors of
the City of Schertz, Texas, who owned taxable property in said
City and who had duly rendered the same for taxation, voting in
said election, having voted "FOR" the authorization and issuance
of $125,000 of bonds and the levy of the tax in payment thereof
as submitted in proposition No.3, and that a majority of all qualified
electors voting in said election, that is, in the aggregate, both
those persons who were resident qualified electors of said City
who owned taxable property in said City and who had duly rendered
the same for taxation, and those persons who were otherswise resi-
dent qualif~ed electors of said City, voting in said election,
having voted "FOR" the authorization and issuance of said $125,000
of bonds and the levy of the tax in payment thereof as submitted
in Proposition No.3, the City Council hereby determines that said
Proposition No. 3 carried and it is accordingly authorized to issue
and sell said bonds in accordance with the authority granted in
said Proposition No. 3 and with law.
IV
That a majority of the resident qualified electors of
the City of Schertz, Texas, who owned taxable property in said
City and who had duly rendered the same for taXation, voting in
said election, having voted "AGAINST" the authorization and issu-
ance of $200,000 of general obligation bonds and the levy of the
tax in payment thereof, as submitted in proposition No.4, and
that a majority of all those persons voting in said election,
that is, in the aggregate, both those persons who were resident
qualified electors of said City who owned taxable property in
said City and who had duly rendered the same for taxation, and
those persons who were otherwise resident qualified electors of
said City, voting in said election, having voted "AGAINST" the
authorization and issuance of said $200,000 of general obligation
bonds and the levy of the tax in payment thereof, as submitted
in Proposition No.4, the City Council of said City hereby deter-
mines that said Proposition No. 4 FAILED to receive the necessary
majority at said election, and that it is not authorized to
issue said bonds.
PASSED AND APPROVED on this, the 6th day of August, 1974.
