Call to order at 5:32 p.m. By David Richmond
Mike Deleon and Tim Brown were introduced.
Larry Dublin thanked everyone for attending the meeting and proceeded with an overview side show
of the over all view of Water and Sanitary Sewer Systems Capital Improvements Program and Impact
Fee Analysis 2011
Authority and Cause:
. Authorized by Chapter 395 of local Government Code.
. Necessitated by anticipated growth and development
. History shows the need to get ahead of the curve.
.
Definitions:
. Capital improvements include water supply and distribution and wastewater collection and
treatment.
. Capital Improvements Plan is a plan that identifies improvements or expansions for which
Impact Fees may be collected.
. Impact fee means a charge imposed against new development to pay for capital improvements
necessitated by the development.
.
Impact Fees Can Pay For:
. Construction costs
. Engineering and surveying fees
. Land acquisition cost including related expenses.
. Fees paid to a third party engineering firm for preparing or updating the plan.
. Financing costs associated with bond sales to finance the improvements.
.
Cannot Pay For:
. Work associated with facilities not included in the plan.
. Repair, operation or maintenance.
. Upgrading updating, expansion of facilities to serve existing development or to satisfy stricter
regulatory standards.
. Administrative or operating costs.
. Debt payments of costs for facilities not in the plan.

Discussion, questions and comments by board members.
It was unanimously voted to forward the City of Schertz Water System and Sanitary Sewer System
Capital Improvements Program and Impact Fee Analysis - Year 2011" report to City Council with a
recommendation that the report is accepted as presented and the modifications to the Capital
Improvements Plan and Impact Fees for Water and Sewer be accepted as presented.
Motion was called for to forward the City of Schertz Water System and Sanitary Sewer System Capital
Improvements Program and Impact Fee Analysis - Year 2011" report to City Council with a
recommendation that the report is accepted as presented and the modifications to the Capital
Improvements Plan and Impact Fees for Water and Sewer be accepted as presented. Jake Jacobs
made a motion to forward the committees recommendation onto City Council second by Ken
Greenwald - All Ayes - Motion passed.
