SCHERTZ HISTORICAL PRESERVATION COMMITTEE
MEETING OF OCTOBER 25, 2012.
CALL TO ORDER
Chairman Weu•tz called the meeting to order at 6:30 with a quorum present.
Voting members present: Merle Behne, Lou Foehrkolb, ,Gail Hyatt, Cynthia Palmer,
Pete Perez, David Roman, Diana Webb, Jim Webb, Dean Weiz•tz.
Associate Members: Bob Crawford
City Representative: Brian James, Director of Development.
Visitors: Mark de Kiewiet, Stefani Warshaw
Introduction of Guests and New Members
Presentation --Brian Jaraes, Director of Deveiopment, City of Schertz
{1) Update fie: Unified Development Cade (UDC) Revisions pertaining to
policies and procedures for the City's historic landmark designation
program.
~(2) Recommendntl~ns Re: Texas Municipal Code {Sect. 3i5.fl05j
(3) City Code incorporation of provisions for variances to building codes that
will allow for preservation projects under other than "new construction"
rules.
Discussion and for Action Items
1. Minutes - Consideration and/or action regarding the approval of the
minutes of the regular meeting of July 12, 2012. A motion to approve the
muit~tes was made by Jim Webb and- seconded by David Roman. The- motion
carried unanimously.
Z. Fund Expenditures -Consideration and/or action regarding the
submission of member expense voucher. Chairman Weiitz submitted a
request for reimbursement in the amount of $54.80 for ink cartridges and
copies. He also submitted a request for reimbursement on behalf of Beverly Jobe
in the amount of 21.44 for cemetery research expenses. A motion to approve the
voucher submission was .made .by G. ail 1-Iyatt.and seconded by Merle Behne. The
motion was carried by a unanimous vote.
3. Treasurer's Report: Consideration and/or action regarding the book
sales activity and other fiscal matters. Treasurer Lau Foehrkolb reported that
$4b4.31 has been generated in the 2012 fiscal year began on. Since
initial publication, 561 books have been sold.
4. Newsletter and remembrances Fall 2hi2 Special lJdition Artieies:
Consideration and/or action regarding the publication of the Fall 2012
Newsletter and REMEMBRANCES Special Edition Articles. Chairman Weirtz
presented articles for publication. A motion was made by Cynthia Palmer
and seconded by Diana Webb to accept the articles for publication. The motion
passed by a unanimous vote.
5. Book ("Corral, Texas - Community Built of Faith, Tatnily and Sacrifice")
Publication and Saps -Consideration and/or action regarding publication and
sales of Schertz {Corral Settlement) community history book. Chairman Weirtz
reported that the book has sold well since its publication. There have been 125
copies -sold and/or donated. The mast recent donations tivere to the Corral County
Commissioners Court members and to the Schertz City Council members. Books
were also donated to the New Braunfels Library, Schertz Library and the
Sophienburg Archieves.
No action required.
6. Committee Review of 2012 Objectives and Approaches for 2013 -Consideration
and/or action regarding the committee's 2012 objectives and approaches for 2413.
Chaic~cxcan Weirtz reviewed the Comittee's 2012 obiectiv~s acrd con~cnented nn
the progress made toward accomplishment of each. He reported that although
progress on the historic designation program has been on hold since May and until
legal issues are resolved, the Committee lead made a few designations Blaring the
f rst quarter of the year. He also commented that Schertz historic markers have
been put in place at several sites in the Corral Settlement community and approval
of the State of Texas marker for Corral Settlement has been approved and is in
production in preparation for placement. Chairman Weirtz reported that the
Committee's publication objectives have been met in that newsletters,
Remembrances articles and the publication of the Corral Settlement history book
have been accomplished. The pictorial history book objective was cancelled after
picture quality was thoaght to be too inferior far publication. Publeat-ion of the
Remembrances Special Edition articles booklet still remains to be worked on.
Chairman Weirtz announced that Committee objectives far 2013 would be
accepted for consideration and approval at the January 2013 Committee meeting.
7. Adoption of Committee Coat of Arms Crest and Proposal for a City of Schertz
Coat of Arms- Crest Consideration and/or action z~egarding the development and
manufacture of a Committee coat of arms crest and proposal for a City of Schertz
coat of arms crest. Member David Roman presented a proposal for establishment
of a Committee Coat of Arms Graphic and suggested presenting a coat ofarms
graphic for City of Schertz consideration. Roman showed members examples of his
suggested coat of arms graphics for both the Committee's use and for City of
Schertz use. A motion to adopt the Committee coat of arms graphic and present the
proposed City o#'Schertz coat of arms graphic to City Council. A#~er discussion, a
motion was made to confer with the city council to approve use of the coat of arms by
the committee as it deems appropriate. The motion was made by Cynthia Palmer,
seconded ~y Lou Foahrkaib and approved unani-mousiy.
8. Schertz Historic Preservation and Landmark Designation Program -
Consicleration and/aractions regarding the Schertz historic preservation acid landmark
designation program. After discussion, a motion was made by Cynthia Palmer and
seconded by Gail Hyatt to establish a subcommittee to work with the city on creating
guidelines for the Landmark Designationpro-gram. Pete Perez, Stephani Warshaw, -and
Dean Weirtz volunteered to serve on the Subcommittee.
9. Reports
Subcommittee Reports -Discussion only
- Cemetery: Gail Hyatt reported on the completion of identifications of those interred
at Stopper Cemetery and presentation of completed work to library by SAGS. Ms.
Hyatt aisa infornted the eornrnittee about Genealogy Family History Month and
the opportunity to learn how to build a Family Tree. Additionally, Ms. Hyatt
reminded the committee about the Genealogy group that meets monthly at the
Schertz library and furthers the dissemination of infflrmation related to historical
cemeteries in the area.

_ Outreach -Chairman Weirtz reported on several outreach initiatives during the

• Gail Hyatt having attended two Schertz reunion events and another German
Arx~erican Heritage convention event and sold Corrunittee books at each event.
• Chairman Weirtz appeaing before the Comal County Commissioners Court and
the Schertz City Council to announce publication of the Comal Settlement history
book (copies were provided to Commissioners and Councilmen}.
• Barbara Hall attending the National Trust for Historic Preservation Conference in
Spokane, Washington.
• Chairman Weirtz making a presentation to the Daughters of the American
Revolution (New Bruanfels Chapter} on September Stn
• Chairman Weirtz contacting developer representatives (Pinpoint Commercial -
Assisted living facility called "Legacy at Forest Ridge") and a restaurant owner
(3uan Simoneaux) to discuss placement of Schertz historic related
articleslinformation within their projects.
• Establishing a satellite historic Randolph Air Force Base gallery at Randolph
Field Reality.
• Recuzring contacts with T'XDOT & Texas Historical ~Commissian regarding
historic Corral plaque manufacture and placement as well as 1915 culvert
headwall recovery and storage.
Recurring discussion with officers of Randolph Masonic Lodge regarding historic
mural development.
Purs~ring a replacement vendor for future heritage neighborhood banner
production.
Discussions with Alsace, France delegation tour coordinator regarding a possible
visit to Schertz of the delegation on or about November 9th.

There being na fiuther business before the committee, a motion was made by Gail
Hyatt to adjourn the meeting. The motion was seconded by Pete Perez and carried
unanimously.
