A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF
SCHERTZ, TEXAS AUTHORIZING A PROFESSIONAL SERVICES
AGREEMENT WITH FORD ENGINEERING, INC., RELATING TO
ENGINEERING, DESIGN, AND HYDRAULIC STUDY FOR THE
WATERLINE PHASE I REPLACEMENT PROJECT IN THE
NORTHCLIFFE SUBDIVISION, AND OTHER MATTERS IN
CONNECTION THEREWITH
WHEREAS, the City staff of the City of Schertz {the "City") has determined that the City
requires professional services relating to engineering, design, and hydraulic study for the Phase I
Waterline Replacement and Upgrade Project in the Northcliffe Subdivision; and
WHEREAS, City staff has detei•~nined that Ford Engineering, Inc. is uniquely qualified to
provide such services for the City; and
WHEREAS, pursuant to Section 252.022{a}(4), the City is not required to seek bids or
proposals with respect to a procurement for personal, professional, or planning purposes; and
WHEREAS, the City Council has determined that it is in the best interest of the City to
contract with Ford Engineering, Inc. pursuant to the Engineering Services Agreement attached
hereto as Exhibit A (the "Agreement").
THAT:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS
Section 1. The City Council hereby authorizes the City Manager to execute and
deliver the Agreement with Ford Engineering, Inc. in substantially the form set forth on Exhibit
A.
Section 2. The recitals contained in the preamble hereof are hereby found to be true,
and such recitals are hereby made a part of this Resolution for all purposes and are adopted as a
part of the judgment and findings of the City Council.
Section 3. AlI resolutions, or parts thereof, which are in conflict or inconsistent with
any provision of this Resolution are hereby repealed to the extent of such conflict, and the
provisions of this Resolution shall be and remain controlling as to the matters resolved herein.
Section 4. This Resolution shall be construed and enforced in accordance with the
laws of the State of Texas and the United States of America.
Section 5. If any provision of this Resolution or the application thereof to any person
or circumstance shall be held to be invalid, the remainder of this Resolution and the application
of such provision to other persons and circumstances shall nevertheless be valid, and the City
Council hereby declares that this Resolution would have been enacted without such invalid
provision.
Sectian 6. It is officially found, determined, and declared that the meeting at which
this Resolution is adopted was open to the public and public notice of the time, place, and subject
matter of the public business to be considered at such meeting, including this Resolution, was
given, all as required by Chapter 551, Texas Government Code, as amended.
Section 7. This Resolution shall be in force and effect from and after its final
passage, and it is so resolved.

Re: City of Schertz-- Northcliffe Waterline Replacement
We are pleased to provide this proposal to provide professional engineering services to the City of
Schertz of the replacement of waterlines in Northcliffe
Our understanding of the scope of work is generally as follows: Ford Engineering, Inc. will prepare
the plans and construction documents for the replacement of the existing waterlines and water meters
currently located in the street right of way, with new meter boxes and relocated water meters. The
ultimate goal is scope is to replace the water rosins and water meters on the following streets:
Crestwood Dr, Tiffany Ln, 13rookhesd Ln, Northern Heights Dr, Meadowhead Dr, Castle Hills Dr,
Sherwin Dr, Angels Dr.
Project Scope
The scope of work is to encompass Crestwood Dr, Tiffany Ln, Broohhead La, Northern Heights
Dr, Meadowhead Dr, Castle Hi11s Dr, Sherwin Dr, Angels Dr, with tie-ins to adjacent streets. The
approximate total length of those streets is 6,625 linear feet. A prelinunary cost estimate for the
waterline replacement on those four streets is approximately $651,60b.48; estimate is ai#ached.
In order to facilitate the delivery of said project, Ford Engineering Inc will provide the topographical
survey of the existing streets to determine locations of existing utilities and pertinent topographic
features. The City will provide recorded video of the existing sanitary sewer for the limits of the
streets described above, for location of sewer laterals. Also, the City will assist by 'potholing'
existing water lines for location by Ford Engineering Inc. survey crews as deterauned necessary.
Ford Engineering will prepare a set of construction plans, specifications, and quantity estimate, for
review, approval, and construction with associated details per the standards indicated in Statement of
Work. Plans and specifications will be iu conformance with City of Schertz standards of construction
and materials, Plans will include the pipe line layout, limits of abandonment of existing water, limits
of street restoration, and details for construction.
Ford Engineering will have a representative available for pre-construction and periodic project
meetings during construction. Ford Engineering will provide construction staking to consist of a
single line of stakes with guard stakes showing the stationing, and offset of horizontal PI, PC and PT
of the pipe alignment, locations of tees and bends, points of ti~in to existing system, and major
appurtenances. When the construction stakes have been set, the preservation of such stakes as to
position, elevation and marking shall become the responsibility of the contractor.

After construction has been completed and work approved by the Owner, Ford Engineering will
perform project closeout procedures for final project construction cost recapitulation and contractor
payment recommendation, final project site inspection, and' project record documentation of the
construction plans. Ford Engineering, Inc. will incorporate any changes made during constntetion, as
indicated by the contractor on a marked up set of plans, into a set of Project Record Drawings to be
delivered to the City, The Project Record Drawings-will be delivered in hardcopy format, CAD, and
PDF format,

Compensation for these services will be in the amount of $72,458.00 which will cover all
costs associated with the scope described above.
Additional services and significant changes will be compensated for as provided by
Attachment 1 to the Second Amendment to agreement for Engineering Services between the
City of Schertz and Ford Engineering, Inc, dated April 1, 2012 (the "Second Amendment).
Further, the services described in this letter shall be subject to the terms of the Agreement for
Engineering Services between the City of Schertz and Ford Engineering, Inc. dated February
9, 2410, as amended by the First Amendment to Agreement for Engineering Services dated
October 1, 2411 and the Second Amendment,
