The Transportation Safety Advisory Commission (TSAC) convened on March 7, 2013 at 5:30 p.m.
in the Council Chamber Conference Room, Building #4, 1400 Schertz Parkway, Schertz, Texas

Call to Order/Roll Call:
Stephen Bish, Chairperson called the meeting to order at 5 :31 P. M
Seat Alternate to Act If Required No Alternates
Hearing of Residents: Max Hemandez, 100 Round Tree Drive. Mr. Hemandez wanted to know
what happened to "his" evacuation signs on FM 78. Mr. Hemandez commented on the turning
light at FM 78 and FM 3009 stating that the sign and light are to far apart making it confusing
when to tum.
1. New ChairpersonfVice Chairperson: "Consideration and/ or action regarding:
TSAC By-laws "Regular Commission members will select a chairperson and vice
chairperson from among the regular members to officiate meetings during the first meeting
of each calendar year. The Commission will determine if additional officers are needed,"
(Engineering). This item was table from February 7, 2013 meeting so that all
commissioners could be present to vote on a new chairperson and vice chairperson.
Motion made by Mark Davis to elect Stephen Bish as Chairperson second by Bill Bowers -
Motion made by Phillip Rowland to elect Mark Davis as Vice Chairperson second by Bill
Bowers. All Ayes- Motion passed.

2. Consideration and/or action regarding the approval of February 7, 2013 minutes:
Motion to accept February 7, 2013 minutes by Gary Preston second by William Rumfelt
All Ayes- Motion passed.
3. Laura. Heights Update: Staff will give update on streets in Laura Heights subdivision.
Update repOlt will handed out at meeting. (EngineeringlPublic Works)
Traffic studies were handed out to the commissioners and that study shows that the streets in
Laura Heights Subdivision do not warrant speed humps devices. Some of the traffic through
the subdivision maybe due to the construction that is still going on in the subdivision. There is
a construction entrance for construction vehicles to use. The police department will monitor
traffic,
Motion to close this item made by William Rumfelt second by Mark Davis. - All Ayes -
Motion passed.
4. TSAC By-laws: Discussion/consideration and/or action regarding revisions and/or additions
to TSAC By-laws (Engineering - Mr. James / Ms. Perrone)
Discussion on the revisions suggested by staff where reviewed and the commissioners agreed
with the revisions,
Motion to accept revisions to TSAC By-Laws and forward recommendations onto City
Council made by: Mark Davis second by Phillip Rowland - All A yes- Motion passed.
5. Article 14 ofthe Unified Development Code (UDC): Discussion/consideration and/or
action regarding revisions and/or additions to UDC (EngineeringlPublic Works - Mr. James/ Mr.
Willoughby)
Staff offered to give the Commissioners a marked up revision of Article 14 of the Unified
Development Code for review. Suggestion was made this item be tabled for further review.
Motion to table revisions to the UDC made by: Larry Franklin second by Phillip Rowland- All
Ayes- Motion passed.
6. Update Sidewalks on FM 3009: This request came from a commissioner requesting the
status of sidewalks along FM 3009. (Engineering/Public Works ~ Mr. James/ Mr. Willoughby)
Staff had met with TXDot representative 2 weeks ago on sidewalks along FM 3009 they will go
back a relay a plan for sidewalks. There are issues with drainage along FM 3009 and the cost of
installing sidewalks, Communication will continue between the city and TXDot. Staff
suggested a semi-annual report brought before the commission on the progress for sidewalks.
Motion to table this item and receive semi-annual reports from staff made by Gary Franklin
second by William Rumfelt- All Ayes- Motion passed.
7. Future agenda items requested by Commissioners:
. Traffic turning sign/lights on FM 78/FM 3009.

. Petition submitted from residents of Merritt Lakeside Senior Village and Dove Meadows.
Requesting that traffic slow down on Borgfeld Road in front of Menitt Lakeside Senior
Village and Dove Meadows making existing from either direction difficult.
. Better communication between different boards (such as Parks, Planning & Zoning, Board
of Adjustments and Transportation Safety Advisory Commission) that would have the same
intcrest on agcnda items.
. Install "no outlet" signs at Emerald Point/Ashley Park and Woodland Drive/Woodbridge,
which are cul-de-sacs.
