TRANSPORTATION SAFETY ADVISORY COMMISSION
MINUTES
March 3, 2005
The Transportation Safety Advisory Commission (TSAC) Convened on
Thursday March 3, 2005 at 6:30pm in the Municipal Complex Conference
Room, 1400 Schertz Parkway, Schertz, Texas.
1. Call to order at 6:30 p.m.

2. Review and Approval of Minutes: February 3, 2005
Minutes approved.
3. Citizens to be heard.
Robert Brockman
Mr. Brockman brought a diagram of the issue concerning the
installation of a one-way sign at Corridor Loop and FM 3009. Mr.
Brockman also inquired about installing a right turn only sign at the
same location.

4, The school zone light for Corbett Middle School has not been placed at the
proper distance from the school. It is still located in front of the Post
Office. What is TxDot's time line for relocation?
Bill Gignac along with the commission members are still working on
getting the school zone light moved closer to Corbett Middle School.
TxDot said as long as one person uses the crosswalk that will justify
the location of the school zone light according to their requirements.
The commission will continue to work on getting the school zone
light moved.
5. The Northcliffe traffic signs received approval to be relocated from Angels
Court to Brookhead.
Bill Gignac told the commission members that the City Council
approved the relocation of the stop sign to Brookhead.
6. Review the letter concerning traffic problems on Old Wiederstein Road
mailed to citizens concerned.
Bill Gignac read a letter that Sam Willoughby wrote to Txdot
regarding the placement of a 3 way stop at the intersection of IH 35
access and Old Wiederstein Rd. Txdot has not sent a response yet.
7. Re-word proposed Ordinance on Speed Humps as proposed by the City
Council at the workshop meeting on Febmary 9, 2005.
Bill Gignac read over the proposed changes of the Speed Hump
Ordinance with the commission members. Commission members
discussed the height and length of the speed humps, plus the cost.
The placement of Speed Humps in the street was also discussed.
8. Appointment of TSAC working committee as required by TSAC Ordinance,
Section 2.75, (2), (3), (4) and (6).
Bill Gignac went over the Ordinance with the Commission members.
Terry Wells will work on number (2). Mr. Gignac said that he would
handle number (3). Andy Bores and Frank Johnson will work on
number (4). Patricia Ramirez, Nena Gerber and James Rose will
work on number (6). .
9. General discussion to include new concerns by commission members.
Bill Gignac started around the table for general ordinance. Frank
Johnson wanted to Imow if we are going to paint the fire hydrants.
Mr. Johnson said some of them look very bad, Mr. Johnson
inquired about a disabled vehicle on Circle Oak Drive, the inspection
sticker is expired. Mr. Johnson also added that Main Street in front
of Randolph Field Realty is in very poor condition and needs to be
repaired and cleaned. Max Hernandez inquired about on expired
vehicle. Max Hernandez said that the new asphalt by Pizza Hut
(Clover Leaf) and FM 78 is coming apart. Sam Willoughby said that
Txdot would be taking care of the problem at FM 78 and Clover Leaf.
Terry Wells said thank you for the work done on the Woodland Oaks
drive sidewalk. Max Hernandez said that the shoulder at FM 78 and
Schertz Parkway should be marked as a turn lane. Frank Johnson
asked if something was going to be done with the narrow entrance
into H.E.B. Sam Willoughby said that the entrance would be
widened.
Nena Gerber wanted to know if the Medina Children's Home
donation site located at FM 78 and Schertz Parkway could be
removed from that location. Bill Gignac said that the trucks were
removing the donated items. Shelley Krauss will call and address
this issue with Medina Children~s Home.
Steve Starr had a survey done in Northcliffe, regarding the curve on
Sherwin drive. The homeowners said that emergency vehicles could
not make it around the curve if vehicles where parked there. As a
result of the survey a No Parking Ordinance on that curve is going to
be drafted, and will go before City Council.
Sam Willoughby working on getting the traffic survey on FM 1103
and Chelsea from TxDot.
Bill Gignac wanted to know why Lower Seguin Road is still closed.
TxDot is still working on the section towards the FM 1604 side.

10. Adjournment
Meeting was adjourned at 8: 14p.m. The next meeting will be on April
7, 2005 at 6:30 p.m. in the City Hall Conference Room.
