August 5, 2010 TSAC Minutes TRANSPORTATION SAFETY ADVlSORY COMMISSION MINUTES THURSDAY, AUGUST 5, 2010 ( The Transportation Safety Advisory Commission (TSAC) convened on August 5, 2010 at 5:30 pm in the Council Chamber Conference Room, Building # 4, 1400 Schertz Parkway, Schertz, Texas 78154. CALL TO ORDER AT 5:30 P.M. Members present: Stephen Bish Andy Bores - Chairman Bill Bowers Larry Dublin, City Engineer Michael Goos Debbie Perrone - Recording Secretary Mary Spence - Vice Chairwoman Steve Star, Chief of Police Deborah Stone Sam Willoughby - P W Director Members not present: Joey Bishop Doreen Bowers Larry Franklin Max Hernandez HEARING OF RESIDENTS . . Robert Brockman, 1000 Elbe1 Road, #411, Schertz, TX - Item #7 . Maggie Titterington, President of Schertz Chamber of Commerce - Item #7 . . Jack Mitchell, President of the HOA of Northcliffe. 3413 Sherwin Dr., Schertz, TX - Item #6 . . Jeff Schultz, 5018 Castle Hills Drive, Schertz, TX - Item #6 Why were the "No Parking" signs posted on his street? Other streets in the complex are busier than his street and they do not have "No Parking" streets. Mr. Schultz wants to know why his block signaled out. . . John Kelley, 2540 Crested Heights, Schertz, TX - Bike lane and mail boxes on the same side of the street causing very dangerous situation cars are speeding and it is getting out of control on Woodland Oaks. There is a blind area on Woodland Oaks going up and down the hill. Bicycle lane is not being used as a bike lane but as a jogging, walking path. There is a sidewalk for the joggers and walkers why are they not using it? Item carried to September 2, 2010 agenda, 08-05-2010 Minutes Page 1 ( ( ( . Klaus Weiswurm, 5925 Corridor Pkwy, Schertz, TX - Item #7 Fourteen years ago there was to be not parking streets, this has gone to the way side. Hazard, goes against the covenanted and restrictions. Maybe thinking of moving his company out of Schertz because lack of support. 1. Minutes: Discussion and consideration and/or action regarding the approval of the minutes of the May 6, 2010 and June 3, 2010 minutes. Motion 'to accept May 6, 2010 and June 3, 2010 minutes made by Mary Spence second by Michael Goos -All Ayes- Motion passed. 2. New Chairperson/Vice Chairperson: TSAC By-laws "Regular Commission members will select a chairperson and vice chairperson from among the regular members to officiate meetings during the first meeting of each calendar year. The Commission will determine if additional officers are needed." Motion made by Bill Bowers and seconded by Steve Bish to select Andy Bores as Chairperson and Mary Spence as Vice Chairperson. All Ayes - Motion passed, 3. Columbia (Northcliffe Subdivision): - Residences concerned with speeding on Columbia. Item brought forward from June 3, 2010 meeting, Traffic study showed an average of 118 cars daily 93% less 24 mph. does not meet the requirements for speed humps. Motion made by Michael Goos and seconded by Mary Spence to closed item. All Ayes - Motion passed. 4. Planters Pass (Kramer Farm): - Residences concerned with speeding and lack of speed limit signs. Item brought forward from June 3, 2010 meeting. Until completion of subdivision and the installation of sidewalks, signs will not be installed. Motion made by Mary Spence and seconded by Steve Bish to carry forward to November until all sidewalks are in for sure and more of the subdivision built out. All Ayes - Motion passed. Tabled until November. 5. Windy Brook/Rolling Brook (Wynn Brook Subdivision): Residences concerned with speeding on Windy Brook and Rolling Brook. Residences requesting stop sign and/ speed humps; More studies are needed. Motion made by Mary Spence and seconded by Michael Goos to move item to October 7, 2010 meeting. All Ayes - Motion passed, 6. Castle Hills Drive {Northcliffe Sub}: Issue will parking on both sides of street. Jeff Schultz inquired as to why his street was signaled out for the "No Parking" signs. There are not any other streets that have "No Parking" on both side of the street in the complex. There is no over flow parking. Steve Bish, TSAC Commissioner who lives on Castle Hills Dr. was under the impression, this issue was solved a few years ago and that the no parking signs would be place on the right side the side of the street only. Jack Mitchell shared history that at the Fire Marshal and PD Chief came out 08-05.2010 Minutes Page - 2 - ( ( ( inspected the area and said that there needed to be "No Parking" on both side of the street. With parking on both side you couldn't get a fire truck down that street I would concede to no parking on one side of the street, but don't take all the parking away. City Engineer asked what are the real objectives here to do away with the signs, move the signs and added that generally no parking signs are places when there is a hazard, City Engineer suggested this item be moved to September agenda, Motion made by Michael Ooos and seconded by Debbie Stone to move item to September 2010 meeting. All Ayes - Motion passed, 7. Tri County Business Park - Overnight parking, parking along streets (Corridor Pkwy, Doerr Lane, Ouada Coma Dr., Tri County Pkwy and Triton Drive) Mr. Klauss Weiswurm was present with his concerns this has become a safety issue. There are trucks parked on the streets over night and during the day, which is against the business park convince, and restrictions. Commissioners and staff suggested to Mr. Weiswurm to address his concerns directly to City Council. Motion made by Michael Ooos and seconded by Mary Spence that Mr. Weiswurm address his concerns directly to City CounciL All Ayes - Motion passed. Item closed. 8. TSAC By-Laws: - Review - Items to moved to September 2, 2010 agenda for further consideration and action. 9. City Engineer Report: - Larry Dublin, P.E., City Engineer advised commissioners, staff and citizens that paving would begin Friday August 6, 2010 on Country Club Blvd. City projects are progressing. 10. Items to be placed on Next Agenda: - Consideration and or action on questions and possible items to be placed on the next agenda. (Commission Members) 11.
