HEARING OF RESIDENTS
This time is set-aside for any person who wishes to address the Commission. Presentations
should be limited to no more than 5 minutes. Each person should fill out the Speaker's
register prior to the meeting and give it to the Chair. The Commission can only discuss
items that are on the agenda. Discussion by the Commission of any item not on the agenda
shall be limited to statements of specific information given in response to any inquiry, a
recitation of existing policy in response to an inquiry, and/or a proposal to place the item
on a future agenda. The presiding officer, during the Hearing of Residents portion of the
agenda, will call on those persons who have signed up to speak in the order they have
registered.
1. Minutes - Consideration and/or action regarding the approval of the minutes for
January 5~ 2012.
2. Westchester Drive - Consideration and/or action regarding Residence request for no
parking the full length east on Westchester (William Rumfelt)
3. Driving with out lights at dusk - Consideration and/or action regarding Installing
signs on FM 78~ 1103~ 3009 and Schertz Pkwy requesting to turn lights on and slow
down during inclement weather. (Max Hernandez)
4. Elhel Rd and Schertz Pkwy - Consideration and/or action regarding Two straight
lanes on Elbel Road crossing Schertz Pkwy on Aero concern there isn't enough room
for two lanes of traffic. (William Rumfelt)

MINUTES
THURSDAY, JANUARY 5, 20125:30 P.M.
The Transportation Safety Advisory Commission (TSAC) convened on January 5~ 2012 at 5:30 p.m. in the
Council Chamber Conference Room, Building #4~ 1400 Schertz Parkway, Schertz, Texas 78154.
Call to order at 5:30 p.m. by Max Hernandez acting chairperson.

HEARING OF RESIDENTS:
Ken Greenwald, 205 Westchester Drive - Parking east side of Westchester (YMCA) is a hazard
now cars are parked nose to nose which causes the visibility of the cars very hard. Mr. Greenwald
would like to see no parking the full length east of Westchester.

Motion to accept January 5,2012 minutes by Max Hernandez and second by Byron Sanderfer-All
Ayes- Motion passed
*Item, #2 moved to the beginning of the meeting for consideration and action from the
commissioners to appoint a new chairperson and vice chairperson.
2. New ChairpersonNice Chairperson: Consideration and/or action regarding: TSAC By-laws
"Regular Commission members will select a chairperson and vice chairperson from among the
regular members to officiate meetings during the first meeting of each calendar year. The
Commission will determine if additional officers are needed." (Chairperson)
Motion to select Steve Bish as Chairperson made by Bill Bowers and second by Michael Goos-All
Ayes- Motion passed. Motion to select Michael Goos as Vice-Chairperson made by Bill Bowers
and second by William Rumfelt-All Ayes- Motion passed
2012 TSAC Chairperson is Steve Bish and Vice-Chairperson is Michael Goos. Steve Bish did not
attend therefore could not except nor decline appointment. Newly appointed vice chairperson
Michal Goos conducted the meeting.

3. Main Street (FM 1518) - Consideration and/or action regarding Parking issue on Main Street new
businesses opened up and cars parked in front of businesses in the500 block of Main Street.
Staff had not heard from TxDot, staff requested item to be tabled until next TSAC
Motion to table item until next TSAC meeting made by Max Hernandez and second by
Rumfelt. All Ayes- Motion passed

4. Lone Oak Subdivision: Consideration and/or action regarding Speeding on Cloverleaf and
Roundtree. Residences concerned about the increase in speeding issues in Lone Oak subdivision.
Bill Bowers and Max Hernandez both stated they do not agree with the traffic study for Round
Tree and Clover Leaf and asked to have it noted in the minutes. Assistant Police Chief Mike
Harris stated that police units had been out in the neighbor with very little results and said that this
would be an area of observation. Doug Letbetter said that several studies have heen done in this
subdivision and those studies do not warrant speed humps. Max Hernandez said that he has
offered his driveway several times for police units to sit and track the speeding cars. Assistant
Police Chief Mike Harris said police units couldn't sit in residenCs driveways. Max Hernandez
said a police unit should be posted in the subdivision to monitor the speeding and stated that
something has to be done before someone gets hurt or worse. After a lengthy discussion, it was
decided to close this item and asked that this area be monitored and if need be it could come back
to TSAC.
Motion to close item made by Bill Bowers and second by Max Hernandez . All Ayes- Motion
passed
5. City Engineer Report: (City Engineer) reviewing bond money left over before proceeding with any
new projects.
6. Items for Next Agenda: Consideration and or action on questions and possible items to be placed
on the next agenda (Commission Members):
· Westchester Drive parking - resident is requesting no parking the full length east on Westchester
(William Rumfelt)
· Driving with out lights at dusk. Installing signs on FM 78, 1103, 3009 and Schertz Pkwy
requesting to turn lights on and slow down during inclement weather. (Max Hernandez)

7. Staff Comments: 2012 meeting schedule handed out. Due to the vacancies of alternates, it is
important all commissioners attend TSAC meetings.
8. Adjournment: Motion to adjourn by Joey Bishop second by Max Hernandez - All Ayes - Motion
passed. Time: 6:06 P.M.
