The Transportation Safety Advisory Commission (TSAC) convened on Apri14, 2013 at 5:40
p.m. in the Council Chamber Conference Room, Building #4, 1400 Schertz Parkway, Schertz,
Texas 78154.

Call to Order/Roll Call:
Stephen Bish, Chairperson called the meeting to order at 5:40 P.M.
Mr. Bish thanks the commissioners for taking time to serve on the board and staff for their
support.
Mr. Bish also' introduced the new City of Schertz Chief of Police Michael Hansen.

1. .TXDot Representative: Jose Mendez
. Update on Highways and Farmer Market Road in Schertz. Jose Mendez TXDot
representative briefed the commissioners, staff and residence on the progress of the IH 35
Project. Project is on schedule with lane closures during the evening hours in order to
place the beams and concrete pavement slabs for the turn-a-round lanes. Project includes
widening main lanes on ill 35, open entrance ramps from Cibolo Creek to FM 3009,
widening entrance ramps and adding additional entlY lane to the Forum shopping centcr in
Live Oak.
. Mr. Mendez stated that normally sidewalks along Farmer Mark roads are not installed
these roads were meant for the rural country traffic. City's can apply for a grant and use that
money to help support the cost of installing sidewalks.

. Mr. Mendez said that he would report to TXDot on the confusion of FM 78 and FM 3009
turning signals. Commissioners said that the lights and signs on the pole are to far apart and
should be moved so that the left turning sign is next to the left turning light, second light
(Turning lane during certain times) should be next to second turning sign, third lane (which is
a straight lane) should be next to that sign.
. Commissioners said that the traffic on FM 1103 back up for about 12 miles between the hours
of6:00 a.m. and 6:30 a,m. and on Wiederstein and Chelsea the traffic backs up in the
afternoon is there something that can be done to elevate the congestion on these roads.
. Mr. Mendez said he would bring these concerns back to TXDot.
2. Consideration and/or action regarding the approval of March 7. 2013 minutes:
Motion to accept March 7, 2013 minutes by Mark Davis second by Steven Crawford

3. 1222 Borgfeld Road - Merritt Lakeside Senior Village: Traffic in front of complex is going
too fast for residents to exit either direction on to Borgfeld Road. Residents of both
Menitt Lakeside Senior Village and Dove Meadows Subdivision Unit #1 have submitted
th,eir names supporting the request to have the speed limit reduced on Borgfeld Road.
Consideration and/or action regarding speed limit reduction. (Engineering/Public Works)
Staff Comments: A resident of Merritt Lakeside Senior Village submitted an agenda
item application with concerns of speeding on Borgfeld Road to the point that traffic on the
roadway is moving to fast for vehicles to exit Men'itt Lakeside Senior Village as well as
Dove Meadows. The applicant collected signatures from residents in both communities.
Public Works staff conducted traffic counts in the area from March 5 to March 12,2013.
After reviewing the traffic counts (provided in the agenda packet) staff had concern
regarding the fluctuation in the traffic volumes over the course of the week. In addition,
with the study time overlapping spring break, staff believes the study may not accurately
reflect the typical traffic in this area over an average week. After visiting with the
applicant, additional concerns are sight distance and just the overall traffic volume in the
corridor.
Staff is requesting TSAC table this item until the next regular meeting so we can do an
additional traffic study and try to address the possible sight distance concerns for the
residents of Menitt Lakeside Senior Village. Staffwill also provide any accident reports
filed in accordance with this area.

4. Board/Committee Communication: Establish better communication between different
boards (Parks, Planning & Zoning (P&Z), Board of Adjustments (BOA) and
Transportation Safety Advisory Commission (TDAS) that would have the same interest on
agenda items, Consideration and/or action establishing communication between
Boards/Committees (Engineering/Public Works)
· Mr. James suggested that a quarterly meeting with committees!commissions chairperson
and brief them on up coming projects that may affect their committees/commissions and
reporting to their committees/commissions.

5. Install "No Outlet" signs: at Emerald Point/Ashley Park and Woodland Oaks Drive and
Woodbridge Way, which are cul-de-sacs.: Staff update on progress. (Engineering/Public
W arks)
Staff reported that signs had been installed this week at Emerald Point and Ashley Park and
at Woodland Oaks Drive and Woodbridge Way.
Mr. Rumfelt said that he had not seen the sign at Emerald Point/Ashley Park.
Staff said they would double check on this and report to the commission at the next meeting.
Commission agreed to table this item for Emerald Point and Ashley Park only, until staff
could report.

6. FM 1103: Speed limit changed to 45 MPH. . Consideration and/or action regarding speed
limit reduction. (EngineeringlPublic Works)
Staff comments: Texas Depmtment of Transportation has requested the City of Schertz
amend Section 86-115 Maximum Limits Generally in the Code of Ordinances for FM 1103.
TXDOT proposes to reduce the speed limit from the existing 55 mph speed limit to 45 mph
from IH 35 to the City Limits based on the engineering and traffic investigation study
conducted by TXDOT as included in this packet. City of Cibolo has been requested to do
the same so the roadway has a consistent speed limit the entire length outside of the
school zone. Staff suggests TSAC approve this item and fOlward a recommendation to
amend the speed limit to City Council
Motion to recommend change of speed limit on FM 1103 and fOlward to City Council made
by: William Rumfelt second by Mark Davis - All Ayes- Motion passed.
7. Future agenda items requested by Commissioners:
. Visibility sight at Broadleaf & Woodland Oaks cannot see on coming traffic from
Broadleaf.
