E.RightofEntry Whereitisnecessarytomakeaninspectiontoenforcetheprovisionsofthis Article,orwheretheCityManagerorhis/herdesignee hasreasonablecauseto believethatthereexistsinastructureoruponapremisesaconditionwhichis contrarytoorinviolationofthisArticle,the CityManagerorhis/her designeeis authorizedtoenterthe premisesatreasonabletimestoinspectorto performthe dutiesimposedbythisArticle,providedthatifsuchpremisesare occupiedthatcredentials bepresentedtotheoccupantandentryrequested.Ifsuch premisesare unoccupied,theCityManagerorhis/herdesigneeshallfirstmake areasonableefforttolocatetheowneror otherpersonhavingchargeorcontrolof thepremisesandrequestentry.Ifentryisrefused,theCityManagerorhis/her designee shall haverecoursetotheremediesprovidedbylawtosecureentry.
