Mr. Richmond offered congratulations to Commissioners, who were appointed and re-appointed. Mr. Richmond stated that in Mr. Glombik's absence, he recognized Mr. Rumfelt to be seated as a voting member. 4. IIEARING ®F RESIDENTS o Both Maggie Titterington and Jeff Bailey had signed up to speak at Hearing of Residents, but stated they would speak at the public hearings later. Therefore, no one spoke. 5. PUBLIC IIEAI2ING A. ZC2013-006 Minutes Planning and Zoning Commission lone 12, 2013 Page 1 of'8 Hold a public hearing, consider and act upon a request to rezone approximately 2.668 acres of land from General Business District (GB} to Planned Development District {PDD). The property is more specifically described as Lot 6, Bloek 1, of the Hubertus Retail Subdivision as recorded in Document #200806006465, plat records, Corral County, Schertz, Texas generally located at the southwest corner of FM -1103 and IH 35. Mr. Dahle stated that he has a conflict of interest with this item and would recuse himself. Mr. Richmond recognized Ms. Suarez to be seated as a voting member for Item SA. Ms. Sanchez presented the item by stating that the applicant is proposing to rezone approximately 2.668± acres of land generally located at the southwest corner of FM 1103 and IH 35 from General Business District {GB} to Planned Development District (PDD). Ten {10} public hearing notices were mailed to surrounding property owners on May 31, 2013 with a public hearing notice to be published in "The Daily Commer^cial Recor°dei•" and the "Her°ald" prior to the City Council public hearing. Staff received two (2) responses in favor and one (1) response in opposition of the proposed request. The subject property is cuurcntly vacant and the applicant has indicated the desire to construct a Mini-Storage/Public Warehouse facility with no less than 3.8% of the net leasable area of the primary structure as leasable office spaces with entrances facing the exterior. The proposed PDD will include a base zoning district of the current General Business District (GB) and in addition will allow a mixed use Mini-Warehouse/Public Storage and Office Space to develop on the site. The property will be developed in acca--dance with the UDC as amended, except as outlined in the PDD. The PDD has outlined several standards that will waiver from the UDC as they relate to Mini-Warehouse/Public Storage. The subject property is currently platted. The Future Land Use Plan (FLUP) designates the subject property for Industrial/Business Parlc which is defined in the Comprehensive Land Plan as areas for industrial uses; clusters of technology and research and development campus; and educational institutions. Impact of Infrastructure: The proposed zoning would have a minimal impact on the existing and planned water and wastewater systems. In reviewing the Institute of Transportation Engineers Trip Generation rate table Mini-Warehouse use will have a minimal impact on the surrounding roadways because it generates far less trips per unit than other retail uses permitted within the current GB zoning district. * Im act of Public Facilities/Services: The proposed rezoning request should have a minimal impact an public services, such as schools, fire, police, parks and sanitation services. The rezoning request appears to have a minimal impact on the public infrastructure, facilities or services. The proposed North Schertz Sector Plan (Gateway Plan) identifies the area as Highway Cotn~nercial which provides for a mix of retail and commercial uses to take advantage of the highway fron#age. The PDD has allowed for variations from the UDC standards but many of those changes will Minutes Planning and toning Commission June 12, 20 [ 3 Page 2 of 8 exceed the current standards as follows: • The site will provide 100% masonry building excluding windows and doors. The UDC standard is 100% masonry on the front facade and 75% on all other sides. ® The proposed Mini-Storage will provide additional landscaping at the rear of the site adjacent to the residential use to buffer any negative impacts. • The project will incorporate a rainwater capture system. ® The site will meet or exceed the City's Iighting and glare standards. Staff recommends approval based on a changed condition to the Comprehensive Land Use Plan reflected in the North Schertz Sector Plan (Gateway Plan) currently in process. Mr. Richmond opened the Public Hearing at 6:35 P.M. • Maggie Titterington, President Schertz Chamber, 1730 Schertz Parkway, spoke on the addition of another business that is needed. Steve Layton, 12231 Lost Meadows Drive, spoke on drainage for this location. • Robert Brockman, 1000 Elbel Road, spoke on access being 2417 and if there is minimum acreage on a PDD. Mr. Bailey answered that this facility is not 24/7. Ms. Sanchez stated that the minimum acreage is 2 acres. Mr. Richmond closed the Public 1-leaning at 6:40 P.M. IVlinutes Planning and Zoning Commission June 12, 2013 Page 3 of 8 Mr. Braud asked about the future site for a street Ms. Sanchez answered that it's a reservation for a future roadway and if the street goes in, it will not affect this development. Mr. Braud asked about the strip of pavement in front of the structure. Mr. Bailey answered that there is a private driveway off the frontage road and his development will extend it along their frontage. Mr. Rumfelt asked about access from FM 1103. Mr. Bailey answered that this property will have primary access coming off FM 1103. Discussion followed between the Staff, the Applicant and the Commission. Mr. Braud moved to approve this agenda item and recommend approval to City Council. Mr. Crawford seconded the motion. Vote was 7-0. Motion carried. Mr. Dahle returned to the dais as a voting member and Commissioner Suarez returned to the alternate position. I3. ZC2013-008 Hold a public hearing, consider and act upon a request for a proposed street name change of Enterprise Avenue to Schet•tz Parkway from the intersection of IH 35 frontage road extending north to the intersection of Lookout Road. Ms. Sanchez presented this item by stating that there was a policy establishment for street name change guidelines adopted in May 1989 which established the requirement for Planning and Zoning Commission to consider street name changes and recommend to City Council. The City of Schertz is the Applicant. Twelve (12) public hearing notices were mailed to surrounding property owners on May 31, 2013 advising them of the proposed street name change. Staff received three responses of support for the proposed request. No other comments or phone calls in support of or in opposition to this request have been received. Enterprise Avenue is located on the north side of IH 35 and begins at the intersection of the IH 35 frontage road and extends north to the intersection of Lookout Road. The street bisects the city limit boundaries of Schertz and the City of Selma and provides access to several businesses. This thoroughfare is designed as a sixty foot (60') collector that carries traffic from Schertz Parkway and the II-I 35 frontage road to both the City of Selina residents and businesses and to various businesses in the City of Schcrtz. Currently, there is one existing business that has an Enterprise Avenue address and is located in the City of Selina. As path of those guidelines City staff has consulted with the Police Department, Fire Department, EMS and Bexar Metro 911 concerning the street name change and all comments and recommendations are attached for your review in your packet. The City of Schertz has been working with the City of Selma to coordinate this street name change and an interlocal agreement has been drafted regarding the road name change. Staff recoznznends approval of the street name change. Mr. Richmond opened the public hearing at 7:02 P.M. Mr. Richmond closed the public hearing at 7:05 P.M. Mr. Evans commented that he dislikes streets that go all the way through and have more than one name. Mr. Dahle agreed. Mr. Greenwald moved to accept the item as presented and recommend approval to City Council. Mr. Dahle seconded the motion. Vote was 7-0. Motion carried. C. ZC2013~{109 Fold a public hearing, consider and act upon a request for a proposed street name change of Lookout Road to Old Selma Road from the intersection of Enterprise Avenue extending east to the intersection ofTri-County Parkway. Mr. Richmond stated that this item is correctly numbered an the agenda, but has an incorrect number in the packet and to snake a note of tl~e correction. Ms. Sanchez presented this item by stating that the City of Schertz is the Applicant on this item. T'en (10} public hearing notices were mailed to surrounding property owners on May 31, 2013 advising them of the proposed street name change. Staff received three responses opposed to the proposed request. No other comments or phone calls in support of or opposition to this request have been received. Lookout Raad is located on the north side of 1H 35 and begins at the intersection of Laakout Road and Tri-County Parkway and extends west through four jurisdictional city limits; Schertz, Selma, Live Oak and San Antonio. In Schertz, Lookout Road is a sixty foot (60'} collector that carries traffic from FM 3009 through the Tri-County Business Park to the intersection of Lookout Road and Enterprise Avenue, and serves as a thoroughfare to various businesses in Schertz. Currently, there are several Schertz properties that have addresses assigned along Lookout Road; however, those properties are undeveloped. The City of Schertz has been working with the City of Selma to coordinate this street name change, and an interlocal agreement has been drafted which will allow each City to change the name of the street. As a result, Lookout Road would become Old Selma Road from the intersection of Tri-County Parkway and extend west to the City limits of Selma. The City of Selma is presenting this same name change proposal to their Planning and Zoning Commission on June 2~1, 2013, and it will 6e presented to their City Council on July 11, 2013. As part of these guidelines City staff has consulted with the Police Department, Fire Department, EMS and Bexar Metro 911 concerning the street name change and all comments and recommendations are attached for your review in your packet. Mr. Richmond closed the public hearing at 7:10 P.M. Mr. Crawford asked about the 3 apposing comments, and Ms. Sanchez read the 3 comments received. Mr. Evans asked about the motivation to change this sheet name. Ms. Sanchez stated that we are working in cooperation with the City of Selma, and they are requesting our support in changing the street name. Discussion followed between the Staff and the Commission. Mr. Dahle moved to table this item for future consideration. Mr. Greenwald seconded the motion. Discussion was called. Mr. Braud stated that unless Lookout Road is changed from Loop 1604 to Tri County Parkway as one name he would not vote for this item. Vote was 7-0. Motion carried. D. Hold a public hearing, consider and make a recommendation to City Council to amend the Comprehensive Land Plan associated with the North and South Schertz Sector Plan; and the Historic Downtown Schertz Plan {Gateway Plan). Mr. James presented by stating that this ite~t~ is to adopt the Gateway Plan as part of the Comprehensive Land Use Plan. The NorthlSouth and Downtown land use sections are included in the Future Land Use Plan in chapter ~ of the Comprehensive Plan. State law stipulates that the basis far making land use decisions should be the Comprehensive Land Use Plan. The Gateway Plan lays out drainage issues based on public input necessitating changes to the Unified Development Cade. Mr. James also noted that there are some areas which are inconsistently designated and have been developed outside the Comprehensive Land Use Plan. Areas such as Old Wiederstein Road which still is designated industrial but has been developed as residential will need to be redesignated at a later date. Staff recommends approval to amend the Comprehensive Land Use Plan to include the North Schertz Sector Plan, South Schertz Sector Plan, and the Historic Downtown Schertz Plan by reference. The Planning and Zoning Commission is malting a recommendation to City Council on the proposed amendment to the Comprehensive Land Use Plan. In considering action on an amendment, the Commission should consider the criteria within UDC, Section 21.4.6 D. Mr. Richmond opened the Public Hearing at 7:35 P.1VI. g Steve Layton, 12231 Lost Meadows Drive, spoke on Crescent Bend Nature Park and the Comprehensive Land Use Plan. Mr. Richmond closed the Public Hearing at 7:39 P.M. Discussion followed between Staff and the Commission. Mr. Dahle moved to approve the item as presented with one revision that Crescent Bend Nature Park be included in the rnap as Parks /Open Space, and recommend approval to City Council. Hold a public hearing, consider, and make a recommendation to the City Council to amend the Unified Development Code (UDC} associated with the North and South Schertz Sector Plan; and the Historic Downtown Schertz Plan {Gateway Plan}. Mr. James presented this item by stating that now that the Commission has made the recommendation to City Council to amend the Comprehensive Land Use Plan, the first step to implement the plan is to adopt the changes to the Unified Development Code zoning categories. Staff recommends approval of the amendments to the UDC to include the recommended proposed changes to reflect. the updated character zone designations in the North and South Schertz Sector Plan. The Planning and Zoning Commission is malting a recommendation to City Council on the proposed amendment to the Unified Development Code. In considering action on an amendment, the Commission should consider the criteria within UDC, Section 21.4.7 D. Mr. Evans asked if the Commission would see page by page on what will be done. Mr. James answered that Staff had not done that in the past.
