The following presentation, which includes the Overall Plan- Proposed Park & Open Space -Recreation Concept (exhibit "A"}, and the engineered lot layout or Planned Development District Master Plan (exhibit "B"}, which was developed from the original conceptual land plan, is known as The Parklands, a Planned Development District (PDD}. C. The Pr®perty The attached metes and bounds (exhibit "C") and survey (exhibit "D") place the entire property wholly within the corporate limits of the City of Schertz and in the County of Guadalupe. It is situated in the far northeasterly reaches of the corporate limits along the IH-35 corridor. The property is located approximately eighteen hundred (1800) feet south of the IH-35 frontage road on the east side of Eckhardt Road (Co. Rd. 376C}. To be more precise, this one hundred and ninety-four plus acre tract of land (194.56 acres) is south of the intersection of Eckhardt and Froboese Roads. Analysis of the property does not reveal any physical constraints or potential health or safety hazards. Further evaluation of the tract reveals that water and sanitary sewer are available and that the properties' demands can be served. Electric service is available to this tract, but gas service is not. Access to the property is from IH-35 and Eckhardt Road. Improvements, per standards, to Eckhardt Road, along that section of said right-of-way abutting the property, will provide ease of access to the interstate and all points of interest including shopping nodes and major cities such as San Antonio and Austin. Aside from an out tract along the southern-most property line, abutting properties have access via Eckhardt and Froboese Roads as well as Engel Road {Co. Rd. 3678). This one out tract relies, though not totally, on an internal road known as lolas Way for its access. lolas Way is a sixty {60) coat road easement, not right- z The Parklands Planned Development Dist~°ict March 2U13 of-way, running north/south, connecting Froboese Road and Big John Lane. lolas Way is located about two-thirds (213) of the way inside the property approximately three thousand (3,000} feet east of Eckhardt Road. As shown on the PDD concept plan, colas Way would have a negative impact on the development of Units 2 and 3 in terms of street alignment and lot configuration. During the platting process and as construction documents for Unit 2 begin, a formal request to abandon and/or close lolas Way, portions of Big John Lane (along the south most property line} and the no name roadway easement, location on the east property line of the possible future schoo! site aside, will be submitted for approval. Recordation of the road easement's abandonment and/or closure will be duly noted and reflected on the final plat for Units 2, 3 and 5. The proposed street layout, delineated in exhibit "B", insures that the access to those out tracts relying on these three (3) road easements will continue to have ease of access. The Overall Plan- Proposed Park & Open Space -Recreation Concept (exhibit "A") are proposed. Such amenities will include both passive and active areas and, in addition to sidewalks, some 6,295 linear feet ofi weathered hike and bike trails. il/lulti-purpose walkways will provide links between park areas and open spaces, and neighborhoods, as well as to the possible school site, an age appropriate, barrier free playscape, sports court and field, pavilion with picnic units, and sculptured detention ponds (available as practice fields). All of which promotes a safie, and pedestrian friendly environment and livable community. ~„ c®r~text t®tn~ oty ®~ ~cne~t~ Within the setting of the City, The Parklands is about nine (9) miles from municipal offices, less than six (6) miles to the shopping node at IH-35 and Ray Richard Drive (FM 3009) and, more importantly, only three (3} miles from emergency responders (EMS and fire}. in terms of schools, the property is within a three (3) mile radius of an elementary school and one (1 }Catholic High school. 3 The Parklands Planned Development District March 2013 A1=1=~CTE UC ARTICLE II. r®uisi®ns (Article 1) A. Relati®n t~ C®mprehen~i~-e Plant (ecti®n 21.1.5) 1. f_and Use and Thor®taghfare pfaro Per the MajorlMinor Thoroughfare map, Eckhardt and 1=roboese Roads are identified as collectors with aright-of-way of sixty (60) feet. The PDD Master Plan (exhibit "B") is compliant with the Thoroughfare Plan. With reference to Froboese Road as it relates to the Thoroughfare map, the realignment of Froboese Road as an internal sixty (64} foot collector into the subdivision, meets both intent of the Thoroughfare plan as well as its functional classification as a collector to service the residential development The new Froboese Road (Parklands Parkway} will distribute lrafific to a roadway network or hierarchy of roadways such as arterial and/or expressways. It is continuous with no direct residential lot access and few interruptions in traffic movement avoiding congestion or delays. III. Z®ning i~tricts (Article 5) There are circumstances, due to property constraints or external factors, which do not always support the notion that one size fits all especially in applying zoning subdivision codes as such relates to property development. As a planned development, the attached PDD Master Plan (exhibit "B"} as well as this document defines the zoning and types of uses far this proposed PDD. The plan delineates land uses that are residential in character as well as public spaces, parks, open space, and hike and bike trails. This document requests that those Articles and Sections affected by the zoning change be amended or modified and granted by ordinance. The following residential district would be defined or modified as: A. inle~~arr~ily Residential istrict per the (ecti®n 21.5.5) Each area, as shown and identified on the attached PDD Master Plan, is comprised of asingle-family attached or detached residential dwelling on three 4 Tt~e Parklands Planned Development District larch 2013 (3) minimum size lets of 6,000 sf, 7,200 sf, and 8,4-00 sf. In keeping with the UDC's concept of creating a neighborhood unit, this proposal includes parks, and open space, and playscape and hike and bike trails. [rnensa®nai and evel®prnental standards (Section 2~ .5.~~ The applicable dimensional and development standards for residential districts. Table One, as shown herein, reflects those residential changes proposed by this PDD development. 1, Additional Standards Lots developed under this PDD for residential purposes will comply with the minimum requirements established in Table One. Such lots designated as residential will have at least the minimum area and width and depth indicated in Table One of this proposal. However, lot depth, measured along side property lines, for irregular lots, lots fronting cul-du- sacs or knuckles and curved streets, may vary in length provided that one, the average length of the two (2) side lot lines shall not be less than one hundred (1 DD) feet. That the lot area and front width of the lot, as measured at the front set back line, are compliant with Table One. No portion of main or primary structure on a residential lot may be located any closer to any lot fine or to the street right-of-way line than is authorized in Table One. The front yard setback shall be measured from the property line to the front face of the main or primary building. Eaves and roof line of the main structure may project into the front yard na more than two (2) feet. 2, ®®t~ble E'r®ntage Lots Where residential lots have double frontage, running from one street to another, na access from the rear of the property will be permitted to the street, whether or not the street is considered residential or Local, or is classified as a residential collector, collector ar greater. Only one access point will be permitted from a residential lot, so long as the access is from the front of the lot. Planned er~el~prnent istrict (~e~ti®n 21.5.'10} The Parklands, a master Planned Community, is an innovative design meant to promote a sense of home, of human scale, and pedestrian awareness. From its tree lined hike and bike trail to its forty eight (48.69) plus acres of parks and open space, The Parklands will truly demonstrate a sense of belonging. IV. special l1~es (Article 0) . I•i®tre rnrners Asp®ciati®n (~ecti®n 2°1.x.1 c) Even though The Parklands is not propased as a gated community, a Homeowners Association (HOA) will be established to provide upkeep within the subdivision including the mowing of common areas and maintaining fences, andlor walls, except for fences and/or walls located on individual or private lots, as well as hike and bike trails and multi-use paths within the development's common areas. Architectural ®ntr®I C®rnt~ittee The HOA and the Developer will jointly establish an Architectural Control Committee (ACC) which will be responsible far reviewing and approving construction plans for all residential construction within the Parklands PDD. The ACC will consist of members appointed by the Developer until all of the property within the Parklands PDD has been transferred to an independent third party purchaser, to a governmental entity, or to the HOA. Construction of residential and community amenities within the Parklands PDD shall firs# be submitted to the ACC for approval and to verify compliance with the terms, conditions and obligations of the PDD and deed restrictions. The ACC shall review such contemplated construction and shall, if approved, provide verification in a form acceptable to the City by which the ACC verifies that the plan for the contemplated construction complies with the PDD and associated guidelines. s The Parklands Planned 1]evelapxnent District December 2012 1/. Site t]esign Stand~rd~ (Article 9) This proposed development conforms to the Comprehensive Land Plan for orderly and unified development of streets, utilities, neighborhood design, and public land and facilities. A. L®t~ (Secti®n 2i .9.3) Lot sizes and dimensions will conform to the minimum requirements recognized in Table One of this PDD, In addition, the following requirements will apply to this PDD: ® Residential corner lots will have sufficient width to permit the required building setback noted in Table One; e On a residential corner lot, orientation of the dwelling will be forward facing and in similar physical orientation with the other houses next-door and on the same street. Side orientation will not be permitted; No driveway cuts ar garage access will be permitted from a side orientation of a corner lot; ® The width of a residential lot located on a cul-de-sac, knuckle or curve will no less than thirty (30} feet wide, at the street and at feast as wide, at the building front set backline, as established in Table One; ® There will be no residential lots fronting or having access, as defined herein under the section dealing with double frontage lots, to Eckhardt and laraboese Roads and Parklands Parkway except far two (2} driveway cuts or access points to the possible future school site set aside, as shown on the PDD concept plan; and ® Ali side property lines for residential lots will be perpendicular to the street and radial to curved streets including cul-de-sacs and knuckles. Exteri®r taraards (ecti®n 21.9.5) Por ail new residential buildings excluding multifamily structures, the total exterior surface area of the structure, excluding doors, windows, and roofs shall be constructed of a minimum eighty percent (80%} masonry. Masonry material shall be defined as that farm of exterior construction material consisting of brick, stone, 9 The Parklands Planned Development District December 2012 stucco, cemetatious fiberboard, split face concrete masonry units, concrete with aggregate finish, and faux stone or brick. Genera! Landscaping (Secti®n 21.9.7) Trees planted along the collector, as defined as having a sixty (60) foot right-of- way, shaft be a minimum of two and a half {2.5"} inch caliper as defined by the American Standard for Nursery Stock. This f~DD will provide a twenty (20) foot wide minimum landscape buffer along and adjacent to the north side of the right- of-way of the collector. Said landscape easement shall be duly recorded as a lot, owned and maintained by the Homeowners Association. The internal landscape buffer will provide trees an average of one {1 }tree per twenty-five (25} linear feet of street frontage along the inferno! collector. Trees may be planted in clusters of three (3} or more trees on the internal collector provided that the clusters(s} are spaced no more than seventy-five (75) feet on center (a.c.) measured from the center of the cluster. The HOA will irrigate and maintain said trees located in the common area. Fencing and Screening (Section 21.9.x) Fencing along the internal collector shall consist of a six (6) foot wood fence, or masonry fence, with masonry columns. A staggered fence along the internal collector is encouraged. Under this staggered fence scenario the landscape buffer next to the internal collector right-of-way would have a variable width, not to be less than 15' or more than 20'. 1/l. Signs {Article 11) A. Subdivisi®n entry Signs (Secti®n 21.11.15) The provisions of this section shall only apply to entry signs that identify the residential or commercial development associated with this f'DD. 1. Ma~cirr»n°t Height Subdivision entry signs shall be monument type signs and shall have a maximum height of six (6} feet in height. 10 The Parl~lands Planned Development District December 201 2. Maximurr~ Area The maximum area of a subdivision entry sign shall not exceed thirty-two (32) square feet per sign face and may consist of surface with lettering and text, or just lettering or text. 3. Maxir~tum Number of Sign Entry signs} shall be permitted at the each primary subdivision entrance. Secondary entrances may have one (1} subdivision entry sign per entrance, which shall be a maximum of seventy-five percent (75%) of the size of the primary entrance sign. 4. Placement cf Sign A subdivision entry signs} may be located at each entrance into the subdivision on one or both sides of the street entrance or in the median as approved by the Director of Works. 5. Subdir~iai®n E€~try Feature An entry feature which is appropriate in scale to the size of the development and incorporating masonry walls, berms and/or decorative fencing in combination with the subdivision entry sign may be constructed at the primary subdivision entrance provided, however, that the maximum area per entry signs} shall not exceed the square footage noted above. . eel®rr~ent Sens (~ecti®n 21.E 1.1 ~) ~. Hike and dike Trails A meandering, all weathered, ten (10) foot wide minimum, hike and bike trail located within the ROW of the collector or adjacent to the ROW of the collector, within the dedicated open space, will be constructed on the northern side of the collector in-lieu of constructing five (5} foot sidewalks an that side of the street, at least five {5) feet from the back of the curb. The southern parkway shall contain a five (5') pedestrian sidewalk meeting the City of Schertz requirements.
