The Transportation Safety Advisory Commission (TSAC) convened for a meeting on January 9,
2014 at 5:30 p.m. in the Council Chamber Conference Room, Building #4, 1400 Schertz
Parkway, Schertz, Texas 78154.

HEARING OF RESIDENTS

The following signed up to speak:
Dan Mullinix, 2909 Bent Tree Drive, who spoke regarding the islands in Greenshire and
his preference for curb painting rather than signage to designate no parking areas.
Pat McCain, 2821 Valencia Lane, who spoke regarding the the islands in Greenshire and
his preference for curb painting rather than signage to designate no parking areas.
Steve and Donna Kilgore, 1000 Silvertree Blvd., who spoke regarding parking issues in
the Dove Meadows Subdivision in the vicinity of the Silver Tree Nursing Home.
Matt Cleary, 801 Brooks Ave., who spoke regarding his concerns for the safety of
children walking to Schertz Elementary at the corner of Brooks and Pfeil. He also
requested a deaf child sign in the area to protect his daughter.

Gilbert Ornclas, 2933 Bent Tree, did not speak.
1. Minutes: Consideration and /or action regarding the approval of the minutes of the
November 7, 2013 Regular Meeting.
A motion was made by Commissioner Gary Preston to approve the minutes of the
November 7, 2013 Regular Meeting. Second by Commissioner Phillip Rowland. Motion
passed. Vote was unanimous.
2. Street Project Update: Update regarding the current City Street Bond Projects.
(Engineering /Public Works)
Engineer in Training, Lary Busch, Jr., briefed the Commission on the progress of the
current City Street Bond Projects.
3. Schertz Parkway and Elbel Road School Zone Update: Update regarding the status of
the Schertz Parkway School Zone and Elbel School Zone changes and upgrades to
crosswalk. (Engineering /Public Works)
Engineer in Training, Larry Busch, Jr., briefed the Commission on the progress of the
Schertz Parkway School Zone and Elbel School Zone changes and upgrades to the
crosswalk.
4. Landscape Islands in the Greenshire Subdivision: Discussion and update to TSAC
regarding the direction of City Council on possible parking restrictions around the
landscape island in the Greenshire Subdivision. (Engineering/Public Works)
Engineer in Training, Larry Busch, Jr., briefed the Commission on the direction of City
Council on possible parking restrictions around the landscape island in the Greenshire
Subdivision and the progress of the project.
5. Silvertree Blvd. Update: Discussion regarding speeding, sight, and parking issues on
Silvertree Blvd. (Engineering/Public Works)
Engineer in Training, Larry Busch, Jr., informed the Commission that a speed study will
be conducted in the area. He also asked that Commissioners view the area in question
and the item will be placed on the February agenda for discussion and /or action.
6. Sippel Elementary 'Traffic Issues: Discussion regarding the Sippel Elementary Traffic
Issues. (Engineering /Public Works)
Engineer in Training, Larry Busch, Jr., briefed the Commission on the traffic issues that
were reported to the Commission. He indicated that he and Doug Letbetter viewed the
area during the early school hours and found that there was no significant issues that
would require an action. He stated that the school is doing a good job managing the
traffic.

7. Buffalo Drive Traffic Issues: Discussion and update to TSAC regarding the Buffalo
Drive Traffic Issues, the direction of City Council, and staff plans. (Engineering/Public
Works)
Engineer in Training, Larry Busch, Jr., informed the Commission that staff is currently
working on this issues and will come back with a recommendation at the next meeting.
8. Future agenda items requested by Commissioners
Vice Chair Mark Davis requested that staff make a presentation to the Commission in the
next few months outlining all of the school zones in the area and where all of the crossing
guards are stationed. He also requested a map that would outline this information.
Commissioner Larry Franklin requested staff research the possibility of malting the right
lane on FM 1518 before the low water crossing to be right turn only.
Chair Stephen Bish requested that the deaf child sign be placed on Brooks Avenue and
expressed his support of the request from Vice Chair Mark Davis for a presentation on all
school zones and crossing guard stations.
9. Staff Comments
Assistant Chief of Police, Mike Harris announced that he has been promoted to City
Marshal.
Engineer in Training, Larry Busch, Jr., announced that the following items will be on a
future agenda for discussion and /or action:

10. Adjournment
A motion was made by Commissioner Larry Franklin to adjourn the meeting. Second by
Commissioner Phillip Rowland. Motion passed. Vote uvas unanimous. Meeting
adjourned at 6:1 S pin.
