The report reflects Committee activity during calendar year 2013 and provides some assessment of those limiting factors affecting the Committee's work (Impact Events). The focus of the Committee's 2013 activities was centered on a set of objectives set forth as Appendix B to last year's Annual Report. The Committee believes it has satisfactorily accomplished most of what it set forth to do in 2013 (see Report - page 3). As the year ended, there was uncertainty among the membership as to the Committee's future purpose, as each of the original goals set for it by the 2006 City Council appeared unattainable. In the interest of maintaining the Committee as a viable tool for promoting community historic "preservation" the Committee, in the near future, will offer City Council a revised proposal for incorporating the "historic overlay district" concept into the language of the City of Schertz Unified Development Code (UDC). The Committee wishes to thank the members of City Council and the City Staff for their support during 2013. The annual resource inventory /audit report and the Committee's CY 2014 objective statement are set forth as Appendix A and B, respectively. Annual Inventory /Audit of Resources Report, dated January 2014 B. Committee Calendar Year 2014 Objective Statement The Committee is authorized 14 members. Committee strength was at 12 as the year began and rose to a full complement of 14 early in the year. One member resigned during the year leaving the Committee at 13 members as the year ended. The quality of personnel assigned to the Committee has never been stronger than during the year as membership includes a degreed historical preservationist, many history enthusiasts, a professional photographer, a professional artist and persons with history teaching/school administration experience. One active associate member is a professional archivist for the U.S. Air Force. City representative Brian James participated in all committee meetings offering counsel and advise. All officers served commendably throughout their yearly term. Resource Management & Control Resources available to the Committee consist of display items (photographs, documents, paintings, charts, maps, furniture, etc.) either donated by Schertz citizens or manufactured by Committee members. Some furniture items were purchased by the Committee using City funds. Inventory control is maintained through use of a resource listing. The Committee Chairman and one other Committee member complete a 100 percent inventory audit of the resources in January of each year. The completed inventory is appended as Appendix A. There are various locations where resources inventory is maintained. Some resources are stored at a commercial storage facility in Universal City. Other resources are on display at the Schertz Public library, the Schertz Visitor Center, the Schertz Area Senior Center and at the Randolph Field Realty Office. Several projects occupied the Committee's time and efforts. The listing of projects includes: • Research and writing of I I REMEMBRANCES Special Edition articles featuring the history of particulars area sites, events or persons • Research and writing of a proposal for Department of Interior selection of Saint Joseph's Chapel for listing as a "National Historic Place" on its listing of such places throughout the nation • Continued research and writing of an amendment to the Schertz Unified Development Code (UDC) as relates to historical designations within the City of Schertz • Preparation and distribution of four quarterly Committee Remembrances Newsletters • Nomination of four properties as Schertz "landmark" properties • Continued interface with our sister historical society ( Riedisheim, Prance) to include a May 2013 visit by the Chairman with the society representative in Riedisheim. Schertz historical promotion activity published in the 2013 " Riedisheim Bulletin" publication of the Riedisheim Historical Society along with historical article regarding the Schertz family ancestry Outreach activity involved with community groups to include the Comal County Historical Commission, the Comal County Genealogical Society, the Cibolo Valley Museum Association, Comal Settlement Association, and the Texas Historical Commission • Development and acceptance of a Schertz City Coat of Arms emblem by the Schertz City Council as submitted by the Committee • Replacement of "Heritage Neighborhood" banners within the designated neighborhood with stronger and more colorful items The Committee's budget cycle is the same as the City of Schertz (October 1" to September 30t), The Committee projected budget expense for fiscal year 2013 -2014 has been set at $5,150.00. The only revenue generator is derived from book sales. Allocated budget expenses and revenues for the fiscal year 2013 -2014 (to date) and for calendar year 2013 (January — December) are set forth below: FY 2013 -2014 (As of January 1, 2013) ALLOCATED EXPENSES $5,150.00 $250.96 (less storage cost at approx. $200) CALENDAR YEAR 2013 (January- December) ALLOCATED EXPENSES $5,150.00 $1,389.17 (less storage cost at approx. $200) REVENUE (book sales) $134.49 REVENUE (book sales) $216.99 The major expense item has been replacement banners (twelve each) for the Schertz Heritage Neighborhood at a cost of $996.00. 11 Impact Events The major impact events that bear on Committee mission accomplishment include the following: Pending for a third year is the question of how to dispose of collected artifacts accumulated by the Committee in hopes of a history /cultural museum being created. There appears to be no expectation of a museum being created after five years and three failed attempts to pursue the initiative. A commercial storage facility has been obtained to house those items previously being housed in private homes. Requests have been made of City staff to arrive at a final solution for disposition of all items. The Committee sought City Council support for a zoning action that would permit a properly owner of a now designated Schertz "Landmark Property" to rebuild the structure on the property at 6565 FM 482 (Kneupper General Store) as a restaurant/bar /grill using "adaptive use" strategy (maintaining the historic frontage look). City Council denied the owner's request to convert zoning from "Pre- development" to "General Business" despite the Committee's support for the request. The owner was seeking to support the historic preservation efforts of the Committee by keeping the look of his business in line with the original historic appearance of the original General Store frontage. At the same time the owner proposed to restore an adjacent Victorian home to its original state for use as a wedding reception venue. This was an opportunity lost for the City to contribute to maintaining the historic appeal of the Comal Settlement community and the owner's property in particular. This was a private investor seeking to assist with preserving the look of a historic neighborhood while applying "adaptive use" strategy to advance his business venture. The Committee worked diligently during the year to develop a recommendation for amendment to the City's Unified Development Code (UDC) as it pertains to historic designations and preservation policies for the City of Schertz. The final draft amendment was prepared with the consult and advice of the City's Director of Services and included provisions for instituting "historic overlay districts" that would designate qualified buildings, structures or homes within a particular historic area as "overlay districts" and thus place each structure within that district under certain restrictive provisions regarding exterior building alterations. Thinking it had City staff support for its proposed amendment package, the Committee went before City Council to present its proposal only to discover upon meeting with City Council that City staff recommended that Council not accept the "overlay district" portion of the plan proposal. The Council's voiced opposition to the "overlay district" element of the amendment has left the Committee questioning its purpose since "preservation' is a key element of its title. • The above requirement for UDC amendment of the historic designation program has placed the Committee designation program on hold for most of the year. Conclusion The Schertz Historical Preservation Committee has worked to improve awareness of the City's history through its REMEMBRANCES Special Edition articles and through periodic public speaking appearances within the surrounding community. The landmark designation project was at a standstill from May 2012 until November 2013 because of the absence of proper language in the City Code to define the City's historic designation programs. While the Committee was encouraged by mid year involvement by city staff in the development of a suitable UDC amendment document, it was extremely disappointed by the staff's unexpected and unannounced opposition to the final UDC amendment draft as approved by the Committee. The Committee Chair worked closely with a city staff member in the drafting of the amendment proposal only to be surprised by the staff's unexpected rejection of the "overlay district" portion of the amendment at the time of its presentation to City Council. An issue of distrust was raised by the staff's approach to this project. The absence of sound "preservation' provisions in the UDC leaves the Committee questioning its originally designated mission. That mission being to institute a history museum, attract grants, and provide for "preservation" of historic Schertz properties. Each of these objectives appears out of reach due to the absence of resources to fulfill the respective mission. The Committee's publication program has produced 11 REMEMBRANCES Special Edition articles this year that have been distributed to a very limited audience who have expressed interest in the Schertz community's historic past. Initially, the thought was that the publication program would produce increased readership as newsletters and articles were placed before the public. However, the distribution list has not grown and it becomes necessary to evaluate cost versus benefit and decide whether to keep the project alive. Overall, as the year ends, the Committee finds itself in a self evaluation mode trying to decide its future. APPENDIX A. Annual Inventory /Audit Report, dated January 2014 B.
