March 6, 2014 TSAC MinutesTransportation Safety Advisory Commission Minutes Thursday, March 6, 2014 5:30 P.M. The Transportation Safety Advisory Commission (TSAC) convened for a meeting on March 6, 2014 at 5:30 p.m. in the Council Chamber Conference Room, Building #4, 1400 Schertz Parkway, Schertz, Texas 78154. TSAC Commissioners Present: Stephen Bish — Chairperson Larry Franklin Bill Bowers Terry Welch John Cook Phillip Rowland Staff Present: Brian James, Executive Director of Development Marc Bane, Assistant Police Chief Larry Busch Jr, Engineer in Training Jennifer Jones, Public Works Sr Admin CALL TO ORDER AT 5:33 p.m., by Chairperson Stephen Bish ROLL CALL HEARING OF RESIDENTS Joan Bowen, 2545 Melville Lane, spoke regarding her concerns with parking issues on Melville Lane in front of her home. Ms. Bowen states that she cannot see the cars parked across from Melville to Hemingway Trail and she has requested that the City please paint the curb red for a No Parking Zone at least through her driveway and a little past would be preferable. She has sent pictures to Doug Letbetter to review regarding her concerns and she thanked the City for the new street sign. Minutes: Consideration and/or action regarding the approval of the minutes of the February 6, 2014 Regular Meeting. A motion was made by Commissioner John Cook to approve the minutes of the February 6, 2014 Regular Meeting. Second by Commissioner Bill Bowers. Motion passed. Vote was unanimous. 2. Arroyo Verde Sight Distance: Staff updated the Commission on the Arroyo Verde sight distance issue with a PowerPoint presentation including main exit photos. Staff recommended no parking from the wall up to the end of the bridge. A motion was made by Commissioner Larry Franklin to display No Parking signs as suggested. Second by Commissioner John Cook. Motion passed. Vote was unanimous. 03 -06 -2014 Minutes 1 3. Silvertree: Staff updated the Commission with a Powerpoint presentation on the parking issue on Silvertree. Staff recommends displaying No Parking signs on a specific stretch of Silvertree. A motion was made by Phillip Rowland. Second by Commissioner Larry Franklin. Motion passed. Vote was unanimous. 4. Green Valley Elementary: Discussion was held regarding the traffic issues surrounding the school. Staff surveyed the traffic flow during the morning hours and stated that it seemed to work well with the exception of a few minutes that appeared congested. When staff surveyed during the evening it seemed to be more congested due to parents having to wait on the dismissal /arrival of their children. Police Department agreed to speak with school staff in regards to the possibility of using back lot for smoother flow in and out of the area. Police Department agreed to update the Commission at next TSAC meeting. (Engineering/Public Works/Police) 5, Schertz Elementary: Chief Banes updated the Commission on the issues that he is already aware of regarding the traffic problems at the school. He stated the main issue is on Brooks Drive, not as much on Randolph Blvd. He suggested placing No Parking signs through the narrow part of the street. Police Department to speak with school staff regarding the use of bus lanes once buses are gone and to speak with Knights of Columbus to see if additional parking lot for overflow is a possibility. Police Department to provide update at next TSAC meeting. 6. Mesa Oaks: Staff gave update on plan of "attack" for speeding/traffic issues within the Mesa Oaks subdivision. Brian James reminded everyone that the issues will continue to change during the phases of construction within the neighborhoods and that we should wait to make any major changes until the build out is complete. Discussion closed for 4 months until next Town Hall Meeting scheduled for June. 7. Future agenda items requested by Commissioners Commissioner Bill Bowers requested information regarding an egress on the south side of FM 78 in case of a train accident. TSAC Commissioner Stephen Bish discussed the Joint Meeting with City Council that was held on February 25, 2014. Stephen reminded the Commission that they were invited to help with the investigation and give feedback towards the planning stages of the future upcoming public transit. TSAC was asked to think about the 5, 10, and 15 year plan. Stephen stated he has already begun some homework and asked that this be an agenda item for the next TSAC meeting. Commissioner Bish suggested that we focus on traffic safety and speak to the surrounding areas (New Braunfels, San Antonio, and Austin). 8. Staff Comments No comments. 01 -09 -2014 Minutes i 9.
