The Schertz Planning and Zoning Commission convened on March 12, 2014 at the Municipal
Complex, Council Chambers, 1400 Schertz Parkway Building #4, Schertz, Texas.

4. CONSENT AGENDA
A. MINUTES FOR FEBRUARY 12, 2014 REGULAR MEETING
Mr. Braud asked to pull Item 4.B. for separate discussion.
Mr. Greenwald noted one correction on page I 1 at the bottom of the page the word flat should be
plat. Mr. Greenwald moved to approve as amended. Mr. Crawford seconded the motion. Vote
was 7 -0 . Motion carried.
B. PC2012 -006 — EXT
Consider and act upon a request for approval for a time extension for the preliminary plat of the
Randolph Commercial Park Subdivision. The 23.724f acre tract consists of 23 buildable lots,
generally located on Lower Seguin Road approximately 1246 feet east of Loop 1604. The property
is zoned Manufacture District Light (M -1) and General Business (GB).

Mr. Brand stated that in the approval of the master plan and the zoning change in 2011 there was a
reference that no City sewer was available, but that sewer from Converse was close to this
subdivision. Ms. Wood stated that the City would have to have an agreement with Converse, and
no waiver was granted at this time for onsite sewer. At the time of platting for each lot, Staff will
review and assess sewer. Mr. Crawford asked why they were requesting an extension. Ms. Wood
stated that the applicant who owns the property was going to move his business there, but because
of the economy he wasn't able too.
Discussion followed between Staff and the Commission.
Mr. Brand moved to approve the six month extension on this item. Mr. Glombik seconded the
motion. Vote was 7 -0. Motion carried.
A. PC2013 -051
Hold a public hearing, consider and act upon a request by SPV Ventures, LLC for approval of
a replat of SPV, L.L.C. Subdivision, consisting of approximately 7.606 acres, establishing two
(2) lots. The property is more specifically described as a portion of the Toribio Herrera
Survey, Abstract No. 153, City of Schertz, Guadalupe County, Texas, located at 5000 Schertz
parkway.
Mr. Evans opened the public hearing at 6:17 P.M.
Mr. Cox presented this item by stating that the public hearing notice was published in "The Daily
Commercial Recorder" on February 21, 2014 and the "Herald" on February 26, 2014. There
were 11 notices mailed to surrounding property owners on February 25, 2014. As of this meeting
there have been three (3) responses, two (2) in favor and one (1) neutral.
The Planning and Zoning Commission approved a final plat for the subject property on June 13,
2007. There is an approved site plan for the subject property; Phase I was approved on December
9, 2009 and Phase II was approved on September 29, 2010. The purpose of this replat is to
subdivide Lot 1, Block 1 to create two (2) buildable lots. The subject property is located at 5000
Schertz Parkway which is south of the intersection of Schertz Parkway and 1H -35. The subject
property is zoned general business (GB) and is developed with six (6) buildings that are being used
for professional offices. Two (2) additional buildings, which have not been constructed, are shown
on the approved site plan.
The subject property provides access to Schertz Parkway through two (2) existing driveways. All
tree mitigation fees have been paid. This site is currently serviced by existing 12" and 8" water
lines and 8" sewer lines. No additional utility improvements are required. The subdivision will
provide onsite detention which is located on the south east portion of Lot 3. No additional
sidewalks are required. Schertz Parkway is an improved road and does not require any additional
improvements or ROW dedications. Staff recommends approval.

Mr. Rumfelt asked why the Applicant is asking to split into two lots. Mr. Pena stated that the
owner wants to divide into two lots for better visibility for tenants, and create new signage because
he could add another sign with another lot.
Discussion followed between Staff, the Applicant and the Commission.
Mr. Dahle moved to approve this item as presented. Mr. Rumfelt seconded the motion. Vote was
6 -0 -1 with Mr. Evans voting nay. Motion carried.
A. PC2014 -001
Consider and act upon a request for a preliminary plat of the Willow Grove Subdivision, Unit 3. A
23.88+ acre tract out of the J. Leal D. Survey No. 79, Abstract 424, County Block 5058, Bexar
County, Schertz, Texas and is generally located west of the intersection of Schaefer Road and FM
1518.
Mr. Cox presented this item by stating that the applicant is proposing to preliminary plat 23.88+
acres of land establishing 93 single family residential lots with a minimum lot size of 7,200 square
feet as dictated by the zoning district. The site is zoned Single Family Residential District -6 (R -6).
The subject property is currently undeveloped and located generally west of the intersection of
Schaefer Road and FM 1518.
This development is designed to have two (2) points of access via Arbor Park Lane which extends
west to FM 1518 and via Shadowy Dusk which extends north to Schaefer Road. Arbor Park Lane
and Shadowy Dusk are currently under construction in Unit 2 of this subdivision. Prior to
recording the final plat for this Unit the final plat for both Willow Grove Units 1 & 2 must be filed
with the County Clerk's office to ensure that two (2) points of access to the subdivision are
maintained. A tree survey is required to be submitted at the time of final plat.
This site is serviced through 8" water lines and 8" sewer lines that will be extended throughout the
subdivision and stubbed for future development. The applicant is responsible for all drainage
associated with the subject property, and for compliance with the Storm Water regulations.
Drainage report has been reviewed and approved by the City Engineer. The subdivision will
provide onsite detention. Sidewalks will be constructed along both sides of the street throughout
the subdivision and along Schaefer Road. All sidewalks are designed to meet the City of Schertz
specifications.
All streets will be developed to City of Schertz specifications. Unit 3 is located adjacent to
Schaefer Road and a variable width street dedication ranging from 7.5' to 35' has been provided
for road expansion and the addition of a cul -de -sac on Schaefer Road. In accordance with the
UDC, the applicant is responsible for improving half the width of Schaefer Road adjacent to the
subject property, approximately 370 linear feet and one half of the cul -de -sac on Schaefer Road.

Staff recommends approval.
The Applicant's representative, Bert Wellman, did not make any comment
Mr. Rumfelt stated that there is a lot of dirt being moved around. Mr. Wellman replied that the
majority of dirt work is being done in Willow Grove Estates Unit 2.
Mr. Braud asked what the size of the cul -de -sac will be at the end of Schaefer Road. Mr. Cox
stated that the right -of -way will be 60 ft. radius with a 100 ft. of pavement. Also, Public Works
worked with the owners of the tract at the end of Schaefer Road, known as the Hoffinan tract, and
obtained right -of -way so that the cul -de -sac could be built. Mr. Brand asked if only half of
Schaefer Road would be repaved. Ms. Wood stated that the Applicant is improving their half of
the road that is adjacent to Schaefer Road. There was continued discussion between the
Commission and Staff on the portion of Schaefer Road that is not adjacent to the development.
Ms. Wood explained that until the properties develops the portion of Schaefer Road not adjacent to
this development would not change until new development happens or the City paves the
remaining half of the road.
Discussion followed between Staff, Applicant and the Commission.
Mr. Crawford moved to approve this item as presented. Mr. Dahle seconded the motion. Vote was
7 -0. Motion carried.

® Mr. Rumfelt asked what is happening on the area off Lookout Road turning right from
Schertz Parkway on the left. Ms. Wood stated that Titan Development is building an
approximately 300,000 square foot industrial building.

® Mr. Rumfelt stated that he will be attending the Design Site Standards Focus Group
meeting on Thursday night.

Mr. Coil stated that the Exterior Design Site Standards focus Group meeting on
Thursday, March 13, 2014 from 6:00 P.M. to £3:00 P.M, at the Community Center and
you ate encouraged to attend.
Ms. Sanchez stated that on the agenda under Item D were new site plan applications
received with more information included for the Commission.
Ms. Wood stated that with the quarterly report, Staff will he providing amending plats
so that the Commission has more information.
