01-23-2014 MinutesMINUTES SCHERTZ HISTORICAL PRESERVATION COMMITTEE MEETING OF January 23, 2014. CALL TO ORDER Chairman Weirtz called the meeting to order at 6:30 with a quorum present. Voting members present: Merle Behne, Tom DeKunder, Barbara Hall, Cynthia Palmer, Pete Perez, Stefani Warshaw, Diana Webb, Jim Webb, Dean Weirtz. City Representative: Brian James. Presentations 1. Plaques were presented for Landmark Properties to Schertz Bank and Trust for 509 Main Street and to Steve Longoria for 511 Main Street. 2. Cynthia Palmer was presented with a Committee service award for her years of work as Committee Secretary 3. Chairman Weirtz acknowledged receipt of publications from the Reidisheim Historical Society in France and from The Comal Historical Society. Discussion and /or Action Items 1. Minutes - Consideration and/or action regarding the approval of the minutes of the regular meeting of January 23, 2014. A motion to approve the minutes was made by Tom DeKunder and seconded by Jim Webb. The motion carried unanimously. 2. Fund Expenditures - Consideration and/or action regarding the submission of member expense vouchers Jim Webb, Treasurer reported the submission of an expense voucher from Chairman Weirtzin the amount of $255.07. A motion to approve the expenditure amount was made by Tom DeKunder and seconded by Pete Perez. The motion passed by unanimous vote. 3. Treasurer's Report: Consideration and/or action regarding the book sales activity and other fiscal matters. Treasurer Jim Webb reported a total of eight books sold during the 40' quarter of calendar year 2013 at a price of $139.49. The remaining book balance is 31 books (13 at satellite sales facilities and 18 at the Committee storage facilities) Total book sales amount to 580. Tom DeKunder made a motion to donate books to local elementary schools and the motion was seconded by Merle Behne. The motion passed by unanimously. _ 4. Winter 2014 Newsletter and Remembrances 2014 -1 Special Edition Article: Consideration and/or action regarding the publication of the Winter 2014 Newsletter and REMEMBRANCES Special Edition Articles 2014 -1. A motion was made by Cynthia Palmer and seconded by Diana Webb to publish the newsletter and the Remembrance 2014 Special Edition article. The motion passed by unanimously. S. Annual Report to Schertz City Council: Consideration and/or action regarding publication of the Annual Report for Calendar Year 2013. A motion was made by Barbara Hall and seconded by Jim Webb to publish the Annual Report as submitted by Chairman Weirtz 6. Return of Heirlooms: Chairman Weirtz made a motion to offer to return family heirlooms donated to the Committee for use in displays to the families as no displays have been planned. The motion was seconded by Jim Webb and passed by unanimous vote. 7. Comal Settlement Association Activity: Consideration and/or action regarding the activities of the Comal Settlement Association application for National Registry of Historic Places Listing Application at Comal Settlement and landscape planning for State of Texas historical plague area. Chairman Weirtz provided an update on the progress of the two projects. Both project remain pending. No action required. 8.. Committee Goal Setting for Calendar Year 2014: Consideration and /or action regarding continuing Committee goals for calendar year 2014. The following 2014 objectives as set forth in Appendix B of the Committee's 2013 Annual Calendar Year Report to City Council were presented as a part of the above Annual Report approval: "Historic Recognition Projects — (1) Pursue development of an amendment to the City of Schertz Unified Development Code (UDC) as pertains to the city's historic preservation program. (2) Continuance of research, identification and designation of City of Schertz landmark, heritage neighborhood and historic district properties. (3) Continue research and pursuit of National Listing of Historical Places nomination for St. Joseph's Chapel. Historic Publication Projects — (1) Continue research, identification and publication of quarterly newsletters and REMEMBERANCES Special Edition articles. (2) Continuance of research and publication of the Schertz historical cemetery journals. (3) Publication of a consolidated REMEMBERANCES Special Edition articles booklet. Joint Historic Initiatives — (1) Seek expansion of local history education/awareness program through a youth/student involvement initiative. (2) Assist, where possible, the Comal Settlement Association and/or the Cibolo Valley Community Museum Association in projects designed to promote area historic preservation/restoration projects. Amotion was made by Chairman Weirtz and seconded by Tim Webb to form subcommittees tasked to pursue the above objectives. Motion was passed by unanimous vote 9 SHPC Officer Nominations /Selections CY 2014: Consideration and /or action regarding the nomination and selection of SHPC officers for calendar year 2014. Vice Chair — Debbie Krause Treasurer — Jim Webb Secretary — Stefan Warshaw Cemetarian — Gail Hyatt Chair — Dean Weirtz The motion was made by Cynthia Palmer and seconded by Jim Webb and passed by unanimous vote Outreach — Chairman Weirtz reported that the historical mural project of the Cibolo Valley Community Museum Association is about to be completed and presented members a photo of the mural as it now appears on the west side of the William Schertz building at 507 Main Street. Chairman Weirtz has recently changed out some of the photo exhibits hanging in the Schertz Visitor's Center. He replaced community activity photos with more city historic scenes. He is also attempting to obtain permission to use some Air Force photos of Randolph AFB flying training activity for an exhibit display in the picture windows of the Randolph Masonic Lodge #1268 Building. Requests by Committee Members to City Manager and Staff for information: Jim Webb requested information for possible scholarship offerings or partnership with HEB, parks or museums.
