AN ORDINANCE
SUPPLEMENTING THE SOUTHERN STANDARD BUILDING CODE, 1979
EDITION, AS AMENDED, REVISED AND CORRECTED, SPECIFICALLY
SECTION 706 - ROOF COVERING; BACKGROUND; DEFINITIONS;
REGULATED USE OF WOOD ROOF MATERIALS; PENALTIES; SEVER-
ABILITY.
WHEREAS, the selection of roof coverings to resist fire propagation
must be based on the proximity and severity of the external fire exposure and
on the threat of internal fire from the contents and operation within the
building. Those roof coverings with the highest rating are preferable. Both
built-up and prepared roof coverings can be specified with a Class A rating,
while treated wood shingles can quality for a Class B or C rating at the pre-
sent time, (SBCCI Report 8099, 12-1-80). The manufacturer's specifications
should be followed carefully and no variation from the materials or methods of
construction for classified roof systems should be permitted. Untreated wood
shingled roofs have been looked at with disfavor by the National Fire Protec-
tion Association (NFPA) for many years. NFPA statistics indicate that wood
shingles were a contributing factor in more conflagrations than any other of
twenty-seven factors during the period 1901-1967. This was particularly true
in the first half of the period, before the full impact of modern building
codes which restricted the building of wood shingled roofs. If wood shingles
or shakes are to be used, they should be fire retardant treated and classified.
Untreated shingles or shakes should not be considered.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS:
Section I Definitions.
A. Class A Roof Covering - shall include the following: brick,
concrete, slate, tile, corrugated asbestos cement or assembl-
lies listed and identified as Class "A" by an approved testing
agency.
B. Class B Roof Covering - shall include the following: corrugated
iron sheets, galvanized iron sheets, galvanized iron shingles,
sheet copper, galvanized iron or assemblies listed and identified
as Class "B" by an approved testing agency.
C. Class C Roof Coverings - shall include the assemblies listed and
identified as Class "C" by an approved testing agency.
D. Wood shingles and shakes are usually made from red cedar, redwood
or cypress wood. The shingles are sawed with a taper and applied
with nails, exposing one third of the thick end. Shakes are split
pieces resulting in a rough and uneven surface, and are applied
like shingles.
E. Fire District - Ordinance No. 78-C-21, adopted on November 21,
1978, establishes the fire limits of the City of Schertz, speci-
fically Fire District, No. 1 which incorporates the General Bus-
iness District, more or less, along both sides of Live Oak Road,
and along both sides of FM Road 78, a specified width extending
the distance of the City limits; and Fire District No.2, which
incorporates a General Business District bounded by Oak Street,
Pecan Street, FM Road 1518 and the North line of a natural gas
easement.
Section II Regulated Use of Wood Roof Materials.
A. Roof covering in the Fire District shall conform to Class A or
B specifications as set forth in definition above. If Class B

treated wood shingles or shakes are to be used, they shall bear
the manufacturers name and/or trademark, roof covering classi-
fication, the Southern Building Code Congress International Seal
and report number.
B. Roof covering outside the Fire District shall conform to Class A,
B, or C specifications as set forth in definition above. If Class
B or C treated wood shingles or shakes are to be used, they shall
bear the manufacturers name and/or trademark, roof covering class-
ification, the Southern Building Code Congress International Seal
and report number.
C. Repair/Replacement of existing wood shingle or shake roofs will
be made with Class B treated wood shingles or shakes within the
Fire District, and with Class B or C treated wood shingles out-
side the Fire District. In all cases, the shingles or shakes
shall bear the manufacturers name and/or trademark, roof cover-
ing classification, the Southern Building Code Congress Inter-
national Seal and report number.
D. All roof covering installation, new, repair or replacement, will
be installed in accordance with the specifications set forth in
this ordinance, the Schertz City Code and the Southern Standard
Building Code.
Section III Penalttds.
Any violation of this ordinance is declared to be unlawful and a mis-
demeanor, and any violation thereof shall be punishable by fine not
to exceed two hundred dollars ($200.00).
Section IV Severability of Parts of Ordinance.
If any provision of this ordinance be declared void or unconstitu-
tional, such declaration shall not affect the remaining portions of
this ordinance.

City Council of the City of Schertz, Texas, convened at a regular meeting at the
regular meeti~g place in the Municipal Building in the City of Schertz, Texas,
pursuant to due call and notice to all of the members of said C}ty Council,
which meeting was at all times open to the public, and at which meeting the
following members were present, to-wit:

There being a quorum present, the meeting was called to order by the
Mayor, and, among other proceedings had were the following:
The Mayor introduced the hereinafter set forth ordinance, which has
been read and considered at the last regular meeting of the City Council on the
3 day of November, 1981. It was determined that the City Secretary had
caused a short synopsis of said proposed ordinance to be published in the
official City newspaper after its consideration at the last regular meeting of
the City Council and prior to this meeting.
Whereupon said ordinance was discussed and further considered by the
Counci 1.
Thereupon it was moved by Councilmember Sawyer
and seconded by Councilmember Lawler that said ordinance
be finally passed and adopted. The Mayor put the motion to a vote of the
members of the City Council and the ordinance was finally passed and adopted by
the following vote:
