AN ORDINANCE
PROVIDING FUNDS FOR THE FISCAL YEAR BEGINNING OCTOBER 1,
1978 AND ENDING SEPTEMBER 30, 1979, BY APPROVING THE
BUDGET FOR SAID PERIOD AND APPROPRIATING THE NECESSARY
FUNDS OUT OF THE GENERAL AND OTHER REVENUES OF THE CITY
OF SCHERTZ, TEXAS, FOR SAID YEAR FOR THE MAINTENANCE
AND OPERATION OF THE VARIOUS DEPARTMENTS AND FOR
VARIOUS ACTIVITIES AND IMPROVEMENTS OF THE CITY; LEVY-
ING AND ASSESSING ALL TAXABLE PROPERTY WITHIN THE
CORPORATE LIMITS OF THE CITY OF SCHERTZ, TEXAS, FOR
THE YEAR 1978; PROVIDING THE BASIS OF ASSESSMENT OF
APPRAISED VALUE AND PROVIDING FOR THE COLLECTION
THEREOF AT THE RATE OF $1.00 ON THE ONE HUNDRED DOLLAR
($100.00) ASSESSED VALAUTION; AND STIPULATING EMERGENCY
ADOPTION.
WHEREAS, as required by the General Laws of the State of Texas
and the City Charter, the budget has been prepared and submitted to the City
Council with estimates of expenditures and revenues of all City departments
and activities for the year beginning October 1,1978 and ending September 30,
1979; and
WHEREAS, notice of a public hearing upon said budget has been
duly and legally published; and
WHEREAS, said public hearing has been held and full and final
consideration given said budget, NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS:
SECTION 1. That for the purpose of providing the funds necessary and
proposed to be expended in the budget for said City for the fiscal year be-
ginning October 1, 1978 and ending September 30,1979, the budget was prepared
and submitted to the City Council for its consideration and approval and that
sa i d budget in the total amount of $ /,I~t f'~ and the same is hereby
approved and the available resources and reve ues of said City are hereby
appropriated for the maintenance of the City and the various activities and
improvements as set forth in said budget.
SECTION 2. That the said budget of the City of Schertz, Texas, for the
fiscal year beginning October 1, 1978 and ending September 30, 1979, and exact
copy of which is marked "8xhibit A" and made a part hereof for all purposes the
same as if it were copied in full herein, is hereby approved and adopted by the
City Council of the City of Schertz, Texas, as the budget for the City for the
fiscal year 1978-79.
SECTION 3. That there is hereby levied and assessed against all taxable
property, both real and personal, within the corporate limits of the City of
Schertz, Texas, and there shall be collected by such City, a tax of $1.00
on the one hundred dollar ($100.00) assessed tax valuation for the year 1978.
SECTION 4. Such tax is hereby levied and assessed in accordance with
the applicable Statutes of the State of Texas, such levy and assessment is
made for the following purposes, to-wit:
(A) For current expense and operation of the General Fund
and its various departments

(B) For requirements of the Tax Bond Interest and Sinking
Fund to meet the outstanding tax supported indebtedness
of the City for Fiscal Year 1978-79

SECTION 5. That the Tax Assessor and Collector for the City of
Schertz, Texas is hereby directed to assess and collect taxes of the City of
Schertz, Texas, on the basis of 50% of appraised values for the year 1978,
such basis of assessment being required to meet the proposed expenditures of
the General Fund for the Fiscal Year 1978-79 and collection of taxes thereof
at the rate of $1.00 assessed valuation as herein provided.
SECTION 6. This ordinance approving and adopting a budget for the
twelve-month period hereinabove specified and establishing a tax rate there-
for is made in all things in accordance with the terms and provisions of the
General Laws of the State of Texas and the City Charter.
SECTION 7. This ordinance shall take effect and be in force immediately
from and after its passage and approval as required by law.
SECTION 8. The public importance of this measure constitutes and
creates an urgent public necessity requiring that this ordinance be passed
and taek effect as an emergency measure, and shall take effect and be in
force immediately upon and after its passage.
