Consider and act upon a request for approval of a final plat of Willow Grove Subdivision
Unit 3, an approximately 24 acre tract of land situated in the J. Leal D. Survey No. 79,
Abstract 424, County Block 5058, Bexar County, Schertz, Texas and is generally located west
of the intersection of Schaefer Road and FM 1518.
Mr. Dahle moved to approve the consent agenda. Mr. Crawford seconded the motion. Vote was
6 -0. Motion carried.

Consider and act upon a request for approval of a master plan of The Reserve at Schertz II,
an approximately 103 acre tract of land situated in the Stacy B. Lewis Survey No. 317,
Abstract No. 443 and the Antonio Zamora Survey No. 36, Abstract No. 82, City of Schertz,
Bexar County, Texas and generally located on Boenig Drive approximately 200 feet
southwest of the intersection of Laura Heights and Boenig Drive.

Schertz II which is approximately 103 acres and is zoned Residential Agriculture (RA). The
subdivision is proposed to develop in four (4) phases with 127 single family residential lots. A
master plan for this site was approved by the Planning and Zoning Commission on April 9, 2014.
According to UDC Sec. 21.12.6.F.2 major amendments require resubmittal and approval of a new
master plan application. The proposed master plan has increased the total number of lots from 121
to 127. The increase in density with the addition of these six (6) lots constitutes a major
amendment.
This development is designed to have three (3) points of access via Ivy Jet through the adjacent
subdivision The Reserve at Schertz via N. Graytown Road, and two points of access from Boenig
Drive. This site is serviced through 8" water lines and 8" sewer lines that will be extended
throughout the subdivision. Sewer service will be provided by the San Antonio River Authority
(SARA) who holds the certificate of Convenience and Necessity (CCN) for this site. Water service
will be provided by the City of Schertz. The applicant will be responsible for complying with
Unified Development Code (UDC), Section 21.9.9 Tree Preservation and Mitigation at the final
plat. The Developer has started discussion with Staff for an agreement for pump and haul.
Mr. James stated that a three party agreement (with the Developer, the City and SARA) will allow
him a certain number of lots and a time frame to do a pump and haul for a temporary period while
the right of way is acquired by SARA.
Mr. Cox stated that the Applicant will be responsible for all drainage associated with the subject
property, and for compliance with the Storm Water Ordinance. Two detention basins are proposed
to intercept storm water before it leaves the development. The site naturally drains to the FEMA
100 -year floodplain that is located between the site and Graytown Road. Sidewalks, hike and bike
trails will be required along both sides of all streets throughout the subdivision and along Lazar
Parkway, N. Graytown Road and Boenig Drive. The subject property is affected by the additional
design requirements of the UDC, Section 21.14.3 along Lazar Parkway and N. Graytown Road to
include landscaping buffers and screening. Landscape buffer lots have been provided adjacent to
N. Graytown Road and Lazar Parkway.
All streets will be developed to City of Schertz specifications including sidewalks and
improvements. The development is located adjacent to Graytown Road, Boeing Drive and the
proposed Lazar Parkway. Rough proportionality will be reviewed with each plat submitted to the
Planning and Zoning Commission. The applicant has indicated on the master plan that the
intersection of Largoza Avenue and Lazar Parkway will be constructed to the ultimate design of
Lazar Parkway at the time of platting for Unit 4. Staff will review the design of the intersection
with Unit 4 civil construction plans, to ensure that the proposed intersection will tie into the future
construction of Lazar Parkway. The design will assist in staff's determination and
recommendation on the rough proportionality request for this intersection at the time of platting.
Staff recommends approval of the Master Development Plan as submitted.
Mr. Dahle asked if we have an agreement with San Antonio on the Master Thoroughfare Plan, Mr.
James stated that we do not have an agreement with San Antonio, and will coordinate the
infrastructure with San Antonio. Mr. Crawford asked if the City has a liability with the pump and
haul. Mr. James stated that the developer will enter into an agreement with SARA and the City
and require them to put in monies in escrow in case something happens.

B. Waiver A - Rough Proportionality on roadway construction associated with PC2014 -042
Consider and act upon a request for approval of a waiver regarding Rough Proportionality
on roadway construction related to the proposed preliminary plat of The Reserve at Schertz
II, Unit 1, an approximately 29 acre tract of land situated in the Stacy B. Lewis Survey No.
317, Abstract No. 443 and the Antonio Zamora Survey No. 36, Abstract No. 82, City of
Schertz, Bexar County, Texas and generally located on Boenig Drive approximately 200 feet
southwest of the 'intersection of Laura Heights and Boenig Drive.
Mr. Cox presented this item by stating that the Applicant is proposing to develop The Reserve at
Schertz II which is approximately 103 acres that is zoned Residential Agriculture (RA). The
subdivision is proposed to develop in four (4) phases with 127 single family residential lots. The
applicant is seeking approval of a waiver, pursuant to Section 21.12.15, from Section 21.4.15.E.1
regarding the construction of public infrastructure at the Reserve at Schertz 11 Subdivision. The
subject property is currently undeveloped and is located on Boenig Drive approximate 200 feet
west of street Laura Heights adjacent to the Laura Heights Estates subdivisions. The proposed
subdivision is located adjacent to Graytown Road, Boeing Drive and the proposed Lazar Parkway.
The City's Master Thoroughfare Plan (MTP) designates a proposed north /south collector identified
as Lazar Parkway (86' ROW) that stretches from Lower Seguin Road to IH 10. A portion of the
proposed thoroughfare that is adjacent to the subject property is proposed to be dedicated at the
time of platting for each Unit of this subdivision. No portion of Lazar Parkway to the south has
been constructed due to rough proportionality, although the ROW has been dedicated. The MTP
also proposes an expansion of the existing Graytown Road (60' ROW) to an 86' ROW. The
applicant is providing the 13' dedication for Graytown Road which is proposed to be dedicated at
the time of platting for each Unit of this subdivision. Boenig Road is a City street not identified on
the MTP and would be considered a collector street. In accordance with the UDC, a collector
street in the City is a 60' ROW with 42 feet of pavement which includes curb and gutters. The
Boenig Road ROW is currently sub - standard. The applicant is proposing to provide variable width
ROW dedication along Boenig Drive adjacent to the subject property. The variable width
dedication includes 10' ROW dedication along the majority of Boenig Drive with the exception of
the curve areas along Boenig Drive where the dedication varies.
In order to determine if the required improvements are roughly proportional, Staff and the
applicant have agreed to utilize the City of San Antonio's methodology for evaluating rough
proportionality. Staff recommends approval of the waiver request for The Reserve at Schertz II
subdivision, Unit 1 based on the calculations provided by the applicant for rough proportionality.
The developer will be dedicating the necessary right -of -way.
Mr. Dahle asked about the work sheet calculations, leaving $22,800 on the table. Mr. James stated
that we do not have an ordinance and this may come in over or under the amounts calculated. Mr.
Dahle stated that we do not have the proper ordinance in place to properly collect monies for the
citizens.

C. PC2014 -042 The Reserve at Schertz Il, Unit 1— Preliminary Plat
Consider and act upon a request for approval of a preliminary plat of The Reserve at Schertz
II, Unit 1, an approximately 29 acre tract of land situated in the Stacy B. Lewis Survey No.
317, Abstract No. 443 and the Antonio Zamora Survey No. 36, Abstract No. 82, City of
Schertz, Bexar County, Texas and generally located on Boenig Drive approximately 200 feet
southwest of the intersection of Laura Heights and Boenig Drive.
Mr. Cox presented this item by stating that the Applicant is proposing to preliminary plat
approximately 29 acres of land establishing 36 single family residential lots with a minimum lot
size of 21,780 square feet and 25' building setbacks on all sides dictated by the zoning district.
This development is designed to have two (2) points of access off of Boenig Drive. While the
applicant is requesting a waiver to not improve Boenig Drive, it still provides a point of access in
its existing condition to the subdivision. The applicant has submitted a Tree Affidavit for this unit,
which indicates that there are no protected or heritage trees on the site. The tree mitigation and
preservation plan will be reviewed by Parks and Community Services department prior to approval
of the final plat.
There is no parkland being proposed with this subdivision. The Parks, Recreation and Community
Services Department has determined that a fee -in lieu of parkland dedication in the amount of
$1000 per dwelling unit will be paid by the Developer prior to recording of the final plat. All
public improvements required for this subdivision are required to be installed prior to recording of
the final plat of each Unit. This site is serviced through 8" water lines and 8" sewer lines that will
be extended throughout the subdivision. Sewer service will be provided by the San Antonio River
Authority (SARA) who holds the certificate of Convenience and Necessity (CCN) for this site.
Water service will be provided by the City of Schertz.
The applicant is responsible for all drainage associated with the subject property, and for
compliance with the Storm Water regulations. A drainage report has been reviewed and approved
by the City Engineer. The subdivision will be providing onsite detention. Sidewalks will be
constructed along both sides of the street throughout the subdivision and along Boenig Drive. All
sidewalks will be designed to meet the City of Schertz specifications. The subject property is
affected by the additional design requirements of the UDC, Section 21.14.3. along Lazar Parkway
to include landscaping buffers and screening. An 8' masonry screening wall will be constructed
along both sides of Lazar Parkway at the rear of each residential lot at the time of development.
Two landscape buffer lots (Lot 11, Block 19 and Lot 1, Block 18) adjacent to Lazar Parkway have
been provided with this plat.
Staff recommends approval of the preliminary plat.
Mr. Dahle asked about a map showing the aerial view of the detention area and where the water
will flow. Mr. Rodriguez showed the flow of the water on the map on the overhead. Discussion
followed between Staff, the Applicant and the Commission.
Mr. Dahle moved to approve this item as presented. Mr. Crawford seconded the motion. There
was discussion if the Commission had the correct Item number and Mr. Cox confirmed.

Consider and act upon a request for approval of a preliminary plat of The Reserve at Schertz
II, Unit 2, an approximately 27 acre tract of land situated in the Stacy B. Lewis Survey No.
317, Abstract No. 443 and the Antonio Zamora Survey No. 36, Abstract No. 82, City of
Schertz, Bexar County, Texas and generally located on Boenig Drive approximately 200 feet
southwest of the intersection of Laura Heights and Hoenig Drive.
Mr. Cox presented this item by stating that the Applicant is proposing to preliminary plat
approximately 27 acres of land establishing 38 single family residential lots with a minimum lot
size of 21,780 square feet and 25' building setbacks on all sides dictated by the zoning district. The
site is zoned Residential Agriculture (RA). This development is designed to have two (2) points of
access through Unit 1. The first point of access will be through Sheila Pond which intersects with
Gage Park and connects to Noah Way which extends to Boenig Drive. The second is through
Delanie Park which intersects Gage Park and connects to Trinity Way which extends to Boenig
Drive. Additionally, the proposed Largoza Avenue stub out will provide future access to Unit 4.
Sheila Pond and Delanie Park will be constructed with Unit 1. Prior to recording the final plat for
this Unit, the final Plat for The Reserve at Schertz II, Unit 1 must be filed with the County Clerk's
office.
The applicant will be responsible for complying with Unified Development Code (UDC), Section

Mr. Dahle asked about the surrounding property which is wildlife exempt and how will the
residents obtain access. Ms. Wood stated that the property has access through Laura Heights.

5. REQUESTS AND ANNOUNCEMENTS
A. Requests by Commissioners to place items on a future Planning and Zoning Agenda.
• Mr. Dahle would like to have a septic tank discussion specifically on lot sizes.
• Mr. Evans asked for an update on information on the TxDot recommendation on
billboard signs.
• Mr. Dahle asked if they could have an update on the bond project with the Lower
Seguin Road project status.
B. Announcements by Commissioners.
• Mr. Dahle stated that he attended the City Council meeting last night and Council
approved the issuance of obligation of bonds for the south Schertz sewer plant.
• Mr. Greenwald stated that there is a sign up next to Christian Brothers on FM 3009 for
Dunkin Dennis.

agenda.
• Ms. Sanchez stated that City offices would be closed on Monday, September 1, 2014

2014 and August 22, 2014.
