BACKGROUND: A preliminary plat for the entire Riata Subdivision, Units 1 through 5, was approved by the
Planning and Zoning Commission on May 10, 2006.
ITEM SUMMARY: The applicant is proposing to final plat approximately 10 acres of land establishing 42 single
family residential lots with a minimum lot size of 6,600 square feet. The property is zoned Single Family
Residential District — 7 (R -7). This application was reviewed under UDC, Ordinance 96 -S -28, as amended.
GENERAL LOCATION AND SITE DESCRIPTION: The subject property is currently undeveloped and is
generally located north east of the intersection of Wiederstein Road and Fairlawn Avenue.
ACCESS AND CIRCULATION: The UDC, Article 14, requires that all residential subdivisions have a minimum
of two (2) locations accessing existing public streets. Unit 4C of this development is designed to have one point
of access via Fairlawn Avenue which runs north and south from the IH 35 frontage Road to Wiederstein Road,
a second point via Fairfax Drive extension to Wiederstein Road.
TREE MITIGATION AND PRESERVATION: The applicant is responsible for complying with the Unified
Development Code (UDC), Section 21.9.9 Tree Preservation and Mitigation. A tree affidavit has been submitted
indicating that there are no protected or heritage trees on the subject property. No tree mitigation fees are due
at time of platting.
PARKS: All applicable parkland dedication and development fees for this Unit have been paid in full by the
Developer in November 2011. No parkland fees are due at this time.
PUBLIC SERVICES: The site is serviced by Schertz water and sewer, CPS, AT &T, and Time Warner Cable.
PUBLIC IMPROVEMENTS: All public improvements required for this subdivision are required to be installed
prior to recording of the final plat of each Unit per UDC, Section 21.4.15., unless otherwise specified in an
approved development agreement. The civil construction plans have been reviewed and approved by the
Public Works and Engineering Departments.
Water and Sewer: This site is serviced through 8" water lines and 8" sewer lines that will be extended
throughout the subdivision.
Drainage: The applicant is responsible for all drainage associated with the subject property, and for compliance
with the Storm Water regulations. A drainage report has been reviewed and approved by the City Engineer.
Drainage requirements and standards are defined in Article 13 Land Disturbing Activities and Drainage —
Section 21.13.2 Drainage and Section 21.13.3 Stormwater Management Plan of the Unified Development
Code.
Sidewalks Hike and Bike Trails: Sidewalks will be constructed along both sides of the street throughout the
subdivision and along Wiederstein Road. All sidewalks will be designed to meet the City of Schertz
specifications.
Road Improvements: All streets will be developed to City of Schertz specifications. The development is located
adjacent to Wiederstein Road. Wiederstein Road is designed on the MTP as a secondary arterial (86' ROW) a
variable width ROW has been shown for dedication. Construction plans for all public improvements including
improvements to Wiederstein Road have approved by Public Works and Engineering.
STAFF ANALYSIS AND RECOMMENDATION:
The final plat has been reviewed with no objections by the City Engineer, Public Works, Parks, Inspections, Fire
and Police and is consistent with all applicable zoning requirements, ordinances, and regulations. Staff
recommends approval of the final plat.

ITEM SUMMARY: The applicant is proposing to final plat approximately 23 acres of land establishing 58 single
family residential lots with a minimum lot size of 9,600 square feet. The site is zoned Single Family Residential
District -1 (R -1).
GENERAL LOCATION AND SITE DESCRIPTION: The subject property is currently undeveloped and located
off Oak Run approximately 750 feet north of Live Oak Road. The property contains an existing 16' waterline
and a 20' drainage easement along the south side of the property, as well as, a 30' pipeline easement at the
rear of Lots 1 thru 8, Block 2 on the southeast corner of the property.
ACCESS AND CIRCULATION: The UDC, Article 14, requires that all residential subdivisions have a minimum
of two (2) locations accessing existing public streets. This development is designed to have two (2) points of
access via Oak Run Street through the Mesa Oaks Subdivision and via Water Oak Street through The Reserve
at Mesa Oaks Subdivision.
TREE MITIGATION AND PRESERVATION: The applicant will be responsible for complying with Unified
Development Code (UDC), Section 21.9.9 Tree Preservation and Mitigation. The applicant has submitted a
Tree Preservation and Mitigation Plan which indicates that there are three (3) protected class trees and one (1)
heritage size tree on the property. The applicant will be removing one (1) protected size tree requiring eight
inches (8 ") of mitigation or a fee in lieu in the amount of $800. Mitigation is due at the time the tree is removed.
PARKS: The Developer has elected to pay a fee in -lieu of parkland dedication and development. A fee in the
amount of $1000 per dwelling unit must be paid by the Developer prior to recording of the final plat. This
application was reviewed under UDC, Ordinance 11 -S -15.
PUBLIC SERVICES: The site is serviced by Schertz water and sewer, GVEC, AT &T, and Time Warner Cable.
PUBLIC IMPROVEMENTS: All public improvements required for this subdivision are required to be installed
prior to recording of the final plat per UDC, Section 21.4.15., unless otherwise specified in an approved
development agreement. The civil construction plans must be reviewed and approved by the Public Works and
Engineering Departments prior to final plat approval.
Water and Sewer: This site is serviced through 8" water lines and 8" sewer lines that will be extended
throughout the subdivision.
Drainage: The applicant is responsible for all drainage associated with the subject property, and for compliance
with the Storm Water regulations. Drainage report has been reviewed and approved by the City Engineer. The
subdivision will provide onsite detention.
Sidewalks Hike and Bike Trails: Sidewalks will be constructed along both sides of the street throughout the
subdivision. All sidewalks are designed to meet the City of Schertz specifications.
Road Improvements: All streets will be developed to City of Schertz specifications. Construction plans for all
public improvements have been submitted and approved by Public Works and Engineering.
STAFF ANALYSIS AND RECOMMENDATION:
The plat identifies a pipeline easement exists at the rear of Lots 1 thru 8, Block 2 on the southeast corner of the
property. As requested by Staff, the applicant has provided a detail showing that the lots encumbered by the
pipeline easement are buildable lots. The applicant has indicated that they are currently working on having the
pipeline easement vacated and documents will be filed by separate instrument with the Guadalupe County
Clerk's office. Staff has requested a copy of the recorded documents be submitted to the City.
The final plat has been reviewed with no objections by the City Engineer, Public Works, Parks, Inspections, Fire
and Police. The plat is consistent with all applicable zoning requirements, ordinances, and regulations. Staff
recommends approval of the final plat.
