Call to order by each governing body.
2. Public hearing, discussion and update on the Lone Star Rail funding agreement.

1. CALL TO ORDER OF THE REGULAR PLANNING AND ZONING COMMISSION MEETING.
2. HEARING OF RESIDENTS
This time is set aside for any person who wishes to address the Planning and Zoning Commission. Each person should fill out the Speaker’s
register prior to the meeting. Presentations should be limited to no more than three (3) minutes. Discussion by the Commission of any item not
on the agenda shall be limited to statements of specific factual information given in response to any inquiry, a recitation of existing policy in
response to an inquiry, and/or a proposal to place the item on a future agenda. The presiding officer, during the Hearing of Residents portion
of the agenda, will call on those persons who have signed up to speak in the order they have registered.

The Schertz Planning and Zoning Commission convened on April 8, 2015 at the Municipal
Complex, Council Chambers, 1400 Schertz Parkway Building #4, Schertz, Texas.

Mr. Richmond called the meeting to order at 6:00 P.M.
2. HEARING OF RESIDENTS
No one spoke.
3. CONSENT AGENDA
A. Minutes for February 25, 2015 and March 11, 2015 Regular Meeting.
Mr. Richmond stated that since there was different attendance at both of these meetings, they
would consider each consent item separately. Mr. Dahle moved to approve the Minutes of the
February 25, 2015 meeting. Mr. Glombik seconded the motion. Vote was 7-0. Motion carried.
Mr. Crawford moved to approve the Minutes of the March 11, 2015 meeting. Mr. Greenwald
seconded the motion. Vote was 6-0-1 with Mr. Dahle abstaining. Motion carried.
B. Consider and act upon a request for approval of a final plat of the Rhine Valley
Subdivision, Unit 3A, an approximately 11 acre tract of land situated in the Miles S.
Bennett Survey No. 75, Abstract No. 61, County Block 5057, the Julian Diaz Survey
No. 66, Abstract No. 187, County Block 5059, and the William Bracken Survey No.
74, Abstract No. 43, County Block 5056, City of Schertz, Bexar County, Texas,
generally located on Ray Corbett Drive 2200 feet east of the intersection of Ray
Corbett Drive and FM 1518.
Mr. Dahle moved to approve item 3B on the consent agenda. Mr. Crawford seconded the motion.
Vote was 7-0. Motion carried.

A. Public Hearing, presentation and discussion regarding the City of Schertz
Thoroughfare Plan and Roadway Impact Fee Study.
Mr. James gave an update on the City of Schertz Thoroughfare Plan and Roadway Impact Fee
Study with the following points:
City Council approved the contract for Freese and Nichols for the thoroughfare Plan update
and the Roadway Impact Fee, and TSAC and P&Z will give feedback and input on the process
as a Steering Committee.
Last update was in 2002 on the Thoroughfare Plan with some adjustments.
Process will take about 10 months.
Identify Issues and Develop Policies.
Coordinate with other agencies (San Antonio, New Braunfels, Cibolo, Universal City,
Converse, Selma, Garden Ridge, Guadalupe County, Comal County, Bexar County, Alamo
Area Metropolitan Planning Organization, and TxDot.
Analyze Existing Thoroughfare System.
Future Land Use Growth Scenarios.
Development of Thoroughfare Plan.
Plan Strategies and CIP Programming.
Plan Adoption and Documentation.
Roadway Impact Fee Study.
Establish Services Area.
Inventory Existing Roads.
Determine Projected Demands.
Capital Improvements Program.
Calculation of Maximum Cost per Service Unit.
Develop Land Use Equivalency Table.
Documentation of Methodology, Findings and Calculations.
Roadway Impact Fee Ordinance Adoption.
Roadway Proportionality.
Mr. Richmond opened the Public Hearing at 6:18 P.M.
Robert Brockman, 1000 Elbel Road, spoke on additional crossing across Cibolo Creek and
sidewalks.
Mr. Richmond stated that items will be developed during the 10 month process.
Mr. Richmond closed the Public Hearing at 6:25 P.M.
Mr. Greenwald suggested that Freese and Nichols should talk to the school district regarding their
plans. Mr. Crawford asked if they are looking at a 5 year window. Mr. James stated yes, they will
be looking at 5 year, 10 year and 20 year windows.

B. Announcements by Commissioners.
Mr. Dahle stated that the Charter Review Commission meeting will be on April 15,
2015 and will be prioritizing what will be on a ballot and to hand off the remainder to
City Council.
Mr. Dahle stated at last night’s City Council the Charter Review Commission morphed
into a Bond Committee and wanted to throw this out for discussion at some time.
Mr. Braud stated that Abel’s is closing this Sunday and will take a week off before
opening at the new location.
Mr. Greenwald stated that the sound system has been revised and to talk into the mic.
C. Announcements by City Staff.
Ms. Sanchez stated that Jazz in the Park is this weekend.
Ms. Sanchez stated that the Volunteer Fair will be April 9, 2015.
Ms. Sanchez stated that the next meeting will be April 22, 2015.
