Title: Human Resources Director Department: Human Resources

POSITION SUMMARY: Provides responsible direction and leadership in HR matters
and manages HR functions for the City, including directing and administering programs
in employee relations, compensation and classification, benefits, wellness initiatives,
safety, and related personnel practices
ORGANIZATIONAL RELATIONSHIPS:
1. REPORTS TO: Chief of Staff
2. DIRECTS: Directs the work of all HR personnel
3. OTHER: Works closely with all city employees. Has contact with
representatives of state and federal agencies,
vendors/providers, and the general public.
ESSENTIAL DUTIES & RESPONSIBILITIES:
· Directs the strategic planning for the HR Department
· Supervises, trains, and develops HR Staff;
· Assigns work and establishes performance objectives for HR Staff;
· Researches, plans, develops, and implements policies, procedures, and
programs, which allow for efficient operation of personnel functions for the
City and enhancement of the workplace;
· Spearheads assessment center and promotional testing programs
· Ensures personnel policies and practices are legally compliant;
· Investigates complaints and assists in the mediation and resolution of
workplace conflicts;
· Advise, confer, and counsel employees, supervisors, and managers in the
handling of interpersonal relationships, conflict resolution, and consensus
building;
· Directs the employee performance management system;
· Represent the HR department with community groups and other governmental
agencies as required;
· Provides budgetary guidelines for employee salaries and benefits;
· Oversees the HR budget and assists in budget preparation as needed;
· Assists managers, supervisors, and other staff in the interpretation and
application of personnel rules and regulations;

· Administers the planning of compensation and classification, providing
review and recommendations for salary adjustments, conducting salary
surveys, preparing and analyzing statistical data, and auditing new positions
and reclassifications;
· Develops and oversees employee benefits programs for insurance, deferred
compensation, retirement, leave, Section 125, etc.;
· Directs the training and development programs;
· Makes presentations to City Council regarding HR programs and other HR
issues impacting the City;
· Assists City Manager with long-range strategic planning for organization
development and structure;
· Assists and collaboratively works with the Finance Department in the areas of
payroll rules, procedures, and applications;
· Oversees the recruitment processes, including the screening, testing, and
processing of applications for City employment;
· Performs other duties as assigned;
PHYSICAL AND ENVIRONMENTAL CONDITIONS:
The Human Resources Director must be able to lift and carry up to 20 pounds and to
pull, push, or drag up to 50 pounds of materials and supplies. The Human Resources
Director is required to stand or sit for extended periods. The Human Resources
Director must use eyes, ears, hands and fingers to perform assigned duties and
responsibilities. The job of The Human Resources Director is performed mainly
indoors in a climate-controlled environment.
REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND TRAINING:
Knowledge: The Human Resources Director must demonstrate knowledge of and
ability to apply general business and human resource management practices and
procedures and good knowledge of governmental personnel operations. He or she
must also have knowledge of common insurance terms, all local, state, and federal
laws pertaining to benefits, compliance, employment law, and compensation, and
budgeting procedures and formats.
Skills/Abilities: Analyze and evaluate programs, policies, procedures, and/or services;
coordination of personnel activities to best utilize available resources; planning and
coordinating training activities; interviewing and maintaining and high degree of
confidentiality; prioritizing work assignments; establishing and maintaining good
working relationships with the other City employees and the public; and conflict
resolution. Ability to supervise and motivate employees develop and maintain a
human resources management program based upon established goals and objectives
of the City and fiscal responsibility; resolve grievances; provide City management

analyze, and communicate a variety of information; establish and maintain effective
working relationships with city officials, city departments, state and federal officials,
community organizations and groups, and the general public; and demonstrate
proficiency in both oral and written communication.
REQUIRED EDUCATION, WORK EXPERIENCE, CERTIFICATIONS AND
TRAINING:
1. A High School Degree or GED equivalent;
2. A bachelor’s degree in Human Resources Management, Communications, Business,
Psychology or related field;
3. Seven (7) years of progressive Human Resources experience, at least four (4) of which
is in a supervisory capacity;
4. PHR or SHRM-CP certification preferred
5. Any equivalent combination of experience and training that demonstrates the required
knowledge, skills, and abilities.
6. Valid Texas driver’s License is required or obtain within 30 days from date of hire.
PREFFERED EDUCATION, WORK EXPERIENCE, CERTIFICATIONS AND
TRAINING:
1. SPHR or SHRM-SCP
2. Master’s degree in Human Resources Management, Business Administration, I/O
Psychology or related field
