The Transportation Safety Advisory Commission (fSAC) convened for a meeting on April 2,
k 2015 at 5:30 p.m. in the Council Chamber Conference Room, Building 94, 1400 Schertz
Parkway, Schertz, Texas 78154.

HEARING OF RESIDENTS
Nlr. Robert MicMann is concerned with the one mile stretch from on Nloming Drive from 35 to
Colvert's Cove, A study done 5 years ago showed 485 cars passing through, 500 needed to call
for City action. 'I'lle only outlet is Colvert's Cove. States they need help with speed humps.
1. Minutes: Consideration and/or action regarding the approval of the minutes of the March
5, 2015 Meeting.
A motion was made by Commissioner John Cook to approve the minutes of the Nlarch 5,
2015 Meeting. Second by Commissioner Eric Ilaugen. A461ion passed. 116 1 e 1 t, (I.v
unanimous.
2. Flashing Yellow Turn Lights: Engineering had Commission watch 3 minute video on
other cities who currently have flashing yellow turn lights and have seen a significant
decrease in traffic related issues. TxDot currently is proposing to change out the
intersection light on FM3009. Commissioner Bowers stated he feels like this is a step in
the right direction. Commission, as a whole, agreed.
A motion was made by Commissioner Bill Bowers to support TxDot in their efforts to
change out City lights. Second by Commissioner Larry Franklin. Ilotion passed Vole

3. Staff Comments: Assistant Police Chief Bane gave update on Paschal Elementary traffic
issues. Appears that the morning route issues have cleared up due to the eliantle is Student
drop-off. Police Department will continue to work with them on afternoon issues. New plan
will be in effect for time drop-off times by the be-inning of next school year, if not before.

Still soiling out some light issues on traffic light at Savannah due to moisture, still light,
etc. The City has begun to enforce traffic laws within Carolina Crossing South. No street
maintenance will be provided as it remains a gated community. Ms. Paloino gave an update
on Schwab Road stating that the Streets Supervisor & Eff are still working to coordinate a
time for them to meet with the aggregate businesses to discuss the truck weight issues and
damage to the roads. Will continue to try and make progress regarding this issue. Appears
that TxDot has reset the light timing on FNM3009 & Fair Oaks Lane. Nis. Palorno to check
on this for verification. Elbel Road count studies were conducted near YMCA and Samuel
Clemens High School crossing light. We will study that data and continue to look for
solution to the traffic issues in that immediate area. Update oil City Council and Hands Free
Ordinance given. Scheduled to be back on CC Agenda on April 7, 2015. Kathy Woodlee
asked Commission to think about items that are needed. Considering asking for a TSAC
line item on the upcoming City Budget.
4. Future agenda items requested by Commissioners: Conirnissioner Bowers asked that we
look at how many recreational and commercial vehicles are allowed to be parked in a
citizen's, driveway. Requesting an update on policy reading on this particular ordinance.
