MINUTES OF MEETING
Thursday, November 13, 2014 —11:30 a.m.
1. Call to Order and Establish a Quorum
Mayor Carpenter called the meeting to order at 11:58 A.M., and a quorum was
present.
2. Welcome and Introductions
Mayor Carpenter had all attendees stand and introduce themselves.
3. Approval of Minutes for October 9, 2014.
Mayor Jackson made a motion seconded by Mayor Williams to approve the minutes
of the regular meeting of October 9, 2014. Motion passed.
4. Approval of the Treasurer's Report for October 2014.
Mayor Suarez made a motion seconded by Mayor Daly to approve the Treasurer's
Report for October 2014. Motion passed.
5. Discussion and possible action regarding NEP's Contribution to RAPCO.
Given the current dollar amount currently in that account, we are going to take action
to stop funding that account until such time that it is drawn down upon and needs to
be replenished again. All attendees were in favor, so the motion passed.
6. Information Items
A. Report from Tri County Chamber of Commerce.
Mayor Carpenter recognized Mr. Pat Obrien who stated their mixer will be at
Fairfield Inn at 5:30 p.m. The 5K Run -Walk with the City of Live Oak will be
on November 22. This Sunday from 12 to 2 there will be a blood drive for Mayor
Dalton at City Hall at the City of Garden Ridge.
B. Report from Schertz Chamber.
Mayor Carpenter recognized Ms. Maggie Titterington, who stated their member
chamber business appreciation dinner will be this Friday night. Starting
November 24, 2014, we will begin our 12 days of Chamber Christmas cash with
20 businesses participating. December 2, 2014 is the last chamber luncheon of
the year and there will be a presentation on tax updates and we will distribute our
DECA scholarships to both Clemens and Steele High School students. On
December 4, 2014, is our last mixer of the year at Hampton Inn and Suites from
5:30 -7:00 p.m. The City of Schertz will have its Festival of Angels parade
beginning at 6:00 p.m. on Friday, December 5, 2014. On December 13, 2014,
the City of Cibolo will have their Holiday Parade and Tree Lighting ceremony,
starting at 10:00 a.m. The City of Selma will have their service members walk
on January 17, 2015.
C. Report from Randolph Air Power Community Council (RAPCO).
Things are changing. Things are going well. The website mentioned last month is
now up. He will get those directions out.
D. Report on Bicycle Mobility Advisory Committee.
No report provided at this time.
F. Report from Metropolitan Planning Organization (MPO).
Mayor Carpenter recognized Mayor Daly with the City of Selma who updated
everyone regarding the voting results of Proposition 1.
7. New Business
1. Presentation by Mr. Jarvis Anderson — Director Bexar County Community
Supervision & Corrections Department regarding `Community Supervision'
Mayor Carpenter introduced Mr. Anderson who stated he has been with the
department since 1993, went to Texas Lutheran University and did his internship
in Schertz. Community is very important in what we do. We have about 41
thousand people actively reporting to probation right now. About 500 actually live
in your community here and they travel about an average of 45 minutes to their
probation officer. He receives his funding from the state of Texas, 67 %. Part of
their job is to collect fees and fines for the program operations. Probation is for
those individuals who do not go to jail but are required to have supervision; it is
cheaper than jail time; $50 versus $2. They do community service as part of their
term in the communities where they live. The savings return on investment in
very good. Goodwill uses a lot of their services. Also, in Bexar County they have
residential treatment facilities for those that are victims of substance abuse,
bipolar and major depression. It is a very good facility.
8. Establish a Date and Time of the Next Mayor's Workshop — December 4, 2014 —
City of Selma
Mayor Carpenter stated the City of Selma was up next to host the meeting at 6:00
p.m. however, they would not be able to do so. Mayor Carpenter stated they
would check with Mayor Williams of City of Universal to see if they could do it
instead.
9. Establish a Date and Time of the next Northeast Partnership for Economic
Development Meeting – December 11, 2014.
Mayor Carpenter mentioned that the next Northeast Partnership meeting will be
held December 11, 2014, Olympia Hills Golf & Conference Center.

10. Item of Interest by Members.
Mayor Carpenter recognized Mayor Tom Daley City of Selma who announced
the upcoming 5K Run for the wounded warriors on January 17, 2015. They are in
need of more sponsors.
Mayor Carpenter recognized Mayor Jackson City of Cibolo who stated December
17, 2014; they will have their holiday parade.
Mayor Carpenter recognized Mayor Pro -Tem Nadine Kraus City of Garden Ridge
who said they would have their blood drive for Andrew Dalton this Sunday 12:00
to 2:00 p.m. at City Hall.
City Manager City of Live Oak, Scott Wayman who announced their upcoming
Shop Live Oak 5K Run/Walk, Saturday, November 22' 2014, 8:00 a.m. event, He
stated this was the first ever Shop Live Oak 5K, in support of shopping locally,
will begin at the Live Oak Pool and Clubhouse at 7901 Shin Oak Dr. The route
will travel through the neighborhoods of Live Oak, through one of our most
successful small business districts and return to the Clubhouse. Afterward,
participants can continue the fun with a Polar Plunge in the pool to cool off! This
wonderful event is sponsored by the Live Oak Economic Development
Corporation and is benefiting the Tri County Chamber of Commerce. To register

City Manager Scott Wayman also announced the selection of their new Assistant
City Manager, Jordan Matney.
Mayor Carpenter stated the City of Schertz just had the dedication of their new
Veterans Memorial this past Tuesday, he stated it was an amazing event and over
200 turned out.

Mayor Carpenter adjourned the meeting at 12:40 p.m.
