MINUTES OF MEETING
Thursday, April 9, 2015 —11:30 a.m.
1. Call to Order and Establish a Quorum
Mayor Jackson called the meeting to order at 12:00 P.M., and a quorum was present as
Mayor Dennis had provided her proxy to Councilmember Ed Cimics and Mayor
Carpenter had provided his proxy to Mayor Pro -Tem Cedric Edwards.
2. Welcome and Introductions
Mayor Jackson had all attendees stand and introduce themselves.
3. Approval of the Minutes for March 12, 2015
Mayor Daly made a motion seconded by Mayor Pro -Tem Edwards to approve the
minutes of the meeting of March 12, 2015. The vote was unanimous. Motion
Passed.
4. Approval of the Minutes for the Special NEP Mayor's Workshop meeting for
April 2, 2015.
Mayor Daly made a motion seconded by Mayor Knaus to approve the Minutes for the
Special NEP Mayor's Workshop for April 2, 2015. The vote was unanimous. Motion
Passed.
5. Approval of Treasurer's Report for March 2015.
Mayor Pro-Tern Edwards made a motion seconded by Mayor Williams to approve the
Treasurer's report for March 2015. The vote was unanimous. Motion Passed.
6. Discussion and action regarding financial support to the Heidi Search Center.
Mayor Jackson asked that this item be tabled to the next meeting to allow Mayor
Dennis and Mayor Carpenter to provide their thoughts.
7. Discussion and action regarding adding the City of Marion to the list of
Partnership Members of the Northeast Partnership in accordance with
paragraph 5.01 Northeast Partnership Members, Article V — Membership.

Mayor Jackson recognized Mayor Knaus who stated that she had received an
application and membership dues from the City of Marion wanting to join and be
added to the list of Partnership Members of the Northeast Partnership for Economic
Development.
Mayor Knaus made a motion seconded by Mayor Williams to approve adding the City
of Marion to the list of Partnership Members of the Northeast Partnership for
Economic Development. The vote was unanimous. Motion Passed. Members
present welcomed the City of Marion.

Mayor Jackson recognized Ms. Maggie Titterington who provided
information on the Chambers past and upcoming events.
- Spring Fling Fiesta — Play begins April 16, 2015 through April 26, 2015.
Pick up your playing forms beginning April 16th at the following
participating Schertz Chamber Businesses: Urgent Care, TAZAS Cafe,
Schertz Chamber of Commerce, Schertz Parkway Physical Therapy,
Brighter Futures Learning Centers, STRIC (South Texas Radiology,
Momma J's Cookies, Re/Max, Color Clay, Emily's Place, Pawderosa,
SportsClips, Schertz Auto Service, My MADEA's, Bahama Bucks, Air
Force Federal Credit Union, Mattenga's Pizzeria, FreeB!rds, State Farm,
Silvers Pet & Feed Supply. Ms. Titterington stated that between April 16th
and April 26 if you visit all the listed businesses and turn in your playing
sheet your name will go into a drawing. She stated that on April 30, 2015,
5:30 p.m. at the Schertz ChamberNisitor Center will be hosting a party on
the patio to draw for prizes.
- Tonight, April 9, 2015, 5:30 to 7:00 p.m. City of Schertz is hosting the
Community Volunteer Fair, Schertz Civic Center.
- April 23, 2015, 6:00 p.m. — 7:00 p.m. — Meet the Candidates, Selma City
Hall.
- April 24, 2015, Joint Ribbon Cutting — Hands & Harmony, they are off of
University Blvd., 3:00 p.m.

C. Report from Randolph Air Power Community Council (RAPCO).
As Mr. O'Brien was not available no report was provided.

E. Report from Metropolitan Planning Organization (MPO).
Mayor Jackson recognized Mayor Tom Daly who stated at the last MPO
meeting there was a call out to cities to provide a listing of road projects they
each have. Mayor Daly indicated that if they wanted to send the list to him he
would carry them forward to the MPO group.
Mayor Daly indicated that the Cities of Live Oak, Selma and Cibolo have had
to go out on their own to find funding for their roads, i.e., Lookout Road, and
FM 1103. He stated that the MPO is not assisting in these types of projects.
Mayor Daly stated that he will continue to fight with the MPO for the roads
the various cities needs.
9. New Business.
A. Presentation by Mr. Ivan Jaime, Director of Public Affairs for Union Pacific.
"Union Pacific operations in the greater San Antonio area and beyond ".
A presentation was provided by the Director of Public Affairs Mr. Ivan Jamie with
Union Pacific. Mr. Jamie answered questions.
B. Presentation by Mr. John Boggess and Mr. Rick Illgner with ASR Leasing
Program Communications.
A presentation was provided by Mr. John Boggess and Mr. Rick Illgner regarding the
ASR Leasing program. Mr. Boggess and Mr. Illgner answered questions.
10. Discussion and update regarding the 2015 Legislative Session.
Mayor Jackson recognized by a show of hands those who were able to go on the Austin
trip. Mayor Jackson stated that they spent the day at the Capital visiting several
Representatives and Senators. Some were more successful in getting in front of
Representatives such as Mayor Daly and Lt. Col. Robin Baldwin. Mayor Jackson
recognized Lt. Col Robin Baldwin who stated that back in August we came to this group
asking for a lot of help to address their encroachment issues. One of the outcomes was a
Resolutions from every City within the Northeast Partnership, Guadalupe County, Bexar
County, City of San Antonio and the Alamo Council of Governments all calling for three

(3) pieces of Legislation. (1) Notification for people living near airports or people
purchasing homes near airports that they may be affected by the Randolph Air Force
Base Operations, (2) Ensuring compatible development within the Base and the
surrounding communities (3) Control the extra territorial jurisdiction areas within the
military commission, all three of these were heard last week, Commissioner Jim
Wolverton and Mayor Carpenter came up that day to testify as well as Mayor Daly who
sent up a statement to be read. The Texas Department of Realtors supported these three
bills as well. He stated that should be pulling them out of committee today and voting on
them, but it did not happen due to the Chair being out today. They are standing by to see
and really appreciates all the Northeast Partnership has done supporting these bills as
well as supporting the base. They continue to partner with the Northeast Partnership
Group and thanked them.
Mayor Jackson stated it was a short trip and long day and appreciated having several
Representatives join them for lunch. Mayor Jackson stated that there is still a lot more
that the Cities can do, and if you have any issues or things that you are passionate about
within your cities she highly encourages those to take a trip to Austin for your voices to
be heard.
Mayor Jackson recognized Mayor Knaus who stated that the main issues are the tax caps
and taxing limits and debt limits are still on the table and still a problem should they be
passed. Mayor Knaus encourage all those present to visit the TML website to view the
filed bills. The Legislature is looking like they are making a major push for local control
and we need to continue to be active and keep up the pressure with their Representatives
and not let up.
11. Establish a Date and Time of the Next Mayor's Joint Workshop with the Guadalupe
Regional Mayor's Association — May 7, 2015 — City of Kirby or City of Live Oak.
Mayor Jackson recognized City Secretary Brenda Dennis who stated that the City of
Kirby did confirm. Mayor Jackson stated that the next time this group will meet is May
14, 2015. Mayor Jackson stated that it is very important and helpful for those to RSVP to
Brenda of their attendance at upcoming meetings as this will allow them to order the
correct amount of food.
12. Establish a Date and Time of Next Northeast Partnership

The City of Cibolo provided the door prizes for this meeting. Mayor Jackson stated that
the City of Converse had the door prizes for the May 14, 2015 meeting.
13. Items of Interest by Members.

Mayor Jackson recognized Dr. Follins with the Northeast Lakeview College who
provided a briefing regarding the recent and upcoming activities of the college.
Mayor Jackson recognized Mr. Ramon Chapa with Commissioner Tommy Calvert's
office who stated that Commissioner Calvert has a Second Chance Job Fair coming up at
the AT & T Center, May 7, 2015.
Mayor Jackson recognized Councilmember Ed Cimics who stated that at their table he
has passed out flyers regarding a free shredding day, May 2, 2015, between 9 and 12 at
the City of Live Oak, the event is free.
Mayor Jackson stated that there are several flyers on the table of upcoming events and to
please take these back to your communities as you leave today.
Mayor Jackson recognized Mayor Knaus who stated that a Cub Scout Group will be
hosting a tree dedication ceremony at their City Hall on May 2, 2015, at noon behalf of
their late Mayor Dalton who passed away in January. For more information please go to

14. Adjournment.
Mayor Jackson recognized Councilmember Cimics who made a motion to adjourn
seconded by Mayor Jackson. The vote was unanimous. Mayor Jackson adjourned the
meeting at 12:45 p.m.
