Engineer JD 07 Jun 14 (2)JOB DESCRIPTION Title: Engineer Department: Engineering Location: 10 Commercial Place Grade: 35 ($57,797 - $66,392) Annually Classification: Salaried; Exempt EEO-4: Professional JOB SUMMARY: Under general supervision, performs engineering plan review activities to ensure compliance with City regulations and policies and acts as project manager on capital improvement projects (primarily water, wastewater, streets, and drainage). ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Assists in responding to requests related to the City’s water, wastewater, drainage, and roadway infrastructure. Provides information to the public in person and in written communication concerning subdivision and site development engineering requirements, water and wastewater utilities, development regulations, clearing and grading, etc. Performs detailed engineering calculations. Assists with the development and maintenance of standard construction details. Assists with the development and maintenance of technical specifications for construction. Assists in development and writing of technical guidance documents. Reviews civil construction plans and technical specifications for compliance with City requirements and standards and generally accepted practices. Reviews development applications including plats, plans, and specifications for compliance with applicable City codes and ordinances. Reviews drainage reports, traffic impact analyses, and other required documentation in support of development applications. Assists in evaluating the capacity of the City’s thoroughfare, drainage, water, and wastewater systems. Uses computerized software programs to prepare drawings, maps, and exhibits to provide technical advice and guidance on projects. Oversees project progress from concept to construction and warranty. Prepares or assists in the preparation of estimates of quantities and costs. Requests and evaluates consultant fee proposals. Monitors and recommends approval of requested compensation for professional services. Reviews all design and bid packages prepared by consultants. Attends pre-bid conferences. Analyzes bid results. Makes recommendations on accepting or rejecting bids. Manages capital improvement projects including design and construction. Conducts field inspections of construction projects. Reviews and recommends approval of contractor payment applications. Coordi nates with other divisions, departments, or agencies on projects. Conducts public meetings and various public relations tasks. Staffs Transportation Safety Advisory Committee. Prepares and presents information verbally and in writing to the City Council and other bodies and organizations. Provides assistance in the preparation of preliminary and long range plans, schedules, estimates, and budgets. Assists the City Engineer in the development, design, and management of capital improvement plans and construction projects. Performs related duties and fulfills responsibilities as required. Required Knowledge, Skills, and Abilities. Knowledge of established engineering principles and methods. Ability to conduct engineering research and apply results to engineering problems. Ability to communicate clearly and effectively, both verbally and in writing. Ability to research, analyze, and compile engineering data. Knowledge of pertinent federal, state, and local laws, codes, and regulations related to engineering, construction, and development. Ability to read, comprehend, and interpret plans, specifications, and construction documents. Ability to prepare detailed technical reports. Knowledge of construction cost estimation. Knowledge of construction contracts. Skill in conducting field investigations to evaluate infrastructure issues and recommend resolutions. Ability to interpret and make decisions in conformance with established policies and practices. Knowledge of floodplain hydraulics and hydrology. Knowledge of water, wastewater, stormwater, and transportation modeling. Knowledge of principles and practices of pavement management and design. Knowledge of principles and practices of traffic and transportation systems. MINIMUM EXPERIENCE AND TRAINING: Four years of engineering experience. EDUCATION: Bachelor’s Degree in Engineering from an accredited college or university. CERTIFICATIONS, LICENSES, REGISTRATIONS: Texas Professional Engineering license OR must obtain a license to practice in the State of Texas within six months of employment. Valid Class “C Texas Drivers License (TDL) or obtain within 6 months of date of hire. EQUIPMENT AND MATERIALS: Ability to use a personal computer, engineering applications, data management software, Microsoft Office Suite, Global Information Systems (GIS), water, sewer, and drainage modeling software. Proficiency with AutoCAD strongly desired. WORK ENVIRONMENT: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of the job. Hazards exist which could result in lost time or accidents; exposed to all weather conditions; works a minimum 40-hour week, but is on call 24 hours a day in case of emergencies. Attends various evening meetings.
