1 GIS Coordinator JD 11 Dec 08 CITY OF SCHERTZ - JOB DESCRIPTION Position Job Title: GIS Coordinator FLSA Status: Exempt Revision Date: : December 11, 2008 Department: Geographic Information Supersedes description Systems dated: December 26, 2007 Division: (If applicable) Supervisor’s Title: Assistant City Manager JOB SUMMARY: This is a supervisory position under general direction. The GIS Coordinator is expected to serve as the City's point of contact on GIS matters. The GIS Coordinator will also provide project support, technical expertise, and training to city GIS users. Duties include, but are not limited to: Coordinating GIS activities with City departments and lead GIS initiatives with external organizations. In addition, the GIS Coordinator will be responsible for setting project goals and objectives and Interpret work requests. ESSENTIAL DUTIES AND RESPONSIBLITIES include the following. Other duties may be assigned. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. • Consult with users, management, vendors, and other GIS staff to determine needs and system requirements. • Coordinate the acquisition of new spatial data and manage the integration of this data into the city's GIS. • Oversee ongoing improvements and the feasibility of system enhancements. • Develop, implement, coordinate, and maintain city-wide GIS standards, policies and procedures. • Assist in preparing, monitoring, adjusting and approving GIS-related budgets. • Coordinate the installation and testing of applications programs and write the documentation that describes the operating procedures. • Assist in analyzing GIS related workflows and the assigning or scheduling of work to meet priorities and goals. • Operate and maintain GIS hardware and software, including developing and/or modifying applications software and/or related sub-system applications software. • Perform GIS data quality control, including reviewing data for completeness and accuracy; identify and correct errors or omissions in the data. 1 of 5 • Recommend and, where appropriate, develop GIS and related training programs. SUPERVISORY RESPONSIBILITIES (If supervisor position): Supervises monitors and evaluates the work of GIS staff. Recommends the hiring of GIS staff and related personnel. REQUIRED SKILLS, KNOWLEDGE AND ABILITIES (SKA'S) The requirements listed below are representative of the skills, knowledge and abilities required. • Knowledge of GIS technology. • Knowledge of cartography and various digital formats. • Knowledge of civil engineering design of municipal infrastructure. • Knowledge of basic land boundary surveying. • Knowledge of basic client/server minicomputer architecture. • Skill in operating a personal computer and utilizing rudimentary software. • Skill in cartographic design and/or demonstrated ability in digitizing. • Ability to communicate clearly and effectively, both verbally and in writing. • Ability to establish and maintain effective working relationships with City staff and the general public. MINIMUM EXPERIENCE AND TRAINING: Five (5) year of experience working with Geographic Information Systems and mobile GPS equipment. Proficiency with ArcGIS Desktop, ArcGIS Server and ArcSDE software is preferred. Experience with municipal government is desirable. EDUCATION: Graduation from high school or a General education Development (GED) Certificate. A Bachelors Degree in Geographic Information Systems or similar discipline is desirable. or Equivalent combination of education and experience. CERTIFICATIONS, LICENSES, REGISTRATIONS: Valid Class "C" Texas Driver's License. 2 of 5 EQUIPMENT AND MATERIALS: Computers, Mapping/CAD software, Database user interface and query software, standard office equipment such as phones, faxes, copy machines. WORK ENVIRONMENT: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of the job. Working conditions are primarily inside an office environment. PHYSICAL DEMANDS: Physical requirements include occasional lifting/carrying of 5 pounds; visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate a computer keyboard and basic office equipment. Greater than 12 ft 4 of 5 CITY OF SCHERTZ JOB PHYSICAL REQUIREMENTS POSITION JOB TITLE: GIS Coordinator DEPARTMENT: Geographic Information Systems JOB-SPECIFIC HEARING REQUIREMENTS: Must be able to clearly speak to and hear voices via telephone, portable radios and mobile telephones in addition to verbal communication within offices and conference chambers. Some communications will be held in hight noise areas requiring directional hearing. JOB-SPECIFIC SIGHT REQUIREMENTS: Must be able to read various type including a minimum type 17 characters per inch on documents, books, letter and computer terminals. Must have sufficient vision to occasionally work in low light and night environments. JOB-SPECIFIC COMMUNICATIONS REQUIREMENTS (Written and Oral): Exhibits the knowledge and ability to effectively communicate orally with all levels of government officials, engineers, developers, citizens and staff concerning all aspects of expansion or development. Has the ability to independently produce written reports and studies as needed in clear and recognizable wirtten form. Have knowledge of or be able to learn and utilize computer terminals and software as part of the job. OTHER PHYSICAL JOB-SPECIFIC REQUIREMENTS (Fingers, Feet, Arms, Legs): Must be able to occasionally walk, climb and stand in unimproved areas, construction sights and buildings under construction. Periodic meetings will be held at night each month and occasional requirements for extended working hours may be required. 5 of 5
