Title: Regional Crime Victim Liaison Department: Police Department
Location: Police Department Grade: 26
Classification: Hourly EEO-4: Para-Professional
POSITION SUMMARY: To alleviate the psychological and emotional trauma incurred as a result
of a crime and provides crime victims with written notices about their rights and financial needs.
Additionally, this position will refer victims to community resources that can help them deal with
the aftermath of the crime.
ORGANIZATIONAL RELATIONSHIPS:
1. REPORTS TO: Investigations Lieutenant
2. DIRECTS: Volunteers of the program
3. OTHER: Works closely with all city employees. Has direct contact with
victims of crime and their families, city law enforcement
professionals as well as law enforcement personnel from other
agencies, service agencies, court personnel and the general public.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Maintains current knowledge of resources, programs, services, and benefits that are
available to victims of crime
Provides general support to victims by checking daily crime records to identify victims and
assess their needs
Responds to crime scenes, medical facilities or other locations as needed
May be required to respond to calls after normal working hours, weekends or holidays
Provides victims with notices of their rights
Provides emotional support and provides referrals to appropriate service agencies for
counseling and other support services
Serves as a liaison to the criminal justice system for victims by explaining the legal process
Assists victims in obtaining protective orders
May accompany victims to court as appropriate
Coordinates victim services with the District and County Attorney’s victim services
representative
Provides case updates to the victim
Conducts training for law enforcement officers as well as the public on crime victim issues
Assures compliance with state law regarding crime victim requirements
Maintains appropriate files and monthly statistical data
Observes safety rules and procedures
Performs such other duties as may be assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES :
Victim issues, judicial procedures, case processing, legal terminology, criminal justice
system, and the laws.
Explain judicial procedures to victims and family members
Presentation/Training skills - Must have experience communicating and presenting to small
and large diverse groups. Communicate, orally and in writing, speak publicly, and make
detailed presentations in flawless English, using excellent grammar. Interpersonal and
communication skills.
Must be able to effectively interact with individuals of varying social, cultural, economic,
and professional backgrounds including the ability to effectively deal with callers or visitors.
Maintain confidentiality of matters as appropriate.
Position continually requires demonstrated poise, tact, diplomacy, and an ability to establish
and maintain effective working/professional relationships with external and internal
customers.
Ability to effectively and professionally provide direct service to primary and secondary
victims of violent crime to include all ethnic groups, ages, gender, and persons with diverse
lifestyles, backgrounds, and beliefs.
Requires the ability to use personal computer to generate reports and spreadsheets.
Microsoft Office Suite, e.g. PowerPoint, Word and Outlook.
Bi-lingual in English and Spanish is not required but preferred.
WORK ENVIROMENT CONDITIONS:
The Crime Victim Liaison is required to walk, stand, and sit for extended periods of time. The job
of Crime Victim Liaison is performed largely indoors, but may require work outdoors in various
temperatures including heat, cold, temperature swings and inclement weather. Employee is
regularly required to, sits at desk and in meetings for long periods of time; talk or hear, in person, in
meetings and by telephone; use hands and fingers to handle, feels or operate standard office
equipment; and reach with hands and arms. This position may involve both indoor and outdoor
activities at all hours of the day and night. Generally, the position is a 5 day, 40 hour week
responsibility. The Crime Victim Liaison may be called upon to fulfill the duties of the position at
any time.
EDUCATION, EXPERIENCE AND CERTFICATIONS
Bachelor’s degree in Criminal Justice, Social Work, Behavioral Science or related field
preferred.
Minimum of two years’ experience relevant to the requirements of the job or any equivalent
combination of experience and training which provides the required knowledge, skills, and
abilities.
Valid Texas driver’s license with good driving record.

Employee must take an audiometer test and meet specified hearing standards:
Average hearing loss of 25 decibels (ANSI) at 1000, 2000, and 3000 Hertz

The Crime Victims Liaison must be able to lift and carry up to 10 pounds and to pull or push up to
20 pounds of materials and supplies. The Crime Victim Liaison is required to walk, stand, and sit
for extended periods of time. The Crime Victims Liaison must use eyes, ears, hands and fingers to
perform assigned duties and responsibilities. The job of Crime Victim Liaison is performed largely
indoors but may require work outdoors in various temperatures including heat, cold, temperature
swings, and inclement weather.
