JOB DESCRIPTION
Title: Senior Planner Department: Development Services
Location: 1400 Schertz Pkwy, Bldg. #1 Grade: 31
Classification: Salaried, Exempt EEO-4: Professional
POSITION SUMMARY: This is a full-time position under the general direction and
supervision of the Director of Development Services. This position is responsible for
assisting in the performance of long range planning projects, supervising and overseeing
current and short range planning projects and for the supervision of the day to day
operations within the Planning and Zoning Division. Assists in the processing of planning
and development applications, oversight of the activities and operations of the Planning
Division including, but not limited to, comprehensive planning, zoning, subdivision
platting, annexation and other site development related activities and programs.
Coordinates assigned activities with other departments and outside agencies and provides
highly responsible and complex administrative support to the City Council, Planning and
Zoning Commission, Board of Adjustment, Capital Improvements Advisory Committee,
City Administration and the Director of Development Services. This position exercises
supervision over the assigned staff.
ORGANIZATIONAL RELATIONSHIPS:
1. REPORTS TO: Director of Development Services
2. DIRECTS: Exercises supervision over assigned professional, technical
and clerical staff within the Planning and Zoning Division.
3. OTHER: Works closely with all city employees. Has contact with
outside agencies, City Council, Planning and Zoning
Commission, Board of Adjustment, Capital Improvements
Advisory Committee and the general public.
RESPONSIBILITIES:
1. Provide outstanding service to internal staff and customers.
2. Perform managerial functions including scheduling, monitoring and evaluation of
division operations, and staff development.
3. Conduct, prepare and coordinate special studies on projects such as land use and
zoning plans.
4. Participate in regional planning efforts with the development community, citizens,
municipalities and other government agencies.
5. Responsible for comprehensive planning activities involving research and
preparation of comprehensive plans and ordinances for the City; make
recommendations on comprehensive plan ordinances; implement comprehensive
plans through review of development proposals.
6. Coordinate pre-application meetings and confer with applicants on the
development process and applicable codes.

7. Oversee and assist processing of planning and development applications.
8. Organize and facilitate weekly staff development review meeting and other team
meetings.
9. Interpret and apply applicable state and local codes, ordinances and regulations.
10. Prepare legal agreements and letters for development projects.
11. Prepare and present detailed staff reports for development projects to the Planning
and Zoning Commission, Board of Adjustment, and City Council.
12. Research, prepare and present ordinance amendments to the Planning and Zoning
Commission and City Council.
13. Attend Planning and Zoning, City Council, Board of Adjustment, Capital
Improvements Advisory Committee and community meetings as necessary.
14. Review the work plan for assigned planning services and activities; assign work
activities and projects; review and evaluate work products, methods and
procedures; meet with staff to identify and resolve problems.
15. Assist in training and evaluating planning division personnel; participate in
coordinating personnel training.
16. Participates in the preparation of the annual department budget.
17. Assist in processing vendor purchases and invoices.
18. Maintain and update department reports.
19. Establish and maintain standard operating procedures for typical
departmental functions.
20. Answer questions, respond to inquiries and provide information to the
development community and the general public regarding comprehensive
planning issues; investigate complaints and recommend action as necessary to
resolve complaints concerning the City's planning functions.
21. Perform other duties as assigned by the Director of Development Services,
Executive Director of Development, or City Manager.
PHYSICAL AND ENVIRONMENTAL CONDITIONS:
The Senior Planner must be able to lift and carry up to 25 pounds and to pull, push, or
drag up to 25 pounds of materials and supplies. The position is required to stand or
sit for frequent periods of time. The Senior Planner must use eyes, ears, hands and
fingers to perform assigned duties and responsibilities. The job of the Senior Planner
is performed mainly indoors in a climate-controlled environment; works a 5-day, 40-
hour week, and is required to attend meetings after normal working hours. This
position is required to be available after normal working hours as appropriate to meet
community needs and project demands. The Senior Planner is required to inspect
proposed development and construction sites where hazardous conditions may exist.
During field work, the position may be exposed to weather extremes, brief periods of
loud noise from machinery, hydrocarbons, acids, asphalt and untreated water and
wastewater.
REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND TRAINING:
The Senior Planner must have strong organizational skills with close attention to
detail and must be a self-starter and have the ability to multi-task numerous
assignments and projects; must possess tact, diplomacy and confidentiality when
working with sensitive projects or assignments; must have knowledge of the
principles and practices of municipal planning, including pertinent federal, state, and
local statutes, laws, and rules, methods and techniques of problem solving, research

procedures, and public relations. Must possess the ability to analyze situations and
adopt a quick, effective and reasonable course of action and be able to make clear
decisions in stressful situations. To analyze and interpret data, policies, procedures,
codes and ordinances and to establish and maintain effective working relationships
with officials in local, state, and federal government, and in the private sector. The
position must possess the ability to communicate effectively, both orally and in
writing; and have the ability to speak in public. Must be able to operate a personal
computer and utilize professional software including Incode and Microsoft Office
applications.
EDUCATION, WORK EXPERIENCE, CERTIFICATIONS AND LICENSES
REQUIRED:
1. A bachelor’s degree in Planning, Geography, Landscape Architecture,
Architecture or a related field.
2. Four (4) years of experience and training providing the required knowledge,
skills, and abilities.
3. American Institute of Certified Planners (AICP) Certificate is preferred.
