MINUTES
THURSDAY, July 9, 2015
Call to Order
Chairman Dean Weirtz called the meeting to order at 6:30 with a quorum present.
Voting members present: Sue Boissonneault, Nolan Dandy, Louis Foehrkolb, Lynn
Foehrkolb, Barbara Hall, Debbie Krause, Cynthia Palmer, Pete Perez, Lou Segaloff,
Diana Webb, Jim Webb and Dean Weirtz.
Introduction of Guests and New Members
Chairman Weirtz introduced a new member assigned to the Committee. The new
member is Walter Turk. Another new member is David Lynch who was unable to be
present due to medical reasons. Former members David Roman and Merle Behne have
resigned their active memberships. David Roman will remain as an "Associate" member.
Also in attendance: Brian James - City of Schertz Executive Director

Presentations
Barbara Hall briefed the committee on the work done by the Mayor's Task Force, of
which she was the committee's representative. Ms. Hall reported that the Task Force has
become the Bond Committee. She shared that the upcoming bond concerns a public
safety facility as well as construction improvements on FM 1103 and FM 1518.
Discussion and /or Action Items
Minutes - Consideration and/or action regarding the approval of the
Minutes of the regular meeting of April 23, 2015. A motion was made by
Louis Foehrkolb and seconded by Debbie Krause to accept the minutes as
submitted. The motion passed unanimously.
2. Fund Expenditures - Consideration and /or action regarding the
submission of members' expense vouchers and approvals for fund
expenditures. Committee Treasurer Jim Webb submitted vouchers for
payment as received from Associate Member Beverly Jobe in the amount of
$119.93 and from Chairman Weirtz in the amount of $153.61 to cover
postage, ink cartridges and the publication costs for our photo history books.
A motion was made by Lou Segaloff to approve these expenditures and
seconded by Debbie Krause. The motion passed unanimously.
3. Treasurer's Report: Consideration and/or action regarding book
sales activity during the last calendar quarter and other fiscal matters.
Treasure Webb reported book sales for the past quarter of two books —
making a total of nineteen books for this fiscal year. There are four books
remaining in our inventory. Two committee shirts were purchased for the
newly appointed members.
4. Committee Badge and Shirt Project: Consideration and /or action
regarding the issuance of Committee badges and shirts. Chairman Weirtz
asked if all members had received their shirts and /or badges. Shirts were
made available for the new committee members.
5. Main Street Historic Incentive Project: Consideration and /or action
regarding the proposed Main Street historic incentive project. Chairman
Weirtz reminded members of the committee's role in implementing the
project and asked if some form of promotional effort might be worthwhile,
perhaps an article in Schertz Magazine.
6. Saint Paul Cemetery Journal Publication: Consideration and/or action
regarding the publication of the Saint Paul Cemetery Journal. Chairman
Weirtz presented the committee with the proposed journal and asked for
committee approval to publish it and place it in the Schertz Library along-
side Volumes 1 -3. A motion to approve the publication of the Saint Paul
Cemetery Journal was made by Lou Segaloff and seconded by Jim Webb.
The motion passed unanimously
7. Revised Committee By -Laws: Consideration and /or action regarding
proposed changes to committee by -laws. Chairman Weirtz requested
approval of proposed by -laws amendments as previously sent to members
for consideration. A motion to approve the amendments was made by
Debbie Krause and seconded by Cynthia Palmer. The motion passed
unanimously. Copies of the revised and approved by -laws will be distributed
at the October meeting.
Summer 2015 Newsletter and Remembrance Special Edition Articles
Consideration and/or action regarding the publication of the Summer 2015
Newsletter and Remembrances Special Edition Article 2015 -4. A motion
was made by Debbie Krause and seconded by Pete Perez to accept the
proposed newsletter and Remembrances Special Edition Article for
publication. The motion passed unanimously.
9. Publication of Schertz City Photo History Book - Consideration and /or
actions regarding the publication of Schertz city photo history book titled:
Schertz, Texas —A Photo History. Chairman Dean Weirtz discussed the
status of the photo history book publication effort. The City Council has
approved reprinting of the book in multiple copies and three printers were
requested to submit bid offers. The final decision as to a printer remains
pending. Lou Foehrkolb proposed that our committee host a table at Schertz
Fest to promote awareness of the committee and sell the new book.
10. Schertz Landmark Property Heritage Neighborhood Designation
Nominations — Consideration and /or actions regarding Schertz landmark
property designation nominations. No actions required.
11. Subcommittee Reports — Discussion only
- Historian — David Lynch has assumed the duties as a part of the
Publications Director responsibilities.
- Heritage Neighborhood (Aviation Heights) Project - Subcommittee
reported on the status of its activity. The subcommittee is planning a fall
community meeting.
- SCUCISD/Youth Education Projects — Member Jim Webb reported that
the next project.will be the student historic field trip which will occur
sometime at the beginning of the next school session. Mr. Webb and the
SCUCISD will meet this summer to start planning the fall's art contest.
- Outreach — Chairman Weirtz reported on the status of the Grapevine
Fellowship Church restoration project. He also attended, as the Committee's
representative, the Danville School Reunion in the Comal Settlement on June
28, 2015. Also at the reunion were several people who had attended the
Danville School. The committee continues to enjoy a relationship with the
Comal Settlement Committee. Chairman Weirtz also reported that there are
now new banners for the Heritage Neighborhood. He asked Associate
Member Bob Crawford to be the Committee's archivist. Mr. Crawford has
already begun the important task of digitally saving Committee materials.
