The Transportation Safety Advisory Commission (TSAC) convened for a meeting on June 4, 2015 at 5:30 p.m. in the Council Chamber Conference Room, Building #4, 1400 Schertz Parkway, Schertz, Texas 78154. TSAC Commissioners Present: Bill Bowers Davis, Mark — Vice Chair Dziewit, Richard Franklin, Larry Haugen, Eric Rowland, Phillip Staff Present: Brian James, Executive Director Kathy Woodlee, City Engineer A1bertl4rriaga, Traffic Safety Division Cecilia Palomo, EIT Doug Letbetter, Streets Superintendent Jennifer Jones, Public Works Sr Admin CALL TO ORDER AT ROLL CALL HEARING OF RESIDENTS 5:33 p.m., by Chairperson Stephen Bish Mr. Brockman asked who was responsible for the traffic signals. He is suggesting that the flashing yellow arrow lights be installed throughout the City starting with Live Oak. Mr. McMahon received a copy of the traffic study done in Laura Heights and will now pursue the Speed Hump Petition throughout his neighborhood. 1. Minutes: Consideration and/or action regarding the approval of the minutes of the May 7, 2015 Meeting. A motion was made by Commissioner Richard Dziewit to approve the minutes of the May 7, 2015 Meeting. Second by Commissioner Phillip Rowland. Motion passed. Vote was unanimous. 2. Laura Heights: EIT gave update on recent traffic study. All conditions of ordinance meet the criteria necessary in order to petition for speed humps. Though neighborhood is lacking application at this time, it is being requested that TSAC accept speed hump proposal with the understanding that all will take place after the acceptance of the application. A motion was made by Commissioner Richard Dziewit to approve the speed hump insertion in Laura Heights (contingent upon application submittal /approval). Second by Commissioner Phillip Rowland. Motion passed. Vote was unanimous. 6 -4 -2015 Minutes 3. Engineering Department Updates: Engineering gave updates on the following areas: • Hands Free Ordinance — House Bill 80 did not make it through the Senate. Ordinance is on City Council Agenda for 6.9.15 to discuss again. Commissioner Dziewit suggested the idea of a doubled fines approach. Brian James responded that we need to run any idea like that by the Attorney for feedback. • Schwab Rd. — EIT reported that staff would be sending out notices next week stating that haul trucks will no longer be allowed. Will need to prepare draft Ordinance and come back to TSAC for recommendation to City Council. • Thoroughfare Plan — Joint meeting with P &Z went well. Freese & Nichols is moving forward with plan. City is continuing to feed information to consultant as requested. Will keep TSAC up to date on future meetings. • Lone Star Rail — Continuing to work through funding agreement at joint meetings. There were a few issues with the revised agreement. Brian James gave thorough update and is handling issues and future communication at this time. Will plan to hold a public input meeting at some point in near future. 4. Future agenda items requested by Commissioners: Commissioner Dziewit requested an update regarding the retaining wall on Woodland Oaks. Commissioner Dziewit also suggested taking a look at the parking situation at Park at Woodland Oaks. 5. Adjournment: Motion made by Commissioner Phillip Rowland to adjourn the meeting.
