JOB DESCRIPTION
Title: Assistant Building Inspector Department: Inspections
Location: 1400 Schertz Pkwy, Bldg 1 Grade: 22
Classification: Non-Exempt EEO-4: Technical
POSITION SUMMARY:
This is a non-supervisory position which involves assisting the Chief Inspector, Assistant
Chief Inspector and Director of Development Services in the administration and
enforcement of the City’s building, residential, electrical, gas, mechanical, energy,
backflow and cross-connection, unified development code and other ordinances of the
City and by the City Council and City Manager. Makes recommendations to the Chief
Inspector, Assistant Chief Inspector and Director of Development Services concerning
the conformance of the city codes in reference to construction. Frequent public contact
requires tact and diplomacy. Responsible for assisting in the preparation of reports of
activity and record keeping. Assists in the review of applications, plans and permits for
construction within the City of Schertz.
ORGANIZATIONAL RELATIONSHIPS:
1. REPORTS TO: Chief Building Inspector and Director of Development
Services
2. DIRECTS: N/A
3. OTHER: Works closely with all city employees. Has contact with outside
agencies and the general public.
RESPONSIBILITIES:
1. Provide outstanding service to internal staff and customers.
2. Reviews applications, examines plans and permits for new and existing
construction.
3. Timely processing incoming emails, calls and messages regarding permit and
inspection procedures; building code regulations; city ordinances; and state and
federal law applicable to construction practices.
4. Schedule Inspections for customer walk-ins; contractors and inspectors.
5. Inspects sites throughout the construction process to ensure compliance with the
applicable codes.
6. Makes recommendations to the Chief Inspector for code changes and
amendments.
7. Assists in the investigation and structural damage evaluation of fires involving
structures.
8. Inspects buildings which are to be moved in or into the municipality for
compliance.
9. Investigates and resolves complaints received by the department from the public
concerning alleged code violations.

10. Makes recommendations to the Chief Inspector for improvements in field
procedures, methods and policies.
11. Keeps Chief Inspector alerted to any conditions in the field, which are potentially
troublesome or controversial.
12. Issuance citations for violations of ordinances applicable to the activities of the
Inspection Department.
13. Meets with the public and answers questions or gives information concerning city
code.
14. Prepares and maintains files, prepares reports and records for local use.
15. On-call to respond to emergency situations when requested by Chief Inspector,
Police or Fire Department.
16. Serves on the Emergency Management Team for the City of Schertz.
17. Performs related work as required by the Chief Inspector and Director of
Development Services.
PHYSICAL REQUIREMENTS AND ENVIRONMENTAL CONDITIONS:
The Assistant Building Inspector must be able to lift and carry up to 25 pounds and to
pull, push, or drag up to 25 pounds of materials and supplies. The position is required to
walk, stand or sit for frequent periods of time; and may be exposed to working on
irregular surfaces, climbing stairs and accessing attics and crawling under foundations
while performing field inspections. The Assistant Building Inspector must use eyes, ears,
hands and fingers to perform assigned duties and responsibilities. The job of the Assistant
Building Inspector is performed both indoors and outdoors; works a 5-day, 40-hour
week; and may be asked to work after normal working hours when applicable to the job
and project demands. The Assistant Building Inspector is required to inspect proposed
development and construction sites where hazardous conditions may exist. During field
work, the position may be exposed to weather extremes, brief periods of loud noise from
machinery, hydrocarbons, acids, asphalt and untreated water and wastewater.
REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND TRAINING:
The Assistant Building Inspector must have a working knowledge of plumbing,
electrical, mechanical, and building methods, materials and codes including knowledge
in the application of ordinances, laws, and regulations. Understanding of the principles
and practices of building codes and pertinent federal, state, and local statutes, laws, and
rules, methods and techniques of problem solving. Possess the ability to read and
analyze plans and specifications, reports and building inspection practices; perform
necessary research; apply basic theory of business elements of the construction field to
the plan review process. Perform mathematic computations as they apply to plan
review; perform data anal ysis and problem solving. Be able to adopt a quick, effective
and reasonable course of action and be able to make clear decisions in stressful and
demanding situations. To exercise great attention to detail, use proper judgment, and
demonstrate decisiveness and creativity in situations involving a variet y of generall y
pre-defined duties. Build professional relationships with officials in local, state, and
federal government and in the private sector. Must be a self-starter and communicate
effectivel y both orall y and in writing; possess the abilit y to speak in public. Must be

able to operate a personal computer and utilize professional software including Incode
and Microsoft Office applications.
EDUCATION, WORK EXPERIENCE, CERTIFICATIONS AND LICENSES
REQUIRED:
1. Must have a high school diploma or a GED equivalent.
2. Must have three years’ experience as an architect, engineer, inspector, contractor,
foreman or trades person in charge of construction or any combination of these.
3. International Code Council (ICC) Certification as a Residential Inspector is required
or must obtain within 18 months of hire. Certification as a Commercial Inspector is
preferred.
4. State Plumbing Inspector License is required or must obtain within one (1) year of
hire.
