10-22-2015 MinutesSCHERTZ HISTORICAL PRESERVATION COMMITTEE HAL BALDWIN MUNICIPAL COMPLEX BOB ANDREWS CONFERENCE ROOM 1400 SCHERTZ PARKWAY, BUILDING #1 SCHERTZ, TEXAS 78154 MINUTES THURSDAY, October 22, 2015 AT 6 :30 P.M. Call to Order Chairman Dean Weirtz called the meeting to order at 6:30 pm with a quorum present. Voting members present: Sue Boissonneault, Nolan Dandy, Lou Foehrkolb, Barbara Hall, Debbie Krause, Dave Lynch, Cynthia Palmer, Louis Segaloff and Dean Weirtz. Introduction of Guests and New Members Chairman Weirtz introduced David Lynch as a new member and announced that Walter Turk resigned his position on the Committee. The other guests in attendance were: Bob Crawford, Brian James (from the City of Schertz), Paul Ringenbach and Joyce Segaloff. Presentations: Paul T. Ringenbach PhD addressed the Committee on his role in Missions San Antonio having been designated as World Heritage Sites by the United Nations. Dr. Ringenbach delivered a comprehensive presentation on the designation process, the advocacy effort and the nomination justification. He highlighted the unique characteristics of the San Antonio missions. Chairman Weirtz presented Dr. Ringenbach with a copy of the new Schertz photo history book. Robert "Bob" Crawford briefed the committee on the establishment of archive records repository and digital recording of committee papers. Barbara Hall briefed the committee on the work done by the Bond Committee of which she is our representative. Discussion and /or Action Items 1. Minutes - Consideration and/or action regarding the approval of the minutes of the regular meeting of July 9, 2015. Motion was made by Cynthia Palmer and seconded by Debbie Krause to accept the minutes as submitted. The motion passed unanimously. 2. Fund Expenditures - Consideration and /or action regarding the submission of member's expense vouchers and approvals for fund expenditures. The committee approved a $312.00 expenditure request and a $131.63 expense voucher submission by Chairman Weirtz. A motion was made by Cynthia Palmer and seconded by Debbie Krause to approve the voucher submissions. The motion passed unanimously. Treasurer's Report: Consideration and /or action regarding book sales activity during the last calendar quarter and other fiscal matters. Chairman Weirtz on behalf of Treasurer Webb presented the Treasurer's report and addressed the book sales for the past quarter of July through September 2015. Chairman Weirtz reported the sale of 13 photo history books during the last fiscal quarter of 2015 (July- September 2015). 4. Fall 2015 Newsletter and Remembrance Special Edition Articles — 2015- 6 and 2015 -7 Consideration and /or action regarding the publication of the fall 2015 Newsletter and REMEMBRANCE Special Edition Article 2015 -6 and 2015 -7. A motion was made by Cynthia Palmer and seconded by Lou Foehrkolb to accept the proposed newsletter and Remembrances Special Edition Article for publication. The motion passed unanimously. 5. Publication of Revised Committee By -Laws — Consideration and /or action regarding the publication of revised Committee By -Laws. David Lynch, Committee Publications Director distributed the revised Committee By- Laws as approved at the prior July committee meeting. 6 Publication and sale of Schertz City Photo History Book - Consideration and /or actions regarding the publication of Schertz city photo history book titled: Schertz, Texas —A Photo History. Publications Director Lynch discussed the status of the photo history book publication effort. Three hundred (300) books have arrived from the printer and quantities (20 each) have been distributed for sale to sales sites at the Schertz Library, Schertz Senior Center, Schertz City Hall, and the Schertz Visitors Center. Marketing efforts have begun with the development of a few posters now placed in the Visitors Center, City Hall and the Schertz Library. A sales booth was in place at the September SchertzFest event and flyer advertising is to be apart of the Aviation Heights flyer distribution project. A proposed ad has been forwarded to Schertz Magazine for possible placement in either the November or December issue. The book has been well received by all who have viewed it. Ten copies each of the book were distributed to those members of the committee interested in selling the book. Committee members were asked to offer suggestions to advance the marketing efforts. 7. Nominations for "Landmark Properties" and "Heritage Neighborhood ". Consideration and /or actions regarding nominations for "Landmark Properties" and "Heritage Neighborhood ". Nominations for "Landmark Property" designation for the properties at 707 Main St, 711 Main St and 539 Main St were considered and a motion was made by Cynthia Palmer and seconded by Louis Segaloff to approve the subcommittee's nominations. A nomination for "Heritage Neighborhood" designation of Aviation Heights Subdivision was presented by Cynthia Palmer on behalf of subcommittee lead Pete Perez. She outlined their plan for presenting a nomination package to City Council on December 8, 2015. A motion was made by David Lynch and seconded by Sue Boissonneault to approve the Heritage Neighborhood nomination for Aviation Heights. Both motions passed by unanimous vote. 8. Nominations for Committee office positions calendar year 2016. Consideration and /or actions regarding the nomination of Committee officers for calendar year 2016. Chairman Weirtz called for nominations. A motion was made by Cynthia Palmer and seconded by Sue Boissonneault to /present the current slate ofj officers for a vote at the January meeting. 9. Subcommittee Rep its — Discussion Only - Historian "Looking Back" features continue to appear in Schertz Magazine, The Chairman has submitted a twelve month collection of "Looking Back" items for publishing in calendar year 2016. Other news articles regarding the aquatics center, Schertz Senior Center, SchertzFest and election matters were saved. An update of the Index to Remembrances Publications has been accomplished to include recent 2015 publications. Additional Remembrances articles for 2015 were placed in the binder. It was announced that in addition to his publication duties, David Lynch will serve as Historian. - Outreach SCUCISD /Youth Education Projects — Chairman Weirtz reported that the Corbett Junior High School historic field trip was conducted on Monday, September 28, 2015 from 9:00 am until 12 Noon. The tour was a success and excellent feedback was received from the students. Photos were shown of the event. Chairman Weirtz, reporting on behalf of member Webb, advised that planning is underway for the SCUCISD student history art and essay contest. Judging is scheduled for November 3, 2015. Members should let Jim Webb know if they want to participate. The Committee will be supplying trophies for the winning submissions as we did last school semester. Discussions have been held with Steve Longorian, Pastor of Church on the Hill regarding his applying for a City of Schertz historical Main St. grant. The first "City Council for a Day" activity, spearheaded by Brenda Dennis and Becky Williams is set to occur on October 27, 2015. The itinerary was announced. Requests and Announcements 10. Requests by Committee Members that items be placed on a future agenda — Pursuant to the City's approval of Aviation Heights as a Heritage Neighborhood the Committee needs to include on the January agenda a vote on buying Heritage Neighborhood banners as well as determining the placement of said banners in Aviation Heights. A suggestion was made to create a Facebook page for the committee. It was determined that this topic should be further examined and discussed. 11. Requests by Committee Members to City Manager and Staff for information 12. Announcements by Committee Members Sue Boissonneault announced that on November 11 at 9:00 there will be a Veterans Day service at the Schei-tz Veterans' memorial. ADJOURNMENT There being no further business before the committee, a motion was made by Cynthia Palmer and seconded by Lou Foehrkolb to adjourn the meeting. The motion passed unanimously. The meeting was adjourned at 8:22pm.
