CASE: PC2016 -008 The Reserve at Schertz, Unit 4 — Final Plat
ITEM SUMMARY: The applicant is requesting to final plat approximately 31 acres of land establishing 1 single
family residential lot. The site is zoned Residential Agriculture (RA).
GENERAL LOCATION AND SITE DESCRIPTION: The subject property is located at 5408 North Graytown
Road. Lot 41, Block 13 is currently undeveloped.
ACCESS AND CIRCULATION: This lot has frontage on North Graytown Road which is an existing public
street that can be accessed from the east and west.
TREE MITIGATION AND PRESERVATION: The applicant will be responsible for complying with Unified
Development Code (UDC), Section 21.9.9 Tree Preservation and Mitigation. The applicant has submitted a
Tree Affidavit which indicates that there is no protected or heritage trees on the site. The tree mitigation and
preservation plan has been reviewed and approved by Parks and Community Services department.
PARKS: There is no parkland being proposed with this subdivision. The Parks, Recreation and Community
Services Department has determined that a fee -in lieu of parkland dedication in the amount of $1000 per
dwelling unit will be paid by the Developer prior to recording of the final plat. This application was reviewed
under UDC, Ordinance 11 -S -15.
PUBLIC SERVICES: The site is serviced by Schertz water, CPS, AT &T, and Time Warner Cable.
PUBLIC IMPROVEMENTS: All public improvements required for this subdivision are required to be installed
prior to recording of the final plat of each Unit per UDC, Section 21.4.15., unless otherwise specified in an
approved development agreement.
Water: This site will be serviced through an existing 8" water line that extends along the front of the property
down North Graytown Road.
Sewer: This site is not currently serviced by a public wastewater system. A waiver to allow Lot 41, Block 13 to
be served by an On -site sewage facility (OSSF) was approved by the Planning and Zoning Commission on
August 26, 2015.
Drainage: The applicant is responsible for all drainage associated with the subject property, and for compliance
with the Storm Water regulations. A drainage report has been reviewed and approved by the City Engineer.
Sidewalks Hike and Bike Trails: Sidewalks are required along North Graytown Road. Harry Hausman has
escrowed funds for the construction of the sidewalks. The City will be responsible for constructing the sidewalks
at a time that is appropriate. All sidewalks will be designed to meet the City of Schertz specifications.
Road Improvements: The subject property is located adjacent to North Graytown Road, which is identified on
the Master Thoroughfare Plan as a secondary arterial. In accordance with the UDC, a secondary arterial street
in the City is an 86' ROW with 48 feet of pavement which includes curb and gutters. A waiver was approved by
the Planning and Zoning Commission on December 16, 2015, to not construct the improvements to North
Graytown Road based on the rough proportionality analysis findings that the supply provided is roughly
proportionate to the demand resulting from the development. The applicant is dedicating a 13' wide (0.272
acre) right -of -way strip along North Graytown Road.
STAFF ANALYSIS AND RECOMMENDATION:
The final plat has been reviewed with no objections by the City Engineer, Public Works, Parks, Inspections, Fire
and Police. The plat is consistent with all applicable zoning requirements, ordinances, and regulations. Staff
recommends approval of the final plat.

ITEM SUMMARY: The applicant is proposing to preliminary plat approximately 0.25 acre tract of land which
includes right -of -way, landscape buffer area and one lot to construct a sanitary sewer lift station which will serve
the Homestead development. The site is zoned Planned Development District (PDD). This preliminary plat was
reviewed using the PDD design standards from Ordinance 14 -S -29 and the current UDC, Ordinance 11 -S -15
as amended.
GENERAL LOCATION AND SITE DESCRIPTION: The subject property is currently undeveloped and is
generally located on Schwab Road 1000 feet south of the intersection of Schwab Road and IH -35.
ACCESS AND CIRCULATION: Access to this property is through lot frontage on Schwab Road. No residential
lots are being plated with this unit.
TREE MITIGATION AND PRESERVATION: The applicant is responsible for complying with the Unified
Development Code (UDC), Section 21.9.9 Tree Preservation and Mitigation. The applicant has submitted a tree
affidavit which indicates that the site does contain protected or heritage trees but no trees will be removed. The
tree mitigation and preservation plan will be reviewed by Parks and Community Services department prior to
approval of the final plat.
PUBLIC SERVICES: The site is serviced by Schertz water and sewer, NBU, AT &T, Time Warner Cable, and
Center Point Energy.
PUBLIC IMPROVEMENTS: All public improvements required for this subdivision are required to be installed
prior to recording of the final plat per UDC, Section 21.4.15, unless otherwise specified in an approved
development agreement. The civil construction plans must be reviewed and approved by the Public Works and
Engineering Departments prior to approval of the final plat.
Water and Sewer: A sanitary sewer lift station is proposed to be constructed on this site which will service the
Homestead development.
Drainage: The applicant is responsible for all drainage associated with the subject property, and for compliance
with the Storm Water regulations. A preliminary drainage report has been reviewed and approved by the City
Engineer.
Sidewalks Hike and Bike Trails: A sidewalk will be constructed along Schwab Road for the length of the
property. The sidewalk will be designed to meet City of Schertz Specifications.
Road Improvements: The subject property is located adjacent to Schwab Road, which is identified on the
Master Thoroughfare Plan as a secondary arterial. In accordance with the UDC, a secondary arterial street in
the City is an 86' ROW with 48 feet of pavement which includes curb and gutters. A 43' wide right -of -way
dedication is being provided for the expansion of Schwab Road. All street improvements will be developed to
City of Schertz specifications. Construction plans for all public improvements will be submitted for review and
approval by Public Works and Engineering prior to the approval of the final plat.
STAFF ANALYSIS AND RECOMMENDATION:
A sanitary sewer lift station will be constructed on this lot which will serve the Homestead development. Upon
completion and acceptance, the lift station will be dedicated to the City. The preliminary plat is consistent with
applicable requirements, ordinances and regulations for the property. It has been reviewed with no objections
by the City Engineer, Public Works, Parks, Inspections, and Fire. Staff recommends approval.
