The Transportation Safety Advisory Commission (TSAC) convened for a meeting on January 7,
2016 at 5:30 p.m. in the Council Chamber Conference Room, Building #4, 1400 Schertz
Parkway, Schertz, Texas 78154.

CALL TO ORDER AT 5:30 p.m., by Chairperson Stephen Bish

HEARING OF RESIDENTS
Kim Standley, Carolina Crossing North. Terrible speeding problem at approximately 40 -45 mph,
mostly in the morning, blowing right through stop signs. Surprised no children hot as of yet. Was
suggested to start petition and she agreed to do that immediately.
Elmer Singleton and Curtis Rabenaldt, HOA Kramer Farms. Traffic is unbearable, 307 units in
subdivision with only 2 through streets, Rooster Run 1700 ft long, and Planters Pass 1900 ft
long. Requesting two stop signs or speed humps be put in order to try and help the issues.
Requesting PD to patrol more often. Cars parked on both sides of narrow streets. Supplied map
for Commission to view. City Engineer requested this item be put on next month's TSAC
Agenda.
Mr. Robert Brockman asked to know if the sidewalks being installed on FM 3009 are 5 ft or 6 ft
in width and if railings will be put up where there is 20 in or more in a drop off curbs. Also
inquired about TxDot and FM 3009 issues from last month. City Engineer addressed concerns
with updates.
1. Minutes: Consideration and /or action regarding the approval of the minutes of the
November 5, 2015 Meeting.
A motion was made by Commissioner Richard Dziewit to approve the minutes of the
November 5, 2015 Meeting. Second by Commissioner Phillip Rowland. Motion passed.
Vote was unanimous.
1 -7 -2016 Minutes
2. Homestead Subdivisions: Engineering gave update with map. New subdivision to be
developed, previously known as Nortex Farms. They plan to install islands pertaining to
map provided, which need to be approved by TSAC.
A motion was made by Commissioner Mark Davis to approve the island installations in
Homestead subdivision. Second by Commissioner Richard Dziewit. Motion passed. Vote
was unannnous.
3. David Lack Blvd: Engineering staff stated that there have been some issues with cars
and trucks parking on David Lack Blvd which is causing issues for businesses in the area.
City of Schertz is looking to pass an Ordinance which will allow no parking on David
Lack Blvd at all. However, there will be an established staging area where trucks can
wait in the center lane in order to turn into businesses on both sides. Seeking TSAC
motion to approve No Parking to send to City Council for a new Ordinance.
A motion was made by Commissioner Mary Davis to approve No Parking on David
Lack Blvd. Second by Commissioner Larry Phillips. Motion passed. Vote was
unanimous.
4. TSAC Request — Speeding Tickets: Brian James gave presentation, complete with maps
and graphs, with an explanation on the "Hot Spot" areas throughout the `City for citations
and warnings. It was suggested that maybe this be something TSAC take a_look at yearly,
just as we did with the 2014 map.
5. Staff Comments: City staff gave updates on the following areas:
• Brian James compared and addressed speeding issues and speed humps in Jonas
Woods and Laura Heights.
• Kathy Woodlee gave update on Thoroughfare Plan.
6. Future agenda items requested by Commissioners: Commissioner Davis brought 'up
light poles located on Schertz Parkway and how it seems ridiculous that we lose so many
poles per year due to accidents. Commissioner Bowers concerned about Drainage issues at
FM 3009 and FM 78 at the new strip center driveway. It was stated by staff that this is
TxDot right of way. City Engineer reminded everyone to be on the lookout for P &Z
Meeting notification.
7. Adjournment: Motion made by Commissioner Mark Davis to adjourn the meeting.
Second by Commissioner Richard Dziewit. Motion passed Vote was unanimous. Meeting
adjourned at 6: 44PM.
