MINUTES OF WORKSHOP JANUARY 7, 2016, 6:00 P.M.
I.
Call to Order and Establish a Quorum.
Mayor Daly called the workshop to order at 6:00 PM and a quorum was present.
Members present were:

II. Introduction
Mayor Daly welcomed those present.
III. Old Business:
Alamo Area MPO Update/Issues.
Mayors present were reminded that if their city submitted
anything to let Kevin Hadas know and furnish him a copy.
IV. New Business
1. Discussion regarding AACOG Natural Resources – Community and Business Options for Air Quality
Improvement.
Mayor Daly stated that a check-off list was sent to all the cities so they have a feel for what is happening in all the cities. AACOG is trying to stay on top of the
air quality issues. EPA has come up with new standards which will cause a lot of conservative things to be done by communities in the future in order to stay in compliance. This entire
San Antonio metro region is going to be involved. They will be working on an estimate of cost for non-attainment of standards.
Mayor Dennis mentioned that Mayor John Williams is the new chair of the AACOG.
V. Items of Interest by the Member Cities.
Mayor Daly stated he had a meeting today with the Judson
School Board District, SARA, Union Pacific Railroad, District 10 Councilman Mike Gallager, and Senator Donna Campbell regarding the safety concerns on Evans Road from Selma leading all
the way to the new high school. The concerns are the railroad tracks, the road conditions and overgrowth coming from the creek. They want to start now to correct these issues. They are
trying to get a bond going and whatever support they can get from San Antonio Mayor Ivy Taylor and Tommy Calvert who is going to try to get a resolution through the Judson School Board.
Every year there will be an increase in the number of kids going to this new school. If the NEP could come up with a resolution of support it would be greatly appreciated. It was decided
to put this on the next week’s regular NEP meeting agenda.
Mayor Mary Dennis talked about asking CPS and the San Antonio Water System to let us from the Northeast area have some representation
on their board. This suggestion was initiated by Judge Nelson Wolfe who wanted to have a better relationship with the suburban cities. A resolutions committee she is on is still working
on a draft resolution they hope to have ready by March. Mayor Dennis stated she was recently asked to apply for a position on the CPS Board of Trustees that has been vacated by the representative
of the northeast area. She will be interviewing on Monday and keep them informed.
The mayors spoke about a recent mistaken case of recognition by the City of New Braunfels who sponsors
a quarterly recognition award for air men/women at Randolph. This brought forward the subject of the NEP maybe getting more involved in sponsoring one of these award selections. Mayor
Dennis stated they could talk to Col. Isler next week. Her recommendation to NEP will be to still honor that airman who was recently passed over. In the past several gift cards/certificates
were gathered by the sponsor(s) in the area and presented to the honorees. This tradition could remain the same. In the past it has been the RAPCO representative. A couple of hundred
or $250 a quarter (in gift certificates/cards) is affordable for NEP’s budget. This will be put on the next regular NEP agenda for discussion and action.
VI. Establish a Date, Time,
& Location of the Next Meeting. (Next up is the City of Cibolo to host).
Mayor Daly indicated that next up would be the City of Windcrest but it they did not respond the next meeting
will be hosted by the City of Cibolo in February. Mayor Dunn indicated that he did not have a problem hosting the meeting.
VII. Adjournment
Mayor Daly adjourned the workshop at
7:23 PM.
