02-04-2016 Minutes Northeast Partnership for Economic Development City of Cibolo Cibolo Municipal Building 200 S. Main Cibolo, Texas 78108 MINUTES OF WORKSHOP FEBRUARY 4, 2016, 6:30 P.M. I.​ Call to Order and Establish a Quorum. ​ Mayor Carpenter called the workshop to order at 6:45 PM and a quorum was present. Members present were: Mayor Michael Carpenter, Schertz Mayor Alan Dunn, Cibolo Mayor Mary Dennis, Live Oak Mayor Tom Daly, Selma Mayor Pro- Tem John McCaw, Garden Ridge Mayor Bill Seiler, Marion Mayor Pro-Tem Nick Milanovich, New Berlin Mayor John Williams, Universal City Others Present: ​ City Secretary Brenda Dennis, Schertz City Secretary Peggy Cimics, Cibolo II. Introduction Mayor Carpenter welcomed those present. ​ III.​ Old Business: Alamo Area MPO Update/Issues. Mayors present discussed briefly their projects that were turned in. It was mentioned that the MPO will be holding a public meeting regarding the projects that have been submitted on Tuesday, February 23, 2016, 6:00 p.m. to 8:00 p.m., Morgan’s Wonderland Event Center, 5223 David Edwards Drive, in San Antonio. Mayor Williams stated presence at these meeting are really important to show support in the projects that have been submitted making sure that those submitted by the suburban cities get back on the docket. He also stated that there is an opportunity to vote on the projects as well. ​IV. New Business Discussion regarding Former Texas Secretary of State, John Steen newly appointed CPS Energy Board Trustee. Mayor Dennis stated there were 38 applicants, only 3 received interviews and she was one of those that were interviewed. She stated that John Steen had been appointed, and he has a superb resume and believe he will do a great job. She stated that she would like to invite him to come to one of our workshops. She read the letter she received from CPS Energy regarding her recent application. In that letter she read that they encouraged her to apply for their Citizens Advisory Committee. Mayor Dennis stated that someone from our group should be on this committee. Mayor Daly nominated Mayor Dennis to be on this committee. Discussion regarding honoring and recognizing Airman First Class Lane Rabern at the next Northeast Partnership Meeting. Mayor present discussed the upcoming event providing updated information on the gifts and gift certificates that have been received. Mayor Williams stated this is a great opportunity for the partnership to recognize the Airman. Mayor Williams provided information on how the past recognitions were handled and suggested various gift certificates from the Northeast Partnership cities be provided to the Airman. Mayors present discussed that the $250 that was funded by the partnership be turned into a Visa gift card and take the $250 donation from C-6 Disposal and turn that also into a Visa gift card, any other donations/gift certificates gift bags from the partnership cities would be in addition to and that they needed to get those quickly. City Secretary Brenda Dennis also provided updated information stating she has been working with Robert Tullgren who has been instrumental in coordinating this event. She stated they have collected over $1300 in gifts and gift certificates for the Airman and that invitations have been mailed out for this event to be hosted at our upcoming NEP meeting. She stated we should have a great turnout. Mayors present continued their discussion regarding choosing a category in which the partnership will recognize for the future and asked if we would have our RAPCO representative be in charge of this to reach out and provide more information, Mayor Williams indicated that Nigel could do this. Mayor Williams stated that there was a different organization representing the different awards within Randolph. Mayors present will further discuss this choosing a category within Randolph to recognize and honor. Discussion upon a request from Ramon Chapa, Bexar County Commissioner Tommy Calvert office – presentation from Barbara Gervin regarding the George Gervin Academy. Mayors present discussed the request stating that the Northeast Partnership meetings presentations should be conducive and germane to our area, but appreciated them reaching out to us. City Secretary Brenda Dennis stated that she would get back to Ramon and let them know. V. ​Items of Interest by the Member Cities. Mayor Dennis stated that her first request would be to have John Steen come address the Mayors at a future meeting. Her other request has to do with SAWS and asked who has SAWS in their City. As no one did no further discussion. Mayor Dennis spoke regarding the Bond oversite committee, Judson ISD and she asked which City had them. Mayor Daly has Judson ISD in his City; Mayor Dennis provided information on an article that was written in the Herald on choosing Evans Road. Mayor Dennis stated that Dr. Montoya would like to meet with Mayor Williams and Mayor Daly separately on their bond meeting on the 18th. Mayor Daly requested Dr. Montoya contact his office and provide them the information. Mayor Seiler stated that he has a new great grandbaby boy and showed off photos. Mayor Seiler also asked if anyone had dealt with USDA. Mayor Seiler stated that they are trying to borrow 4 million dollars to do their streets. Mayor Seiler explained the need stating that he has asked for some congressional help through Mark Gonzalez. He also stated that he contacted Commissioner Wolverton who stated that he had given their dollars to Commissioner Cope so they will be reaching out to her for assistance. Mayor Seiler stated that if any Mayors had some ideas to please reach out to him. Mayor Williams stated that during the January Alamo Area Council of Government meeting he received information from Patch Management Inc., “Pothole Killers” a unique pothole company that can provide cost efficient, effective, safer pothole repairs using spray injection technology. He stated that he believes this could be a good subject for the Northeast Partnership group and asked that we get in touch with them to come and make a presentation. Mayor Pro-Tem McCaw commented on the pothole company stating it cost a third less to have them repair your pot holes. He stated that they would like to get several cities interested in this so that they can do several potholes at the same time. Mayor Williams stated that next Wednesday at Randolph the Military Air Committee will be meeting to discuss various issues to include discussions on particular loans for those that are within the 1000 foot APZ zone. Mayor Williams stated that he received information from VIA that they will be having a meeting on February 8, 2016, and Gen. Robert LaBrutta will be in attendance this is recognizing the value of the partnerships between VIA and JBSA. Mayor Williams stated that AACOG will be overseeing the JULIS contract agreements and assisting with them. Mayor Carpenter stated that he has a request from VIA to come provide a presentation regarding the long range planning efforts titled VISION 2040. Mayor Carpenter requested to get in touch with them to see if they can come to one of our upcoming meetings. Mayor Carpenter also updated the Mayors regarding the recent Post Oak Landfill hearings. Mayor Dennis also invited the Mayors to the upcoming TML Region 7 meeting, Thursday, February 11, 2016, 5:00 p.m. which will held at the Gardens at Old Town in Helotes, Brenda will send information out to the Mayors. VI. Establish a Date, Time, & Location of the Next Meeting. (Next up is the City of Converse to host). Mayor Carpenter indicated that next up to host the NEP Mayor’s Workshop is the City of Converse. ​VII. Adjournment Mayor Carpenter adjourned the workshop at 7:40 PM.
