MINUTES OF MEETING
Thursday,
January 14, 2016 – 11:30 a.m.
Call to Order and Establish a Quorum – A quorum was present.
Mayor Carpenter called the meeting to order.
Welcome and Introductions
Mayor Carpenter
welcomed everyone in attendance and those present stood and introduced themselves.
Mayor Carpenter gave Guadalupe County Commissioner Jim Wolverton and Senior Advisor to the Mayor
of San Antonio Lou Mueller (who is vying for a state representative position) a chance to speak a few words in regard to their running for their respective offices.
Mayor Carpenter
recognized Live Oak Mayor Mary Dennis who spoke briefly on an upcoming public hearing in regard to property tax reform. The meeting will be on Wednesday, January 27, 2016 at 10:30 a.m.
at the University of Texas – Downtown at the main campus. She encouraged each city to send an official to testify (no more than 3 minutes) in opposition of the tax proposal. Mayor Carpenter
also encouraged municipal level attendance at this meeting.
Approval of minutes for December 3, 2015, NEP Mayor’s Workshop meeting and minutes of the December 10, 2015, NEP regular
meeting.
Mayor Dennis made a motion seconded by Mayor Seiler to approve the minutes of the December 3, 2015 Mayor’s Workshop and the minutes of the regular meeting of December 10, 2015.
The vote was unanimous. Motion Passed.
Approval of Treasurer’s Report for December 2015.
Mayor Seiler made a motion seconded by Mayor Williams to approve the December 2015 Treasurer’s
Report. The vote was unanimous. Motion Passed.
Consideration and/or action passing a Resolution supporting a bond proposal
by the City of San Antonio for the reconstruction
of a portion of Evans Road.
Mayor Tom Daly spoke about the many concerns the City of Selma has regarding their portion of Evans Road. Due to a new high school fixing to open up in
the future between Universal City, Selma, and Live Oak, there will be a lot of school kids in that
area which will cause some heavy foot and vehicle congestion. The current road conditions are very rough and vision is terrible. It is a true safety issue. There is a proposed bond
in the works. However, it would be helpful if we put a resolution out there to show support for it. Selma City Administrator Johnny Casias has drafted one.
Mayor Williams made a
motion, seconded by Mayor Dennis to pass a resolution in support of the bond proposal by the City of San Antonio for the reconstruction of a portion of Evans Road. The vote was unanimous.
Motion Passed.
Consideration and/or action creating a fund to support a recent Quarterly Recognition Program at Joint Base San Antonio – Randolph.
Mayor Carpenter recognized Mayor
Williams and Mayor Dennis who both spoke about the Quarterly Recognition Program at Joint Base San Antonio –Randolph which has been in existence for many years. Recently there was a
mix-up in this quarterly award. The airman who was recognized received a lot of prizes from the City of New Braunfels who is the host for this particular award. Mayor Dennis said she
thought maybe we could do something to support the individual who was supposed to receive the award ($250). There used to be a big program where every single installation on base would
nominate someone and one organization would be the sponsor of that particular award. Each category had a sponsor, but this is not the case anymore. Mayor Williams said they thought the
NEP could become one of the entities that sponsor one of these categories and show civilian support of the enlisted folks at Randolph. The first thing is ‘let’s take care of the accident
that happened’ and then consider whether we should put ourselves in a position to be a future partner/sponsor of an award program. The suggestion was $250 worth of prizes (gift cards/certificates,
etc.)
Mayor Seiler made a motion seconded by Mayor Knaus to create a fund to support the Quarterly Recognition Program at Joint Base San Antonio – Randolph. The vote was unanimous.
Motion Passed.
Consideration and/or action creating a fund to support on-going Performance Recognition Programs at Joint Base San Antonio – Randolph.
Mayor Dennis made a motion
seconded by Mayor Williams to establish a fund to support on-going Performance Recognition Programs at Joint Base San Antonio – Randolph. The vote was unanimous. Motion Passed.

Report from Tri County Chamber of Commerce.
Mayor Carpenter recognized Kevin Hadas who stated they were hosting a Fat Tuesday (like they did last year) on February 9. The cost
is $20 for all you can eat gumbo and a $500 prize to whoever brings the best plate of gumbo and a $1,000 best costume prize. All proceeds will go to the chamber.

Mayor Carpenter recognized Ms. Maggie Titterington, Chamber President who provided information on recent and upcoming chamber events including
the Health and Wholeness Fair January 30. She introduced the 2016 Board Chair, Ms. Pam Cox. She also spoke about their recent name change from The Schertz Chamber of Commerce to The
Chamber of Commerce. Their new website will be www.thechamber.info. She encouraged everyone to check it out.
Mayor Carpenter recognized Jorge Cantu of C-6 Disposal Systems who stated
that on Item 6 and 7, if they are looking for a $250 donation, he could provide that. He was heartily thanked by everyone present for his generous offer.
Report from Randolph Air Power
Community Council (RAPCO).
A few mayors (Williams, Suarez, Dennis and Knaus) were at a luncheon the other day hosted by the 12th Wing at which encroachment/security issues were discussed.
It was a very interesting presentation and hopefully they may be contacting Mayor Dennis and Schertz City Secretary Brenda Dennis regarding adding it as a presentation to a future NEP
agenda.
Report on Bicycle Mobility Advisory Committee.
No report was presented.
Report from Metropolitan Planning Organization (MPO).
Mayor Carpenter recognized Kevin Hadas who
stated the MPO was going great. The only interesting thing is that IH-10/Loop 1604 going towards Fair Oaks, they are approving some funding for that. Now it is HOB or not HOB. The conservative
rural areas tend to lean towards not HOB because they believe HOB gives VIA a competitive advantage to a slight degree. He is willing to listen to everyone’s opinion on that.
Establish
a Date and Time of the Next NEP Mayor’s Workshop – February 4,
2016—City of Windcrest.
Ms. Schmoekel stated that Brenda is still trying to get a response from Windcrest as
to their availability. Mayor Carpenter stated if not then they will move forward to Cibolo.
10. Establish a Date and Time for the next Northeast Partnership For Economic Development
Meeting – February 11, 2016. – City of Universal City.
February Door Prizes – City of Windcrest
March Door Prizes – City of Cibolo
The City of Universal City provided the door prizes for this January meeting. Mayor Carpenter stated that the City of Windcrest has the door prizes for the February 11th meeting.

of Interest by Members.
Mayor Carpenter recognized the City of Kirby representative who stated they were hosting their 3rd annual Martin Luther King celebration this Saturday starting
at 10 a.m.
Mayor Carpenter recognized City Manager Scott Wayman from Live Oak who stated they will be having their very successful Clean-up Fix-up Day on April 9. They are looking
for volunteers for that.
Mayor Carpenter recognized Mayor Allen Dunn from Cibolo who said they were having their ‘Cook-off’ on January 29 & 30 with BBQ, live music, and an artificial
snow ride event. They are looking for BBQ judges.

As there was no further business, Mayor Carpenter adjourned the meeting at 12:50 p.m.
