10-1-2015 Approved Workshop MinutesNortheast Partnership for Economic Development City of Schertz 1400 Schertz Parkway, Building No. 2 Schertz, Texas 78154 MINUTES OF WORKSHOP OCTOBER 1, 2015, 6:30 P.M. 1. Call to Order and Establish a Quorum. Mayor Carpenter called the meeting to order at 6:45 p.m. A quorum was present with the following members: Members present were: Mayor Michael Carpenter, City of Schertz Mayor Mary Dennis, City of Live Oak Mayor Tom Daly, City of Selma Mayor Pro -Tern John McCaw, City of Garden Ridge Mayor John Williams, Universal City Mayor Jeff Hunt, Santa Clara Others Present: Brenda Dennis, City Secretary, Schertz 2. Introduction Mayor's present spoke regarding the recent TML Conference and the exceptional sessions they attended. Mayor's present congratulated Mayor Dennis on her recent appointment of TML President Elect. 3. Old Business: 1. Alamo Area MPO Update/Issues. Mayor Dennis stated that last week at the TML Conference she was able to spend two days with MPO Chair Ray Lopez and she was able to speak to him regarding our issues he knows who the NEP organization is and she stated that he was very interested and engaged. Mayor Daly stated that when he was on the MPO he was able to sit and discuss issues with TxDOT District Engineer, Mario Jorge and when he needed assistance with FM 1518 he got on the phone to get the light put in that will help those coming out of Kensington Ranch on to FM 1518. 2. Discussion regarding establishing guidelines regarding City Membership (additions /removals) of the Northeast Partnership for Economic Development. Mayor Dennis stated that at the last meeting they came up with an acceptable matrix. We decided that cities that are touching or bordering us (NEP) and those bordering the river (east after City of Marion). Mayor Williams stated that the key is if the cities abut one another it is transparent from city to city and being a member will benefit. Mayor's present discussed they are happy that we are taking the smaller cities and teaching them what can happen to them as examples of what has happened to us. Mayor Daly expressed that he believes the City of San Antonio, New Braunfels, and Seguin are ok by themselves. He stated the Cities of Santa Clare and New Berlin and Staples want the knowledge that we have and should be included as that is what our job is. Mayor Williams indicated that we didn't want to go too far away from the corridor. Mayor's present concurred. Mayor Williams stated that we decided that we were not going to go any farther west. Mayor Carpenter stated that New Braunfels to the north is the border, Seguin to the east is the border, San Antonio south is the border and San Antonio to the west is the border. Mayor's present concurred. Mayor Carpenter stated that maybe we should be together a resolution as a format as to not to have to enter anything into the by -laws, that way if a new city is formed or a city that does border us they could join and that away we are not bound by the by -laws. Mayor Carpenter stated that he would work with Brenda on a resolution that generally states our position as we discussed above. 4. New Business 1. Discussion regarding upcoming Constitutional Amendments — Proposition 1 — SJR 1 and Proposition 7 — SJR 5. Brenda Dennis stated that Mayor Seiler provided the packet of information they have before them regarding the two propositions. Mayor Daly asked if these were beneficial to the cities. Mayor Dennis stated that proposition 7 is because it deals with the highway, no tax increase it is just a re- allotment of the funds to the highway department. Mayor Carpenter and Mayor Dennis stated that regarding proposition 1, it indicates that it would prevent local governments and other taxing jurisdictions from repealing or reducing their own homestead exemptions. Mayor's discussed that these would pass because the residents would read "tax relief'. Mayor Dennis stated that most of those going to the polls will not be affected because they are over 65. Mayor's present discussed the wording that it is not worded well and that it will only affect the homestead exemption for school districts. Mayor's present discussed the article that was in the newspaper regarding those cities that raised or did not raise their tax rate. 5. Items of Interest by the Member cities. Mayor Daly stated that his Police Chief and two Captains announced their retirement so they are looking to replace them, and also stated that his City Manager Ken Roberts has announced his retirement so they will be looking for a new City Manager. He also stated that his Assistant City Secretary Becky Del Toro is looking to retire as well. Mayor Williams stated that his Fire Chief is retiring after 40 years as well as his City Secretary is retiring. Mayor Williams commented on the meeting with Col. Isler tomorrow regarding an upcoming press release they will be issuing as well as they will be releasing their Joint Land Use Study. Mayor Carpenter stated that Lt. Col Robin Baldwin has been exceptional in working with the cities to provide information regarding the plans and mission. Mayor Williams commented on a meeting given by General LaBrutta who spoke recently at Fort Sam who gave a state of JBSA and it was well done. Mayor Williams also spoke about AACOG assisting with funding for the air installations regarding their adequate water supply issues. He stated that SAWS is going to get it to the installation and then they are going to have to find a way to get it through. Randolph is going to be taken care of by the Schertz- Sequin Local Government Corporation. Mayor Pro -Tern John McCaw, Garden Ridge stated that they had a meeting with TxDOT engineers, Comal County engineers regarding FM 2252, from Evans Road to FM 3009. He stated that the enthusiasm of TxDOT was underwhelming and one of the primary reasons was they estimate that to be a 24 million dollar job and they don't have all the right -of -way, it's a curvy road, there is a railroad track to go over and Cibolo creek to go over. Mayor Pro -Tern McCaw stated that TxDOT is not interested to assisting with this at this time and need to become very critical first, he stated TxDOT only budgeted 100 Million dollars and this is a 24 Million dollar project. He commented on the intersection at Evans road by the high school being an issue. Mayor Dennis, Live Oak stated that she has been telling TxDOT about the Evans road issue for years. Mayor Pro -Tem McCaw stated that Jonathan Bean from TxDOT mentioned that one of the items in the works was double decking 35 from San Antonio to 1106, a managed lane. Mayor Dennis stated that they have been talking about this for two (2) years. Mayor's present discussed this issue of 1604 and it being a problem. Mayor's present also discussed the upcoming air quality issues and proposed new requirements. Mayor's mentioned that at the next meeting AACOG will be providing a presentation. Brenda Dennis stated that the City of Schertz has recently engaged Lisa Wright, Performance Management Consultant who has been providing various training sessions through the Dell Carnegie umbrella and she has offered to provide training to this group at no charge and if interested she will be providing a presentation at the December meeting. 6. Establish a date, time, and Location of the Next meeting. (Next up is the City of New Berlin to host) Brenda Dennis stated that she has confirmed that they will be hosting the next Mayor's workshop meeting. 7. Adjournment.
