MINUTES OF MEETING
Thursday, September 10, 2015 —11:30 a.m.
1. Call to Order and Establish a Quorum — A quorum was present as Mayor Dennis
Proxy was Ed Cimics, Mayor Carpenter Proxy was Mayor Pro -Tent Jim Fowler,
and Mayor Jackson Proxy was Mayor Pro -Tem Jay Hogue.
Mayor Suarez called the meeting to order at 12:00 P.M., and a quorum was present.
Mayor Suarez stated that he is filling in this afternoon for Mayor Carpenter and Mayor
Jackson who were out today.
Welcome and Introductions
Mayor Suarez welcomed everyone in attendance and had all attendees stand and
introduce themselves. Mayor Suarez thanked everyone for attending.
2. Approval of Minutes for August 13, 2015, regular meeting.
Mayor Daly made a motion seconded by Mayor Pro-Tern Cimics to approve the
minutes of the meeting of August 13, 2015. The vote was unanimous. Motion
Passed.
3. Approval of Treasurer's Report for August 2015.
Mayor Daly made a motion seconded by Mayor Pro-Tern Cimics to approve the
August 2015 Treasurer's Report. The vote was unanimous. Motion Passed.

Mayor Suarez recognized Mr. Pat O'Brien who stated that the Chamber's
information and events can be found on their app. Mr. O'Brien did want to
mention that on November 19, 2015, Elected Officials Reception, Bluebonnet
Palace, 6:00 to 10:00 P.M., Mr. Obrien thanked all those who are sponsoring

B. Report from Schertz Chamber of Commerce.
Mayor Suarez recognized Chamber President, Ms. Maggie Titterington who
provided information on the Chambers past and upcoming events as follows:
• Thursday, September 10, 2015, Chamber is celebrating the Grand Opening
of the' Cibolo Valley Elementary School, 4: 30 p.m.
• Wednesday, September 23, 2015, Monthly Biz Ed class will feature a
hands on QuickBooks seminar by Shirley Bennett of Barrett Cooper
Accounting from 7:30 a.m. to 9:00 a.m. at the Chamber Office. Randolph
Brooks is their breakfast sponsor.
• Thursday, October 1, 2015, Cibolo Meet the Candidates, Cibolo Council
Hall, 6:00 p.m. 7:30 p.m. It will include the candidates for Cibolo City
Council, SCUCISD Board and Green Valley Utility Board.
• On the Schertz Chamber Facebook, they are starting their silent auction
for their Golf Classic, which will be held October 9, 2015.
• Friday, October 9, 2015, 6th Annual SOC Caterpillar Golf Classic, Bandit
Golf Course in New Braunfels, 50% of the proceeds from this event will
be donated to Steele and Samuel Clemens DECA High School Students.
Currently the Tournament is sold out, but get with the Chamber as they
have a waiting list.
Ms. Titterington stated that on the silent auction is a pair of tickets to the
UTSA Roadrunner and Kansas State game for this Saturday, must bid on
this item today and the Chamber will let everyone know by 3:00 p.m.
today.
C. Report from Randolph Air Power Community Council (RAPCO).
Mayor Suarez recognized Mr. Pat O'Brien who stated there are several things
going on as Mayor Williams will attest to and that tomorrow there is an event
at the Officers Club where there will be live music, it is also an opportunity to
sign up as a member of RAPCO. Mr. O'Brien stated that if you do not have
access to the base please let him know. Mr. O'Brien stated that there are other
events coming up, watch for emails.
D. Report on Bicycle Mobility Advisory Committee.
Mayor Suarez recognized Mr. Pat O'Brien who stated that since we have our
- MPO Representative here he will defer to him and recognized Mr. Kevin
Hadas who stated that they have quarterly meetings, and that this quarter the
meeting will be on October 21, 2015, 5:30 p.m., Metro Center, 2100 San
Pedro.

E. Report from Metropolitan Planning Organization (MPO).
Mayor Suarez recognized Mr. Kevin Hadas who stated that Mr. Sid Martinez
is here who has agreed to fund all their projects... (Laughter) ..... Mr.
Martinez stated that they had a board workshop on Friday, August 28, 2015,
where there were presentations on various topics including high speed rail,
legislating wrap up presentation. Mr. Martinez recognized Senator Donna
Campbell and thanked her for her support on the transportation issues. He
stated it was a great year for transportation issues. Proposition 7 will be on the
ballot in November. If approved in November they do plan on putting some
of that money towards 281. They know that that project is currently in their
MPO plans. This coming Monday, September 14, 2015, they will be having a
special board meeting, and at that meeting they will be discussing a
Resolution and support for building 281 as a non -toll project. Mr. Martinez
thanked Senator Campbell and the others for allowing Proposition 7 to go
through to the voters in November and hopefully it is approved. Mr. Martinez
also stated that they have a call for projects currently going on as everyone
should be aware. If you haven't visited their website please do so where you
will see the information for the call for projects. The projects are due to them
by December 1, 2015. If you have any questions, please see him after the
meeting.
5. New Business.
A. Presentation and update by Senator Donna Campbell regarding the recent
Legislative Session.
Mayor Suarez introduced Senator Donna Campbell who came forward providing
information on the recent legislative session issues answering questions from
Members.
Mayor Williams took over from Mayor Suarez who had to leave. Mayor Williams
thanked Senator Campbell for coming out and speaking to the group as there are
many things going on within all our communities and we all want to stay connected
on the issues that affect us.
B. Discussion regarding upcoming Constitutional Amendments — Proposition 1 —
SJR 1 and Proposition 7 — SJR 5.
Mayor Williams recognized Mayor Seiler who stated that he would like to discuss
this at the next workshop meeting. Senator Campbell came forward providing
information on Proposition 1 and 7 as well as addressed questions. No further
discussion as this was tabled to the next workshop meeting.

6. Establish a date and time for the next Mayor's Workshop — September 3, 2015. —
City of New Berlin.
Mayor Williams recognized City Secretary Brenda Dennis who stated that the City of
Schertz will be hosting the next Mayor's Workshop meeting October 1, 2015, due to New
Berlin having to use their location as an early voting location.
8. Establish a Date and Time for the next Northeast Partnership For Economic
Development meeting — September 10, 2015.

The City of Marion provided the door prizes for this meeting. Mayor Williams stated
that the City of New Berlin has the door prizes for the October 8, 2015 meeting.
9. Items of Interest by Members.
Mayor Williams recognized Mayor Tom Daly who stated that today if you go to Channel
29 at 9:00 p.m. and Channel 5 at 5:00 p.m., you will get to see the ground breaking on the
new Gummy Bear Factory. Mayor Daly stated that next Wednesday, September 16,
2015, 10:00 a.m., Wounded Warriors facility, 17321 Lookout Road, will have their
groundbreaking ceremony.
Mayor Williams recognized City Manager Scott Wayman, Live Oak who stated that they
have a Ribbon Cutting ceremony today at the Learning Center on Topperwine, and on
Saturday, September 12, 2015, City of Live Oak is hosting a Fix Up Day Zone 4, 7:30
a.m. to 12:00 p.m., meet at City Hall, come out and volunteer, and that evening we have
Movie in the Park, Main Park Baseball field "Paddington the Bear ", event starts at 7:30
p.m.
Mayor Williams recognized Kathy with Northeast Lakeview College who provided
information on the following upcoming events:
• Friday, September 18, 2015, 9:00 a.m. to 12:00 p.m., "Future Cast on Workforce
Economic Development ", 1201 Kitty Hawk Drive, Performing Arts Center
Auditorium.
Kathy provided information on the status of their accreditation status, received word that
their application has been approved. Next step is candidacy site visit is scheduled for
February. She also stated that they are updating their Strategic Plan are inviting
Community Members out to their campus on September 22, 2015 8:30 a.m., to 12:00
p.m., it is open to all external community stake holders, if interested in attending please
RSVP to the President's office.

Mayor Williams recognized Ms. Kate Silvis, City of Converse who stated that if you do
not have plans first weekend in October 2nd through 4th, it is "Night in Old Converse" at
the City Park downtown, go to their website for more detail
Mayor Williams recognized Dr. Montoya, Superintendent of Judson ISD who stated that
their School Board has approved them to form a bond committee. He stated that they
will be developing this over the next several months and if you are interested in joining
them and providing information and direction for the future please let him know.
Dr. Montoya also stated that there are 1100 School Districts in Texas, Judson ISD has a
unique distinction, they have won the Football State Championship six times, have gone
have gone to the playoffs 12 times. They are the only team of all High Schools in Texas
that has that distinction. With that said if any of members would like to come to some of
their home games, look at the schedule and call his office and we can get you in at no
charge.
Mayor Williams recognized Ms. Dawn Vernon with Drash Companies and Ms. Maggie
Seay, CUD Engineers who stated that they had sent out a survey twice and that they will
be speaking to you regarding Civil Engineering and Geotechnical and what you want to
know. They will be blasting this out one more time so please take the opportunity to fill
out the survey so they know what you want to hear.
12. Adjournment.
As there was no further business, Mayor Williams adjourned the meeting at 1:08 p.m.
